REGULAR MEETING COUNCIL CHAMBER SEPTEMBER 7, 1948
CALL TO ORDER: Meeting called to order at 8:00 o'clock P.M., Honorable Mayor W. A.
Nelson presiding.
ROLL CALL: By Clerk, Councilmen present were John Beck, Art Glasow, Jr., A. T. Hos-
tetter, -H. G. Lake, T. G. Overlie and C. R. Wallis. Councilman Grigg and City
Attorney, D. W. Zent were absent.
READING OF MINUTES:
Minutes of previous meetings were not ready.
BILLS: Current Bills against the City were read as follows. Motion made by
Lake, seconded by Overlie that all vouchers properly signed and approved bII
allowed, except the Western Roofing Co., this to be released following inspection
and report to City Clerk from Hostetter and Overlie. Motion carried by roll call
vote of five (5).

REGULAR ORDER OF BUSINESS SET ASIDE by Unanimous conse2ht.
PETITION: A petition was read, signed by Guy T. & Anna M. Richards for
the vacating of the north and south alley in Block 4, Helm's Second Addition also
Ainsworth Avenue crossing Block 4 diagonally. A sketch of Block 4 attached.
Motion made by Glassow, seconded by Wallis that a Public Hearing be held at 8:00
o'clock P.M., Tuesday, October 5, 1948; motion carried.
PUBLIC SAFETY: Harold Younkers spoke about the need of more "slow
and school signs Airport playfield a hazard. Mayor and Younkers to go to the
Base at 8:30 Wednesday the 8th and check crossing at 10th and Shoshone.
METER SPACE: One meter space requested by Harry Utz at Northwest
corner of 4th & Lewis. Motion made by Lake, seconded by Glasow to allow this
space; ;notion carried.

ORDINANCE NO. 637:
AN ORDINANCE AMENDING ORDINANCE NO. 456 ENTITLED "AN ORDINANCE TO
AMEND ORDINANCE NO. 435 ENTITLED AN ORDINANCE TO REGULATE AND RE-
STRICT THE LOCATION AND USE OF BUILDINGS AND THE USE OF LAND WITH-
IN THE CITY OF PASCO, WASHINGTON; TO LIMIT THE HEIGHT OF BUILDINGS:
TO PRESCRIBE BUILDING LINES AND THE SIZE OF YARDS AND OTHER OPEN
SPACES AND FOR THESE PURPOSES TO! DIVIDE THE CITY INTO DISTRICTS"
BY PROVIDING CERTAIN RULES AND RESTRICTIONS UNDER WHICH COURT
APARTMENTS MAY BE ERECTED.
Motion made by Hostetter, seconded by Overlie that Ordinance No. 637
be given the first reading; motion carried. Ordinance No. 637 was read. Motion
made by Lake, seconded by Hostetter that Ordinance No. 637 has been given the
first reading; motion carried. Motion made by Glasow, seconded by Lake that
Ordinance No. 637 be given the second reading by title only; motion carried.

carried. Motion made by Overlie, seconded by Lake that a Public Hearing on
Ordinance No. 637 be held Tuesday, September 21st, 8:00 o'clock P.M., motion

PETITION COLUMBIA ADDITION - PETITION TO ZONE R-1: Zoning Columbia
Addition to district R-1 was requested by petition signed by E.T. and Blanche
Churchman, owners of 75% of the lots in Columbia Addition. Motion made by
Overlie, seconded by Lake that a Public Hearing be held Tuesday, 8:00 o'clock
P.M., October 5, 1948; motion carried. I,
COMMUNICATIONS:
REGULAR ORDER OF BUSINESS RESUMED -
PROPOSED AMENDMENTS TO.ORDINANCE No. -444 BY PLANNING COM14ISSION: A
copy of a letter from Mayor Nelson to A. M. Haylett also a letter from the Planning
Commission to the Council was read, relative to amending Ordinance No. 444 so
that Blocks 17, 23, 24, 250 26, 35 & 36 Riverside Addition be certified for
occupancy for use of warehouses etc.., requiring no front, side or rear yard ex-
cept where it is -the opinion of the Council and Commission that set -bricks be N,
required for future travel increase or street widening. Motion made by Hostetter
seconded by Glasow that the Council concur with the Planning Commission in chang-
ing regulations and occupancy of Block 17, 23, 24, 25, 26, 35 & 36 Riverside
Addition, but not to include C-1 district. Hold Public Hearing Tuesday, October
5th, 1948, 8:00 o'clock P.M.; motion carried.
COMMERCIAL DISTRICT C-1: A letter was read from the Planning Commission
to the Council amending Section 14 paragraph 2 of Ordinance 435. This was
turned to the City Attorney.
PLANNING COMMISSION REQUESTS: A letter was read from the Planning Com-
mission to the Council, discussed concurrence in rezoning and amending ordinances;
asked that Ordinance No. 629 be repealed and that permission of business occupancy
in the Browning Building opposite the High School be recinded. This was held
up for further study.
REFUND, G. L. HEPP: Business license for a cafe was paid twice. Motion
made by Lake, seconded by UVerlie that a refund be granted to G. L. Hepp; motion
carried.
BUSINESS LICENSE W. H. ADAMS (Recreation Center): An application re-
questing a business license to operate a Recreation Center and Bingo game at
409 W. Clark. Motion made by Beck, seconded by Overlie that license be approved;
motion carried.
FILTRATIO?N PLANT RELEASE on Unit No. 1: A letter from John W. Cunning-
ham and Associates was read regarding final settlement and release for James
Construction Co. was read. Motion made by Hostetter, seconded by Lake that final
settlement with the James Construction Co. be made; also that release be approved
upon approval by John W. Cunningham & Associates; motion carried by roll call
vote of six (6).
SENIOR CITIZENS (Sewer Charge): A letter was read from Mrs. Ragan
relative to hardship on Senior Citizens caused by sewer charge. Turned to Water
Committee.
SEWER CONTRACT POST OFFICE: A contract for sewer charge on the Post
Office Building handed in by Don Leeper, was read. Motion made by Lake, seconded
by Beck that this be turned to the Water Committee to be completed and authorizing
the Mayor to sign same; motion carried.
PASCO GENERAL DEPOT (parcel of land): A letter was read from 0. L.
Hoffman relative to acquiring ownership to a parcel of land situated within
the Pasco General Depot.
ROBERTSON LAND &,DEVELOPMENT CO.: A letter was read to the Council
from the above Company offering to purchase Blocks 11, 12 & 15 Oakley's River -
front Addition. Motion made by Overlie, seconded by Lake to reject the offer
to purchase and return deposit check; -motion carried.

RESOLUTION NG. 296.
Resolved: that the City Water Department of the City of Pasco, be and
it is hereby authorized to extend and increase its contract with the Pacific
States Cast Iron Pipe Co., to cover and include such iron pipe as is needed by
the said Water Department until there is a better purchasing market for iron
pipe or until further action of the Council. Motion made by Beck, seconded by
Lake that Resolution No. 296 -be adopted, with authorization secured from Hubble's
office by phone by the Mayor; motion carried by roll call vote of six (6).
ORDINANCE NO. 636:
AN ORDINANCE VACATING A PORTION OF A STREET IN AVERY'S ADDITION
TO THE CITY OF PASCO.
Motion made by Beck, seconded by Lake that Ordinance No. 636 be given
the first reading; motion carried. Ordinance No. 636 was read. Motion made by
Lake, seconded by Wallis that Ordinance No. 636 has been given the first read-
ing; motion carried. Motion made by Beck, seconded by Lake that Ordinaned.No.
636 be given the secondereading by title only; motion carried. Ordinance No. 636
was read by title. Motion made by Overlie, seconded by Lake that Ordinance No.
636 has been given the second reading by title; motion carried.
PETITION TO VACATE NORTH AND SOUTH_ ALLEY IN BLOCK 26 HELM'S 2ND ADDITION:
A Petition signed by all property owners abuttinE on the alley, was
read. Lotion made by Overlie, seconded by Lake that a public hearing on the
above vacationing be held Tuesday, 8:00 o'clock P.M., October 5, 1948; motion
carried.
BUSINESS LICENSE APPETCAMION: An application presented by the Great
Western Distributing Co., for wholesale Delivery was read and approved. Also
H. deSchepper's application for a used car sales lot at 4th & Lewis was approved.
Motion so made by Overlie, seconded by Lake and carried.
PASCO AIR BASE: A letter was read from Captain J. S. Tracy regarding
payment of one dollar to the Disbursing Officer, Bureau of 'Supplies & Accounts,
Navy Dept., Washington 25, D. C. via Commander Naval Air Bases, Thirthenth Naval
District.
Transfer - Motion made by Beck, seconded by Overlie authorizing the
transfer of $5,T90.00 from Current Expense to Recreation Department; motion
carried.
REPORTS FROM COMMITTEES:
LIGHT C0181ITTEE: to continue work on lighting program, to contact
other cities as to contract.
STREET COMMITTEE: more black -top material needed. Motion made by Beck
seconded by Lake authorizing Brickey to go ahead and purchase 400 tons; motion
carried.
SELECTIVE SERVICE BOARD wishes to rent the Library of the Recreation
Building. Motion made by Lake, seconded by Hostetter that the forms presented
be filled out to rent the Library of the Recreation Building to the Selective
Service Board for $75.00 per month; motion carried.
REED (Colored) wants Tavern License on East Elm. Motion made by Hos-
tetter that a Public Hearing be held on the rezoning of Blocks 94, & 3 Terrace
> Heights Addition from R-2 to C-1 District; motion seconded by dasow and carried
by roll call.vote of four (4). Beck and Lake not voting.
CEMETERY COMMITTEE: reports the Sexton wishes to build an addition
to the chicken house. No objection to this being done at his own expense.
CAST IRON PIPE LOANED TO V•iAPATO: A letter was read from the Pacific
States Cast Iron Pipe Co. relative to replacement.
ADJOURNMENT:
Motion made by Lake, seconded by Wallis that the Meeting recess to
Wednesday 2:00 o'clock P.M., September 8th, 1948; motion carried.
