Nelson presiding. ROLL CALL: By Clerk. Councilmen present were Johan Beck, Charles Grigg, A. T. Hostetter, H. G. Lake and T. G. Overlie. Absent were Art Glasow, Jr., C.: R. Wallis and City Attorney, D. W. Zent. READING OF MINUTES: Minutes were read and approved for meetings held on November 19th, 4 - November 23rd, December 7th, 9th, 13th, 17th, 21st, 23rd and 30th, 1948. BILLS: The following bills were read for authorization of payment, also to be paid from the 1948 budget before closing the books. Motion made by Beck and seconded by Overlie that the following vouchers, if properly signed and approved, be allowed. Motion carried by roll call vote of five (5). FILTRATION PLANT 84 E. N. ROLL CALL: By City clerk elect, Adah P.1. Perry. Present,were Mayor; John Beck, Councilmen; L. E. Bonnett, C. S. Churchman, Charles Grigg, Raymond Hicks, A. T. Hostetter, H. G. Lake, T. G. Overlie and City Attorney, Orville Olson. AV 6INtima The Mayor presented a chart of committees as recommended by him and ex - C MIttEW S: plains action. Charts were passed to members and disussed, Motion made by Grigg and seconded by Hostetter that Grigg be removed from the Cemetery Committee. (Motion withdrawn) Withdrawal approved by Hostetter. Motion made by Bonnett that the Water & Sewer and Water and Sewer extension be combined. Motion seconded by Overlie. Motion carried by roll call vote of seven (7). Motion made by Bonnett that Hostetter be Chairman of the Water & Sewer Committee. Motion seconded by Grigg. Motion carried by roll call vote of seven (7). Motion made by Grigg nominating Bonnett & Hicks as members of the Water & Sewer Committee. Motion _sec6nd'ed-byCarried unanimously. _RECREATION & LIBRARY: Motion made by Hicks that the Mayors recommendation of Bonnett, Church- man and Overlie be accepted. Motion seconded by Grigg. Motion carried. _PARKS & CEMETERY: Motion made by Grigg that Hicks be Chairman, Churchman and Overlie members of the Parks and Cemetery Committee. Motion seconded by Hostetter. Motion carried. Motion seconded by Hicks. Motion carried. ZONING,PLANNING & BUILDING INSPECTION: Motion made by C4urchman, seconded by Overlie that the Mayor's recommenda- tion of Lake, Chairman; Grigg and Bonnett be accepted. Motion carried. _NAVY BASE: Nlotion made by Lake seconded by Overlie that the Mayor's recommendation of Grigg as Chairman; Hicks and Bonnett be accepted. Motion carried. CLAIPJIS. AUDITING &_OFFICE MANAGEMENT: _ Motion made by Bonnett, seconded by Hicks that the Mayor's recommendation of Hostetter as Chairman, Griggs and Churchman as members be accepted. Motion carried. POLICE,. LICENSE & METERS: Motion made.by Hostetter, seconded by Ctiurchman that the Mayor's recommenda- tion of Bonnett as Chairman, Grigg and Lake be accepted. Motion carried. _FIRE & LIGHTS: Motion made by Lake and seconded by B.ohnett.that the Mayor's recommenda- tion be.accepted.. Motion withdrawn. Motion made by Churchman that the Committee as recommended by the Mayor be accepted with Grigg as Chairman instead of Hicks, Bonnett the other member. Motion seconded by Hostetter. Motion carried. _B_UILDING & CITY PROPERTY: Motion made by Churchman and seconded by Bonnett that the Mayor's recOmmenda- tion of Lake as Chairman, Hostetter and Overlie be accepted. Motion carried. _SPECIAL FINANCE & LEGAL: Motion made by Lake and seconded by Bonnett that the Mayor's recommnedation of Churchman as Chairman, Hostetter and Overlie be accepted. Motion carried. _HEALTH: Motion made by Lake, seconded by Hostetter that the Health Committee be combined with Police, License & Meters Committee, Bonnett as Chairman. Motion carried. EAST SIDE *ADJUSTMENT: Motion made by Overlie, seconded by Bonnett that the Mayor's recommendation of Churchman, Chairman and Hostetter and Lake as members be accepted. Motion carried. T!IAYOR PRO TEM: Motion made by Bonnett, seconded by Churchman that the Mayor's recommendation of.Hicks as Mayor Pro Tem and Overlie as Purchasing Agent be accepted. Motion carried:. Motion carried by roll call vote of seven (7). REGULAR GASOLINE: Motion made by Bonnett, seconded by Hostetter that H. Earl Clack be Awarded contract for gas.. Motion carried by roll call vote of zeven (7). _FILTRATION PLANT: Mr. Rice reported on the progress of development at the plant. He feels that operation may start at the end of this month PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JANUARY 49 1949 BIDS ON PRINTING: One..bid was received from the Tri -City Herald, for the ear 1949. (1) $100.00 per column inch per insertion when set in 51 pt.type. (2).$.75 per column inch per insertion when set in 8 pt. type. Motion made by Churchman that this be turned to the Claims and Auditing Committee for investigation and report. Motion seconded by Bonnett. Motion carried. REGULAR ORDER OF BUSINESS RESUMED: COMMUNICATION: NOTICE OF HEARING, OLYMPIA, WASHINGTON: Pacific..Telephone. & Telegra,ph , Company providing for increase in rates. SALE CITY PROPERTY: A letter wa.s.read from Lars Wambem desiring to purchase Lots 5 and 6, Block 11, Riverside Addition. Committee recommended that this property not be sold. Motion made by Grigg and seconded by Ovdrlie that the recommendation of the Committee be accepted. Motion carried. READING OF ORDINANCE: No 643 ORDINANCE No 643: AN ORDINANCE TO AMEND SECTIONS OF ORDINANCE 45, BEING AN ORDINANCE TO REGULATE AND RESTRICT THE LOCATION AND THE USE OF BUILDINGS AND THE USE OF LANDS WITHIN THE CITY OF PASCO WASHINGTON: TO LIMIT THE HEIGHT OF BUILDINGS: TO PRESCRIBE BUILDING LINES AND THE SIZE OF YARDS AND OTHER OPEN SPACES AND FOR THESE PURPOSES TO DIVIDE THE CITY INTO DISTRICTS. A letter was read from W. A. Nelson vetoing Ordinance 643 account not complying with Ordinance 435, Section 14, Article 2. This was tilrned over to the City Attorney for an opinion. PETITION: Petition to vacate south alley block 6, Helm's Second,Addition. Pe- tition signed by John W. Knight, Mrs. M. Beck and E. T. Churchman. Petition to vacate north and south alley, blocks 3 & 4 Helm's Second Addition, save for easements, signed by Guy and Ann M. Richards. Petition,_to vacate Grace Street from Mound to 13th at Bonneville, signed by F. F. McCarty. Street and Alley Committee to consult with City Attorney. LIBRARY INTER -COUNTY RURAL DISTRICT: Contract turned to Bonnett...(Ci.ty.Clerk to furnish copies.) CITY PROPERTY SALE: A letter was.read from C. A. Hahn making an offer Offering $1,500.00 per lots 3 4, and 5, Block 13, Northern Pacific Plat of the City of Pasco. This was turned to the Building & City Property Committee. APPLICATION FOR ONE MORE TAXI (BAILIE) Mr. Bailie.presented.an application for an additional taxi The taxi ordinance was discussed.' Mr. McKibbin spoke recommending the approval by ordinance change. City Attorney read the Dsdinance. Motion made by Bonnett, seconded by Overlie that one more_cab --; Motion withdrawn with Overlie's approval. Motion made by Bonnett to amend Ordinance 615 to read,"Minimum o.f two cars". Motion seconded by Overlie. City Attor- ney to draw up Ordinance. Motion carried. That cab drivers have health cards was suggested by Bonnett as an amendment to motion. Amendment agreed to by Overlie. Motion carried. Ordinance can be passed the first meeting in February. Griggs inquired of the Mayor about further appointments; I have none to make at this time, same officers carry on finless committees recommend changes, then I'll go along.
