Honorable Mayor John Beck, presid- ing. ROLL CALL: By Clerk. Councilmen present were L. E. Bonnett C. S. Churchman, A. T. Hostetter and T. G. Overlie. Absent, Charles Grigg, Raymond Hicks H. G. Lake. 'City Attorney Orville B. Olson was present. REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent. TAXI ORDINANCE: .Mr.. Utz presented an application'for parking space on the corner of 4th and Lewis on South East location adjacent Cresent Drug. A letter was read from S. S. Jilek stating he had no objections. Ro action was taken. Amendent to Taxi Ordinance was discussed. Mr. Utz brought out the license question stating that it is._possible to.operate without the City having full knowledge of State license status. He favors raising cab license to $25.00 per car; driters licenses to $5.00 each per year. .Li- cense plates issued to be called in for renewal each year. Picture and description of driver posted in car. Bonnett suggests that drivers ob- tain health cards. Police and License Committee to contact City Attorney regarding amendment to Taxi Ordinance. POLICE CAR MOTOR: Chief of Police McKibbin requests premission to e11 old motor from Ford car for $25.00. No turn in value on new motor, this would be sold to an individual. Motion made by Overlie, seconded by Bonnett that the motor be sold for $5.00. Motion carried. CALL FOR BIDS ON POLICE CAR AND STREET DUMP TRUCK: Chigf of Police McKibbin requests that we call for bids right away on a sedan delivery and alternate. Motion made by Bonnett and seconded by Overlie that bids be called for police car, sedan and alternate, Mc- Kibbin to furnish specifications, callable Febmuary 15th; also street dump truck, Brickey to furnish specifications. Motion mrried by.roll call vote of f our (4). FILTRATION PLANT: Mr. Rice reports that John W. Cunningham & Associates are negotiating for a property purchase from the U. S. Engineers for a sewage disposal plant -.site. They report that the National Guards and the U. S. Engineers favor this transation. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT: READING OF MINUTES: Minutes of Meeting held January 4, 1949 were read and approved. CORRESPONDENCE: FILTER PLANT SUPPLIES: A letter was read from J. W, Cunningham & Associates relative to the pur- chase of material and supplies for the Filtration Plant. Motion made by Bonnett, seconded by Churchman that Water Commitee check with Water Manager relative to supplies on hand, and that he be authorized to call for bi.d.s, if necessary on approval by ther Water Committee. Motion carried by roll call vote of four (4). BILL TOWN'S WAGON & TAXI ZONE: A letter was read from Tum Bishop requesting the Council to consider the conditions in question before renewing the 1949 rental on space ad- jacent the Economy Drug Store. This was turned to the Police Committee for investigation and report. OPINIONS VETO ORDINANCE Na. 643: A letter was read from City Attorney, Orville B. Olson in answer to a re- quest from the Council for an opinion. He states that there is no time limit specifically set for action by the Council to override a veto. Law calls for "reconsideration" by the Council after such veto. He quots Section 14 of Ordinance No 435. Turned to Zoning Committee. City Clerk to notify and furnish copy of opinion. APPOINTMENT PLANNING COMIESSION: A letter from read from John Beck, submitting the namde of E. T. Lindner, Pasco, Washington, as a member of the Planning Commission to finish term of Orville B. Olson, term expiring April 7, 1950. Motion made by Bonnett to accept the Mayor's recommendation. Motion seconded by Hostetter. Motion carried. City Clerk to notify. i528 PASCO, WASHINGTON REGULAR MEETING (continued) COUNCIL CHAMBERS JANUARY 18, 1949 RESIGNATION: WATER MANAGER, H.V HARRIS A letter of January 10t 1949 was read from H. V. Harris, tonder.ing:.his resignation as Water Manager, effective February 159'1949. He has vacation time coming. Would like the Council's opinion as to when they would like to allow the vacation. A discussion was entered into relative to a successor. At,this time Overlie left the meeting. No quorum present. The meeting rdoessed. ADJOURNMENT: Motion made-by Claurchman, seconded by Bonnett that the meeting recess to, Wednesday, January 19th at 1:30 P.M-9 1949. Moaion:.carried. ATTEST: PASSED ANI 1949
