REGULAR MEETING COUNCIL CHAMBER OCTOBER 5, 1948
CALL TO GRDE'R: Meeting called to order at 8:00 o'clock P.M., Honorable Mayor W. A. Nelson
presiding.
ROLL CALL: By Clerk; Councilmen present were John Beck, Art Glasow, Jr., Charles
Grigg, A. T. Hostetter, H. G. Lake, T. G. Overlie and C. 'R. Wallis; also City
Attorney, D. IN. Zent.
REGULAR ORDER OF BUSINESS set aside by unanimous consent.

TRAILER (Hugo and Helena) Mr. Lyon:
Mr. Lyon and Mr. Brooks appeared in behalf of Mr. Lyon being able to live
in a trailer while building a home. Motion made by Hostetter, seconded by Overlie
that this be turned to the Mayor with power to work out with health department;
motion carried.
CASEY SHEPPA RD (Water Meters):
Mr. Sheppard made inquiry as to the cost of and installation of two
water meters; he was advised to take this up with the Water Superintendent.
WATER SERVICE TO PERRY'S ADDITION:
EARL PERRY in person, making inquiry as to what action has been taken
relative to water service to Perry's Addition. Water service to school, proposed,
in Sylvester's Third Addition was discussed; the school will need service in six
to eight months. Both extensions to be worked out at the same time. Obtaining
an Engineer's estimate for future development will be needed to cover this area
north of the City limits.
T. R. BENSON (Recreation Direction):
Mr. Benson requested to'know why his services were no longer needed and
made a lengthy statement supporting his.services. Gverlie stated Mr. Benson
had been given the opportunity to resign terminating October 1st, 1948 but owing
to the fact that Mr. Benson was on his vacation during September, recommended
that Benson's resignation be accepted as of November lst, 1948. Motion made by
Grigg, seconded by Wallis to accept the recommendation of the Committee. Motion
carried unanimous.
PETITION TO ESTABLISH MERCHANT POLICE SERVICE (Jim G. Riggs):
A petition signed by thirty-two 32 merchant was read expressing their
desire for this service. Motion made by Hostetter, seconded by Wallis that the
request be granted upon approval by the Chief of Police; motion carried.
STOP LIGHTS AND TRAFFIC CAUTION (Ridenour):
b'Ir. Ridenour spoke on the need of stop lights at various locations;
also caution signs to avoid accidents. Beck to work with McKibbin on the suggested
installations.

by Overlie, seconded by Beck and carried.
Current bills against the City were read as follows. Motion made by
Grigg, seconded by Wallis that all bills properly signed and approved be allowed;
motion carried by roll call vote of seven (7).

COMMUNICATIONS:
WATER RATES AMENDING CONTRACT, PASCO'HOUSING ADMINISTRATION:
A letter was read from Area Director M. C. Redman, also attached
contracts, changing water rates in accordance to Ordinance No. 625. Amendments
to be signed by the Mayor and City Clerk, then attached to former contracts.
REFUND: (Ada E. Dodd)
Mrs. Dodd requests a refund of $12.00 account paying License fee on
Music Box the second time. Motion made by Beck, seconded by Grigg authorizing
the City Treasurer to make refund; motion carried by roll call vote of six (6).
RECREATION BUILDII4 LIBRARY (Selective Service Board) :
A letter to Mayor Nelson from Division Engineer, Div. No. 8, Regarding
Lease WA6pb59,059(SE), Pasco, Washington, covering 225 square feet,of office
space in Recreation Building effective August 30th, 1948; the Council unanimous-
ly request that the lease be amended allowing 30 days cancellation clause, same
as the Federal Works Agency applys to the City; City Clerk to request amendment.
SEWAGE TREATMENT PLANT SITE, RESOLUTION NO. 298:
That the firm John W. Cunningham & Associates be appointed agents of
the City of Pasco, for the purpose of negotiating with, and securing from the
United .-States Government property location for a sewer disposal and treatment
Plant. Also that this same firm be retained as designing engineer for the Sewer_
treatment disposal plant under terms of a contract to be entered into. Motion
made by Grigg, seconded by Hostetter that Resolution No. 298 be adopted; motion,
carried by roll call vote of (6) six.
VACATING PLAT IN PASCO LAND COLS. FIRST ADDITION,. (I.I.Grigg)
Notice of hearing was read, no protests were made; Mr. Grigg discussed
the proposed plat with the Mayor and Council. Water and Sewer extensions involved
quite a lot of study regarding cost and amount of people to be served. Water
and Sewer Committee to make a report O'ictober 8th, 1948 at a recessed meeting.
VACATING ALLEY IN BLOCK 26, HELM'S SECOND ADDITION:
PUBLIC HEARING NOTICE was read, by Clerk, Committee investigating requests
to vacate report utility poles are now located in this block; they recommend
that it not be vacated.

COLUMBIA ADDITION: being zoned R-1
NOTICE OF PUBLIC HEARING was read; no protests were made. Council
favors this zoning.
PUBLIC HEARING ORDINANCE #444: Joccupancy)
NOTICE OF PUBLIC HEARING was read; no protests were made. An ordinance
amending Ordinance No. 444 to be prepared.
VACATING MURRAY STREET:
Committee investigating requests for vacating streets and alleys report
favoring vacating Murray Street providing the request is rewritten.
VACATING ALLEY IN BLOCK 5, GRAY'S EAST RIVERSIDE ADDITION (John Dietrich):
Committee recommend that more study be given.
VACATING AINSWORTH AVE:• and alley in Block 4, Helm's Second Addition;
not recommended at this time.
REZO1`IING BLOCKS 9, 4, & 3, TERRACE HEIGHTS ADDITION:
Held up for further study.
SEWER AND WATER SERVICE to North-western portion of City and adjoining
additions that might annex in the near future was discussed at length. Motion
made by Hostetter., seconded by Overlie that John W. Cunningham & Associates be
employed to make a survey north of Henry and West of Fourth for future Water &
,Sewer service. Motion carried by roll call vote of six (6).
REPORTS FROM COMMITTEES:
The Street Committee, recommended by Heck that the following; streets be
made arterials -- Fourth, "A", Oregon, Ainsworth, First and Fifth.
STREET LIGHTING:•
Committee reports they are negotiating for street lights with.Mr.
Hudlow; they are to meet again in two or three days.
AMENDMENT TO ORDINANCE NO. 625:
Mayor asked about report from special committee on changes to be recommend-
ed. Nothing was reported at this time.

Motion made by,Overlie, seconded by Beck to recess the meeting to
Friday, 2:00 o'clock P.M., October 8th, 1948; motion carried.
