Nelson presiding. ROLL CALL: By Clerk; Councilmen present were John Beck, Art Glasow, Jr., A. T. Hostetter, T. G. Overlie, and C. R. Wallis; Absent were Charles Grigg and H. G. Lake..;D. W. Zent was present. ORDINANCE NO. 635: AN ORDINANCE DECLARING AN EMERGENCY AND APPROPRIATING MONEYS WITH WHICH TO MEET THE SAME AND PAY FOR THE CITY OF PASCOIS SHARE OF THE INSTALLATION OF JOINT CITY AND COUNTY 250 WATT RADIO STATION TO REPLACE THE PRESENT 50 WATT STATION NOW OWNED BY THE CITY OF PASCO. Motion made by Beck, seconded by Hostetter that Ordinance No. 635 be given the first reading; motion carried. Ordinance No. 635 was read. Motion made by Beck, seconded by Hostetter that Ordinance No. 635 has been AiVen the first reading; motion carried. Motion made by Beck, seconded by 'Wallis that Ordinance No. 635 be given the second reading by title only; motion carried. Ordinance No. 635 was read by title. Motion made by Wallis, seconded by Hos- tetter that Ordinance No. 635 has been given the second reading by title; motion carried. AGREEMENT 'READ: Motion made by Beck; seconded by Wallis authorizing the Mayor and City Clerk to sign agreement; equipment in contract being accepted by both parties as the lowest and best bid submitted to the Franklin County Commissioners; motion carried by roll call vote of five (5). TAXI ORDINANCE, VIOLATION HEARING: Notice served on the Reliable Cab Co. for not complying to 24 hour phone service and notice served on the City Cab Co for loading violation was read. Ordinance No. 615 was referred to and sec- tions read by Mr. Hostetter. City Attorney states that it is the intent of the Ordinance that someone be on hand to answer the phone at all times. Hostetter and Glasow made verbal complaints against the telephone service of the Re- liable Cab Co. Mr. Futter retained by the City Cab Co. stated the complaint was so general they were unable to distinguish any one complaint and suggested that the complaint be dismissed. Motion made by Hostetter that the hearing be declared over. Motion died for the want of a second. Motion made by Beck that the City Attorney draw up an Ordinance repealing Ordinance No. 615, motion seconded by Overlie; Beck and Overlie voting "Yes", Hostetter and Wallis voting "No"; motion lost account of tie. Glasow not voting. WAGE PROPOSALS: Proposals submitted by the Water Manager, Street Dept., Fire Chief and City Clerk were read. Hostetter suggested that the discussion continue in a closed meeting directly following this meeting. ADJOURNMENT: Motion made by Wallis, seconded by Glasow to adjourn; motion carried by roll call vote of four (4), Overlie voting "No" the meeting adjourned at 5:00 o'clock P.M.
