CALL TO ORDER: Meeting called to order at 2:45o'clock P.M., Honorable Mayor ti1lalter A.
Nelson presiding.
ROLL CALL: By Clerk, Councilmen present were Charles Grigg, A. T. Hostetter, H. G.
Lake, T. G. Overlie and C. R. "Wallis. John Beck and Art Glasow, Jr. were absent.
City Attorney D. W. ?ent was present.
BILLS: Current bills against the City were read as follows. Motion made by
Grigg, seconded by Wallis that all vouchers properly signed and approved be
honored; motion carried by roll call vote of five (5).

Alletter, Voucher and agreement received from the Glenn Jones Director
was acted upon,Clerk authorized to pay $1,250.00 at this time, balance of $1,000.00
to be. paid by the Treasurer when survey is received.

A letter was read from Evrett McKellar submitting a price of $1,285.00 on
furnishing and installing filter under drains, this is bid item No. four (4).
Mr. Zeidlhack of John W. Cunningham and associates was present, the offer
was discussed. Motion made by Grigg, seconded by Wallis that theoffer on filter
laterals be rejected. Motion Carried. Motion made by Grigg, seconded by Lake
that the securing of laterals for the filter plant under drains be turned to John
W. Cunningham & Associates.. Motion carried by roll call vote of five (5).
Mr. Zeidlhack is of the opinion that the filteration plant will be ready
for operation around the first of the year and suggested that an employee to be
familiar with the electrical operation should watch the installation going in at
this time. Archie Williams, was mentioned as one who should familiarize himself with
the operation.
TRANSFERS
A letter was read from City Treasurer E. L. 'Collins requesting to transfer
tax money collected for Emergency Ordinance # 585, 592, 596 and 600 back to Current
Expense Fund. Motion made by Wallis, seconded by Overlie authorizing the Clerk to
furnish transfers to cover: Motion Carried.
LEASE: RECREATION BUILDING- WA6pb-59,059(SE)
A letter was read from Division Engineer Division 8, with four (4) copies
of lease amended as per Council's request attached. Motion made by Overlie, seconded
by Grigg that the Mayor and Clerk be authorized to sign. Motion Carried.
CONVERTING A GARAGE TO DWELLING: (JACKSON)
A letter was read from James -.A: Jackson relative to converting a cement
block garage on Ainsworth to a dwelling. Planning'Ordinance-and Building Code
requirements were discussed- yard space questioned. Motion'made by"Grigg, seconded
by Lake that this be turned to D. W. Zent City Attorney for legal opinion. Motion
carried,letter was handed to Mr. Zent.
AMERICAN LEGION (ELI-6ER GI LLMAN )
Mr. Gillman would like to have Fourth Street closed from Columbia to Lewis
November 11, 1948, for a street dance & celebration. Also that the Mayor issue a
proclamation to close places of business on that day. Proclamation to be submitted
to the Mayor by the post.
BROWNING'S PROPERTY (3rd & Nixon):
Attorney Powell spoke for Mr. Browning regarding reopening a store at
this location. The Mayor's letter of September 2nd, 1948 to Ray Tailor was read.
City Attorney states that if building had not been used for a year it loses its
status as a grocery store. The case was reviewed and discussed at length. No
action taken at this time.
HARRY -UTZ :
Requests permission to add one more car to his present taxi fleet. This
was turned to a Committee, Hostetter, Overlie and Wallis to report November 8th,
1948.

AN ORDINANCE DEFINING WHAT CONSTITUTES WATER CHARGES IN THE CITY OF
PASCG, PROVIDING A METHOD OF ENFORCING COLLECTION THEREOF AND RE-
PEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH.
Motion made by Hostetter, seconded by Wallis that Ordinance No. 639 be
given the second reading by title only; motion carried. Gvbt1te voting "No:'
Ordinance No. 639 was read by title. Motion made by Hostetter, seconded by
Wallis that Ordinance No. 6 39.has been given the second reading by title only;
motion carried. Overlie voting "No".
At this time Lake was excused.
Third reading of Ordinance No. 639 discussed. No action taken.

ORDINANCE TO REGULATE AND RESTRICT THE LOCATION AND USE OF
BUILDINGS AND THE USE OF LAND WITHIN THE CITY OF PASCO, WASH-
INGTON: TO LIMIT THE HEIGHT OF BUILDINGS: TO PRESCRIBE BUILD-
ING LINES AND THE SIZE OF YARDS AND OTHER OPEN SPACES AND FOR
THESE PURPOSES TO DIVIDE THE CITY INTO DISTRICTS.
