PASCO, WASHINGTON
NOVEMBER 23, 1948
CALL TO ORDER: Meeting called to order at 8:15 o'clock p.m., Honorable T,iayor Vi. A.
Yelson presiding.
ROLL CALL: By clerk; Councilmen present were John Beck, Art Glasow,Jr., Charles
Grigg, A. T. Hostetter, H. G. Lake, and T. G. Overlie. C. R. Wallis was absent.
City Attorney, D. Vi. Zent was also absent.
BILLING MACHINE (proposed purchase):
The committee reported favoring the Sun Strand Machine for purchase.
Motion made by Lkke to purchase the Sun Strand Machine as recommended,
motion geconded by Hostetter on roll call vote; the vote tied, Beck, Glasow,Jr.,
and Overlie voting no.
No further action was taken at this time.
READING OF THE MINUTES:
Minutes were read and approved covering mebtings held October 4th,
October 5th, October 8th, October 20th, November 2nd, November.3rd, November
8th, :dnd November 16th, 1948.
GARAGE FOR DWELLING (James A. Jackson):
A letter from City Attorney, D. W. Zent, was read stating the garage
could not be used for a dwelling and comply with Building Ordinances. Building
Inspector to determine this question. A special or temporary permit if agreed
upon by the committee and council should be for a definite time by agreement.
PUBLIC AUCTION NOVEMBER 8, 1948:
City Clerk reports selling Mr. C. L. Dunn's lots 13 and 14, Block 22,
N. P. Plat Original Town, for $3,000.00 per lot or. $6,000.00 as per minimum set
by the council. Auction is in accordance with Ordinance No. 551.
C. A. HAHN did not bid on accountoof minimum price of $3,000.00 per lot
being too high on lots 3, 4, and 5. Block 13, N. P. Plat Original Town.
SEWAGE TREATMENT PLANT CONTRACT:
John,W. Cunningham and Associates, contract for professional Engineer-
ing Services on the Sewage Treatment Plant, was read. Motion made by Hostetter,
seconded by Grigg to accept the contract, subject to City Attorney's approval.
Motion carried by roll call vote of 6.
REPORTS FROM COMMITTEES:
SIGNAL LIGHTS:
Committee request more time.
STOP SIGNS:
To be reported .on at a later date.
ARTERIAL STREETS:
Street Committee recommend arterial street for the following: Syl-
vester to Yakima, 5th between Lewis and Yakima, 1st between Court and Lewis,
Oregon between A and Court, A from Oregon to City Limits on the West-, Ainsworth
from 4th to City'Limits, Columbia from lst to 10th. Stop signs will be needed
for the above outline.

SEWER DISPOSAL PLANT:
Te—port on method of financing. Chairman advises, no report at this
LIGHTS:
Committee reports nothing new other than lights have been ordered.
TAXI CABS:
Mr. Utz makes a request for one additional taxi. He states that the
G -I has sold to Royal Cab Co. without changing state license. Mr. Bishop, of
the Economy Drug, issued a complaint regarding taxi stand in front of his place
of business; no action taken.
BILLY* TOWNE' S POP CORN WAGON:
Regarding rent for location and complaints. July 20, 1948 this was
turned to the Police and License Committee. They will have another meeting with
Billy Towne and suggest that he move across the street to the east.
RECREATION BUILDING:
Teen Age to have a dance New Year's .Eve. December 4th the Lions are
to have a.free'magician show for Teen Age in exchange for use of the building.
FIRE ZONE:
Building Inspector, A. M. Haylett, states that Ordinance setting out
3rd fire zone conflicts with Building Code.

Motion made by Grigg, seconded by 'Lake that Ordinance No. 637 beginz-vL
the first reading as reinacted. Motion carried. Ordinance No. 637 was read.
Motion made by Glasow,Jr., seconded by Lake that Ordinance No. 637 has been
given the first reading. Motion carried.
