Motion made by Lake to accept the recommendation of the Water Committee that the Underwood Sunstrand machine be pruchased. Motion seconded by Grigg. Carried by roll call vote of five (5), Overlie voting NO. RESOLUTION NO. 299 Requesting the services of an instructor from the State Division of Municipal Corporations in setting up a double entry system of bookkeeping in conjunction with a filing machine was read. Motion made by Beck':arida= seconded by Oveflie that Resolution No 299 be adopted. Motion carried by roll call"'wote of five (5). PLANNING COM1JIISSION (Letter): A letter was read from the Chairman of the Planning Commission recommending (that Ordinance 435 be amended so that the Uniform Building Code of 1946, page 77, Sec. 2101 be changed to read:" In type 1V buildings the structural frame work shall be of steel, iron, masonary or concrete," except that "wood framing may be used fox' one story structures when permission is granted by the Planning Commission and the City Council." Motion made by Lake and seconded by Overlie to -turn this to the City Attorney for Ordinance. Motion carried. BILLY TOWNE'S POPCORN WAGON: Rent for parking space and location of Billie's Wagon was discussed. Council- man Grigg states that several complaints have been made to him. Motion made by Beck that the City Clerk be authorized to collect $35.50 for 1948 parking location. Motion second- ed by Lake. Motion carried. �1 0 CITIZENS ABSTRACT;COMPANY: A Limited Liability Report on property in Riverside Addition regatding_Title and Easement was read. Motion made by Beck and seconded by Overlie to authorize bill for payment after investigation and O.K. from Claims Committee. Motion carried. Bill ]Listed in payments to be authorized. LOADING AND UNLOADING ZONES: (Horrigan) A letter was read from B. B. Horrigan requesting a loading and unloading zone in front of the Town House Motel similar to the one at the Hotel Pasco. Motion made by Beck and seconded by Grigg that this be allowed. Motion carried. ` A letter from read from John Horrigan requesting a driveway across the south boundary of lots 31 or 32, blk 16, Gerry's addition and to erect signs reading "No Parking Between Signs". Motion made by Grigg and seconded by Lake that they be allowed the driveway on Columbia as requested at their own expense. Motion carried. P. U. D. Requests a loading and unloading. zone in front of their warehouse on Columbia between 2nd and 3rd. It was unanimously agreed that this be allowed. Overlie to notify the painter'to kaint out space.. SHORN'S PAINT STORE: (3rd and Lewis) -Requests a loading and unloading zone on 3rd. Motion made by Beck, seconded by Overlie that the.Hotel zone be extended the space of one meter south to accommodate the Paint Store. Motion carried. TRANSFER: .The City Treasurer, E. L. Collins, requests that the following transfers be made: $ 974.22 from Air Port to Ordinance No 600; $10,000.00 from Ordinance 600 to Current .Expenditures; $11,000.00 from Current Expenditures to Swimming Pool; $812.00 from Swimming Pool to Recreation. Motion made by Overlie and seconded by Lake authorizing the transfers. Motion carried unanimously. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: WATER SERVICE: (Mr. Buck) Mr. Buck plans to build a house and duplex in the vicinity of Vine & "B". He has 150 foot frontage. Mr. Buck is asking that the city water be extended to his property. Motion made by Glasow that the City go ahead and extend water service as re- quested. Motion withdrawn. Motion made by Grigg and seconded by Glasow that this be turned to Hostetter to investigate, and that his recommendations be accepted. Motion carried. REGULAR ORDER OF BUSINESS RESUM® BY UNANIMOUS CONSENT: FILTRATION PLANT: Mr. Rice spoke r6g4rdingsprogres�ibging made at the plant. RECREATION: (Maurine 114iller) Motion made by Beck, seconded by Overlie that Miss Miller be made Acting Director for the month of December 1948 at a Director's salary of $315.00 per month. Motion carried by roll call vote of five (5). PETITION: Three petitions,one on alley in blk 6 Helm's 2nd Addition; alleys in bkls 3 and 4 Helm's 2nd Addition; and Grace Street in Helm's Addition were held up for 1949 business. 151-3 ... REGULAR MEETING (continued) DECEMBER 21. 1948 READING OF ORDINANCES: ORDINANCE NO. 637 ( RE= INACTED ) Ordinance No 637• AN ORDINANCE AMENDING ORDINANCE NO. 456 ENTITLED "AN ORDINANCE TO ESGULATE AND RESTRICT THE LOCATION AND USE OF BUILDINGS AND THE USE OF LAND WITHIN THE CITY OF PASCO, WASHINGTON: TO PRESCRIBE BUILDING LINES AND THE SIZE OF YARDS AND OTHER OPEN SPACES AND FOR THESE PURPOSES TO DIVIDE THE CITY INTO DISTRICTS" BY PROVIDING UNDER CERTAIN RULES AND RESTRICTIONS FOR THE ERECTION OF APARTMENT HOUSES AND MULTIPLE DWELLINGS IN THE CITY AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH. Ordinance No 640: AN ORDINANCE VACATING PASCO LAND COMPANY'S ADDITION TO PASCO. WHEREAS a petition has..heretofore been filed as provided by law petitioning for the vacation of the plat of Pasco Land Company's Second Addition to Pasco, and WHEREAS notices were posted as provided by law., and a public hearing held on the question of said vacation, and no reason appearing whay said plat should not be vacated. Motion made by Lake and seconded by Overlie that Ordinance No 640 be given the 3rd reading. Motion carried. Ordinance No 640 was read. Motion made by Glascow and seconded by Lake that Ordinance No 640 has been read the 3rd time•-" Motion carried. Motion made by Overlie and seconded by Glasow that Ordinance No 640 be adopted. Motion carried by roll call vote of five (5). TRAFFIC LIGHTS: The Committee recommended that the bid on three 4 way traffic lights by the General Electric Company be accepted. Motion made by Lake and seconded by Overlie to accept the Committee's recommendations. Motion carried by roll call vote of five (5). _STOP LIGHTS: Motion made by Glasow that Brickey be authorized to purchase approxi- mately 150 stop signs on posts. Motion seconded by Lake. BIDS, GASOLINE AND OIL 1949 BIDS ON PRINTING 1949 By unanimous consent the City Clerk is authorized to call on bid for printing, gas and oil, callable January 4, 1949,- eight o'clock P.M.
