OCTOBER 81 1948.
CALL TO ORDER: Meeting called to order at 2:20 o'clock P.M., Honorable Mayor 'J+I. A.
Nelson Firesiding.
A.T.Hostetter., H.G.Lake
ROLL CALL: By Clerk; Councilmen present were Art Glasow, Jr.,/Charles Grigg, T. G.
Overlie, and C. R. Wallis. John Beck arrived at 3:30 P.M. Cite Attorney D. W.
'Zent was also present.
AGREE1,+712TT : SURVEY BY WASHING STATE COLLEGE:
A letter from Glenn Jones, Director, was read; also agreement covering
survey of the City of Pasco and area. Motion made by Overlie, seconded by
Hostetter authorizing the Mayor and City Clerk to sign; motion carried by roll
call vote of five (5).
UNIT NO. 3, FILTRATION PLANT:
Neon and Electric Service Cols. bi.dl was considered. A letter was read
from John W. Cunningham and Associates. Motion made by Grigg, seconded by Glasow
to follow the advice of John W. Cunningham & Associates and reject bid; motion
carried.
VENNEBLRG ELECTRIC COMPANY:
An offer to negotiate with the City for $16,480.00 was received. Follow-
j ing a discussion, it was decided to have John W. Cunningham & Associates review
said offer and recommend action to be taken.
COMMUNICATIONS:
WESLEY BINTZ CONTRACT ( BEAN & MINNICK):
A letter was read, stating they had received payment in full and were
forwarding Bintz's Warrant to Mr. Funkhouser.
TRANSFER: '
City Clerk requests a transfer of $p2,762.07 from Current Expense to'.
Swimming Pool Fund. i,totion made by Lake, seconded by Hostetter to authorize trans-
fer; motion carried by roll call vote of five (5).
PUBLIC HEARING: ON petition to vacate 11th avenue between Lewis an -d Clark
Streets, and to vacate alley in Block 2, Pettit's S`econ d Addition and Rezoning
of Property in Gerry's, Pettit's and Pettit's Second Additions to Pasco, Friday,
October 8, 1948, 2:00 o'clock P.M.
Notice of Public Hearing set for this time and ds.te, was read. Questions
were asked,by Walter Johnson and Mr. J. Jones. No protests received. Action
taken by the Planning Commission September 14, 1948 was read approving the petition
as presented, but suggesting that Blocks 6, 7 & 8 Pettit's Addition be not re-
zoned at this time. Mayor Nelson wished to go on record as not favoring splitting
blocks by zoning boundary lines, identified as line produced through block in
opposite di7°ection of present alleys.. All utilities will be moved, at the cost
of the Sears & Roebuck Co.; they will also have Ordinance drawn to cover all
property to be vacated. City Attorney to draw ordinance on rezoning.
I. I. GRIGG (map of Highland Park Addition):
Mr.. Grigg again presented the plat of proposed development in Pasco Land
Company's Second Addition. Motion made by Lake, seconded by Wallis to accept
the plat for vacating streets and -alleys, lots blocks and commons as requested by
I. I. Grigg and advertise for hearing October 5th, 1948. Motion carried unanimous.
Motion made by Lake, seconded by Beck to accept plat of Highland Park Homes;
motion carried by roll call vote of four (4).
LIGHT COMMITTEE:
Council to meet with P.U.D. Representative Tuesday October 12th, 1948.
ADJOURNMENT:
Motion made by Grigg, seconded by Hostetter that the meeting adjourn
to Tuesday, 8:00 o'clock P.M., October 19th, 1948; motion carried.
