CALL TO ORDER: Meeting called to order at 8:15 O'clock P.M., Honorable Mayor W. A.
Nelson presiding.
ROLL CALL: By Clerk, Councilmen present were John Beck, Art Glasow, Jr., Charles
Grigg., -A. T. Hostetter, T. G. Overlie and C. R. Wallis. H. G. Lake was abselht
D. W. Zent, City Attorney, was present.
READING OF THE MINUTES WAS set aside.

Grigg, seconded by Overlie that all vouchers properly signed and approved be
honored.

ARBITRATION BOARD (LETTER): Reference was made by the Mayor, to a letter
received by him from the American Boar.droflArbitration, setting the date of
arbitration on June 8, 1948. It was still the concensus of the Council that the
Mayor attend the meeting.
ORDINANCE NO. 631:
AN ORDINANCE CHANGING AND FIXING THE SALARY OF MEMBERS OF THE POLICE
DEPARTMENT AND DECLARING AN EMERGENCY IN THE SUM OF $17,115.00 TO DEFRAY
THE EXPENSE OF THE INCREASE IN SALARY, WITHIN THE CITY OF PASCO, AND
APPROPRIATING THE SUM OF $17,115.00. THEREFORE, WHEREAS SINCE THE CITY
BUDGET FOR THE YEAR 1948 WAS MADE, WAGES AND SALARIES IN THE VICINITY
OF PASCO HAVE SG GREATLY INCREASED AND EXPENSES HAVE SO INCREASED THAT
IT IS NO LONGER POSSIBLE TO KEEP AN EFFICIENT AND EFFECTIVE POLICE
DEPARTMENT IN THE CITY OF PASCO. WITHOUT INCREASING THE SALARY OF THE
DIFFERENT MEMBERS OF SAID DEPARTMENT, AND WHEREAS SAID INCREASES AND THE
NECESSITY FOR INCREASE OF SALARY COULD NOT REASONABLY HAVE BEEN FORESEEN
AT THE TIME OF ADOPTING THE BUDGET FOR THE YEAR 1948, AND WHEREAS THE
SAID BUDGET FOR 1948 IS NOT SUFFICIENT TO COVER THE INCREASE IN SALARIES.
Motion made by Grigg, seconded by Overlie that Ordinance No. 631 be given
the third reading; motion carried. Ordinance No. 631 was read. Motion made by
Glasow, seconded by Wallis that Ordinance No. 631 has been given the third reading;
Motion carried. Motion made by Grigg, seconded by Wallis that Ordinance No. 631
be adopted. Motion, carried by roll call vote of six (6).
MC ATEE & HEATH: Report from committee to be here June 2, 1948.
PLANT MIX: Motion made by Grigg, seconded by Overlie that we call for
bids on 400 Cu. yds. of Plant Mix callable June 15, 1948; motion carried by roll
call vote of six (6).
ADJOURNMENT:
Motion made by Overlie, seconded by Grigg that the meeting adjourn to
Tuesday, 8:00 o'clock P. M., June 15, 1948; motion carried unanimous.
