Nelson presiding. ROLL CALL: By Clerk; Councilmen present were John Beck, Art Glasow Jr., A. T. Hostetter, H. G. Lake, T. G. Overlie and C. R. Wallis. Charles Grigg was absent. BILLS: r Worthington Pump and Machinery Corporation. Motion made by Beck, seconded by Lake that voucher. presented to cover the purchase of a 1200 'RPM Motor in the amount of $697.31 be paid; motion carried by roll call vote of five (5). COMMUNICATIONS: VE1INEBERG ELECTRIC COMPANY, Chelan: A letter was read- from the John W. Cunningham & Associates, forwarding contract for Venneberg Electric Co. and recommending that the City accept contract proposed by Mr. Venneberg in the amount of $16,480.00. A discussion followed; Mr. Myers representative of the Electrical Labor group was called in to verify state- ments made regarding contract, contractor, and crew. Mr. Rice spoke relative to State relectrical inspection. Motion made by Lake that we accept the negotiated contract with Venneberg Electric Company on Unit No. 3; motion seconded by'Wallis; Motion carried by roll call vote of four ('4). Beck not voting and Overlie voting No. Mayor states he will not sign contract as long as two members are dissatisfied with action'taken at Recessed Meeting October 8th. Following a general discussion Beck changed his vote from (not voting) to (yes) . Mayor now states he will sign contract if no descension remains. SEWAGE DISPOSAL PLANT SITE: A copy of a letter from John W. Cunningham & Associates to the Army Corpos of .Engineers, relative to obtaining a sewage treatment plant site in Pasco area. A previous request was denied in a letter dated September 7th, 1948; now they suggest that the matter be reopened for discussion. Blue prints accompanied the letter. SALE OF CITY PROPERTY REQUESTED: A letter was reed from I4ir. C. L. Dunn of the Twin City Motor Supply stating his interest to purchase lots 13 and 14, Block 22, Northern Pacific Plat, enclosing check for $5.00. 1dotion made by Beck that this property, lots 13 & 14, Block 22, N.P. Plat be put up for auction, November lst or 8th, 1948; 10:30 A.M., minimum price $6,000.00 per loo feet, Title Insurance to be furnished by the purchaser; motion seconded. by Glasow, carried unanimous. A letter was read from Mr'. C. A. Hahn INTER CITY DUS CO. desiring to pur- chase lots No. 31 41 & 5, Block 13, N.P. Plat offering 4 ,=.00 for the three lots, enclosed check for $5.00. Motion made by Lake to set minimum price at $3,000.00 per 50 foot lot; auction to be held November lst or 8th, 10:30 A.M.; motion seconded by Wallis, carried unanimous. READING OF ORDINANCES: ORDINANCE NO. 636: AN ORDINANCE VACATING A PORTION OF A STREET IN AVERY'S ADDITION TO THE CITY OF PASCO. Motion made by Lake, seconded by Overlie that Ordinance No. 636 be given the third reading; motion carried. Ordinance No. 636 was read. Motion made by Beck, seconded by Lake that Ordinance No.636 has been given the third .reading; motion carried. ORDINANCE NO. 637: An ORDINANCE AMENDING ORDIPTATICE NO. 456 ENTITLED "AAI ORDINANCE TO AMEND OFDINANCE PTO. 435 ENTITLED AN ORDINANCE TO REGULATE AND RESTRICT THE LOCATION AND USE OF BUILDINGS AND THE USE OF LAND WITHIN THE CITY OF PASCO, WASHINGTON; TO LIMIT THE HEIGHT OF BUILDINGS: TO PRESCR[ BE BUILDING LINES AND THE SIZE OF YARDS AND OTHER OPEN SPACES AND FOR THESE PURPOSES TO DIVIDE THE CITY INTO DISTRICTS" BY PROVIDING CERTAIN RULES AND RESTRICTIONS UTIDER WHICH COURT APARTMENTS IdIAY BE ERECTED. ORDINANCE NO. 639: AN ORDINANCE DEFINING WHAT CONSTITUTES WATER CHARGES IN THE CITY OF PASCO, PROVIDING A METHOD OF ENFORCING COLLECTION THEREOF AND RE- PEALING ALL O.RDINANCrS AND PARTS OF ORDINANCES IN CONFLICT THEREWITH. Motion made by Beek, seconded by Lake that Ordinance No. 639 be. given the first reading; motion carried. Ordinance No. 639 was read. Motion made by Lake, seconded by Hostetter that Ordinance No. 639 has been given the first reading. Hostetter, Lake, and Wallis voting YES, Beck, Glasow and Overlie voting NO. Draw, no decision. A discussion followed relative to sewage disposal plant fund charge and Ordinance No. 625. Beck and Committee have nothing to report on recorrmending changes and betterments. ORDINANCE NO. 640: AN ORDINANCE VACATING PASCO LAND COMPANY'S SECOND ADDITION TO PASCO. Motion made by Lake., seconded by Wallis that Ordinance No. 640 be given the first reading; motion carried. Units cost approximate- ly $325.00, Control Box $200.00, installation extra cost. It was recor,imended that a call for bids on 3 units be enacted. Motion made by Beck, that the Police Committee and Chief of Police set up a call*for Bids on three units, November 3rd, at 2:00 o'clock P.M., 1948; motion seconded by Overlie and carried unanimous. BILLING MACHINE: Purchasing a Billing Machine was discussed. Motion made by Glasow, seconded by Hostetter to advertise for bids on a Billing Machine as per speci- 2i fications, bids to be called at 2:00 o'clock P.M., November 3rd, 1948; motion carried unanimous. BUREAU OF GOVERNMENTAL RESEARCH: A letter was read, relative to compensations for burdens of the Hanford Project. Motion made by Lake, seconded by Wallis that the Mayor be empowered to answer letter as he sees fit; motion carried unanimous. VENNEBERG ELECTRIC CONTRACT: The contract and circumstances vote of not voting to yes. City Clerk been approved. were again discussed. Beck changed his to wire Venneberg that the contract has ADJOURNMENT: - -. Motion made by Hostetter, seconded by Wallis that the meeting adjourn to next Regular Meeting, Tuesday, 8:00 o'clock P.M., November 2nd, 1948; motion carried.
