M-, Honorable Mayor Pro - tem, A. T. Hostetter, presiding. ROLL CALL: By Clerk, Councilmen present were John Beck, Art Glasow, Jr., A. T. Hostetter, T. G. Overlie, and C. R. "vlallis. Councilmen absent were Charles Grigg, and. H. G. Lake. City Attorney D. W. Zent was absent. READING OF THE MINUTES: Minuted were read and approved for May 4th, 18th, and 24th, June 1st, 10th, 14th, and 15th, July 6th and 13th. Motion so made by Beck., seconded by Glasow and carried. REGULAR ORDER OF BUSINESS SET ASIDE,: By unanimous consent. STREET OILING ON SOUTH 6th AVE: Mr. Russel Ridenour, 106 N. 5th, re- quests that 6th Street between B and Ainsworth which is 3 blocks, be black - topped. This was discussed and will be a part of the Street Committee's recommend- ation in Committee reports. TAXI- MR. SHAFFER OF THE G. I. CAB CO: issued a complaint against the City Cab for double loading and the Reliable Cab Co. for operating without twenty- four hour telephone service,• A lengthy discussion followed, Section 2 of Ordinance No. 615 was read. Beck requested that Shaffer make a written complaint at this time, this was not submitted; in conclusion it was unanimously agreed that the City Council hold a hearing Tuesday 3:00 o'clock P.M., July 27, 1948. Notice to be prepared by the City Attorney and served by the Police Department. In dis- cussing violations it was admitted that all companies pick up passengers at the liquor store with packages. LIGHT SURVEY: P.U.D.: Mr. Hudlow had a drawing or sketch showing pro- posed light extensions and improvements covering 400 lights. He will present this plan later. when Charles Grigg; Chairman of the Light'Committee is present. B=R LICENSE (BERNIE KELLERMAN): Mr. Kellerman made inquiry relative to obtaining a Beer license at his location 503 S. Main; he presented a letter to be read from the Liquor Control Board. The Council are of the opinion that his location is within 500 feet of the Church. ICE.CREAM STORE NORTH THIRD AND FIXON (ROY TAYLOR): Pr. Taylor repre- senting The Dairy Queen Products, presented pictures for the Council to review showing the type of building; the Company desires to erect at North 3rd and Nixon (Browning's Property). In conclusion a motion was made by Beck that Mr. Taylor be allowed to build or remodel Building at North 3rd and Nixon for soft ice cream service by machine, A Dairy (queen product. That the City Engineer and Building Inspector be instructed to issue a building permit. Motion carried. by roll call vote of four -(4). Wallis voting "No". r PIR. WRIGHT (COLORED): Wants water service, did not know name o°f number of Block or lots, instructed to bring in data to City Engineer. REGULAR ORDER OF BUSINESS RESUMED: By unanimous consent. COMMUNICATIONS: FILTRATION PLANT (Unit No. 2): A letter of July 14, 1948 was read from John"W. Cunningham & Associates relative to advertising for bids, and forwarding plans and specifications. A letter. of July 19, 1948 was read from John 71. Cunningham & Associates enclosing invoices on feeder machines and pipe and fittings. They are also re- questing assistance in obtaining living quarters for Mr. Rice, project engineer. AGREEMENT C. E. COLPAERT, MARINE RESTAURANT: t -n agreement was read, between the City of Pasco and Mr. C. E. Colpaert to cover the leasing from the City of Pasco Lots 32 to 42 inclusive River Block Addition. The effective date was questioned. City Attorney to check and set an effective date. CLAIM: RICHARD SCHULTZ: Mr. Schultz's claim for wages in the amount of $1,100.00 was read.. The City Attorney recommended by phone that the claim be rejected and turned to the City Attorney. Motion made by Overlie, seconded by Wallis to so do; motion carried. Attorney Ott's letter on the same claim was read. GRAVEL PIT, HAROLD BLANTON: A stipulation was read regarding operation of gravel pit. Not action taken. APPLICATIONS:BUSINESS LICENSE: SKEE BALL MACHINES, Ralph T. Alexander; Council favors $15.00 License fee per month same as pinball s.ca;: s BOYD TUCKER (colored) RECREATION 321 S. Front: Tucker wishes to have a Recreation room at this location and operate domino games inside with a bar -b -q pit on the outside. No objections were registered by the Council; they favored a $25.00 fee for Recreation license. MATTES HANEY: requests a license to operate a Pool Hall and Cafe at 501 S. Oregon; tY)i s was favored by the Council. DRIVE YOURSELF SERVICE: Byron W. Flint, Seattle Rent -a -car and Tri - City Travel Agency. Pacific Truck & Rental System, Ott's Mobile Service, 231 W. Lewis. Hertz Drive -self system, 609 1q. Lewis. Council .favors a fee of $5.00 per car or truck per year. 1479 PASCO, WASHINGTON REGULAR MEETING (Continued) COUNCIL CHAMBER JULY 20, 1948. BILL TOWNE POP CORN WAGON: Parking space Rental.of $75.00 was discussed and turned to Police and License committee. POP CORN AND HOT DOG STAND --Roy E. Race, 1112 W. Lewis--O.K. by Council. Health Department to 0]3. AGREEMENT WASHINGTON STATE COLLEGE SURVEY: The agreement was read in full. Motion made by Beck, seconded by Wallis to accept the agreement; motion carried. READING OF ORDINANCES: ORDINANCE NO. 627: AN ORDINANCE RELATING TO THE VACATION OF THE NORTH AND SOUTH ALLEY IN BLOCK ONE, O'KEEFE'S SECOND ADDTION TO PASCO. WHEREAS, A PETITION HAS BEEN FIIE D IN THE OFFICE OF THE CITY CLERK OF PASCO, WASHINGTON, SIGNED BY ALL THE OWNERS Or' PROPERTY ADJACENT TO THE ALLEY IN BLOCK ONE OF O'KEEFE' S SECOND ADUTION TO PASCO, 1JJHICH SAID ALLEY RUNS NORTH AT?D SOUTH, AND WHICH SAID PETITION ASKS FOR THE VACATION OF SAID ALLEY WHICH RUNS NORTH AND SOUTH: - AND WHEREAS, SUBSEQUENT TO THE FILING OF SAID PETITION, NOTICES OF THE HEARING THEREON WERE POSTED IPJ THREE OF THE MOST PUBLIC PLACES IN PASCO AND DUE PROOF OF THE POSTING HAS BEEN FILED: AND WHEREAS, NO OBJECTION HAS BEEN MADE TO THE PROPOSED VACATION, AND IT APPEARS TO THE COUNCIL THAT THE PUBLIC INTEREST WILL BE SERVED BY THE VA- CATION OF THE SAID ALLEY. Motion made by Beck, seconded by Overlie that Ordinance No. 627 be given the third reading; motion carried. Ordinance No. 627 was read. ORDINANCE NO. 633: AN ORDINANCE PROVIDING FOR THE ANNEXATION OF COLUMBIA ADDITION TO PASCO, EXCEPTING LOTS 11 to 16 INCLUSIVE, IN BLOCK 9 THEREOF, TO THE CITY OF PASCO: Motion made by Beck, seconded by Overlie that Ordinance No. 03 be given the third reading; motion carried. Ordinance No. 633 was read. Motion made by Glasow, seconded by Overlie that Ordinance No. 633 has been given the third reading; motion carried. Motion made by Overlie, seconded by Wallis that Ordinance No. 633 be adopted; motion carried by roll call vote of five (5). REPORTS FROM COMMITTEES: Street Department reports that Dave Clancy desires water service on Irving extension to be tyro blocks between Pacific and Illinois. Motion made A Overlie seconded by Glasow that this work be done. City Engineer to be so instructed. Motion carried by rola call vote of five (5). BLACK TOP FOR STREETS: The Street Committee recommend that the following Streets be black -topped. Material estimate about 300 yards to the Block, 2" thick. Gray's Addition- on S. Gray, Ainsworth to Washington. - on S. 2nd Ainsworth to Washington. - on S. 3rd "A" to "B" Owen's " - on S. No Action Taken. RAISING WAGES: Ruising wages was discussed briefly. Water Manager to i bring in proposed wage raises.
