Hostetter presiding. ROLL CALL: By Clerk, Councilmen present were John Beck, Art Glasow, Jr., Charles Grigg, A. T. Hostetter, H. G. Lake, T. G. Overlie and C. R. Wallis. City Attorney D. W. Zent was absent. REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent. T.0 PURCHASE TYPEWRITER for Recreation Department. Motion made by Grigg, seconded by Beck that the Recreation Manager be authorized to purchase a type- writer, motion carridddby roll call vote of six (6). AIR PORT REPORT: Bob Skill, Manager, gave an oral report on the operation of the Air Port. ORDINANCE N0. 631: AN ORDINANCE CHANGING AND FIXING THE SALARY OF MEMBERS OF THE POLICE DEPARTMENT AND DECLARING AN EMERGENCY IN THE SUM OF $`17,1_15.00 TO DEFRAY THE EXPENSE OF THE INCREASE IN SALARY, WITHIN THE CITY OF PASCO, AND APPROPRIATING THE SUM OF $-17,115.00 THEREFORE, WHEREAS SINCE THE CITY BUDGET FOR THE YEAR 1948 WAS MADE, WAGES AND SALARIES IN THE VICINITY OF PASCO HAVE SO GREATLY INCREASED AND EXPENSES HAVE SO INCREASED THAT IT IS NO LONGER POSSIBLE TO KEEP AN EFFIEIENT AND EFFECTIVE POLICE DEPARTMENT IN THE CITY OF PASCO WITHOUT INCREASING THE SALARY OF THE DIFFERENT MEMBERS OF SAID DEPARTMENT, AND WHEREAS SAID INCREASES AND THE NECESSITY FOR INCREASE OF SALARY COULD NOT REA- SONABLY HAVE BEEN FORESEEN AT THE TIME OF ADOPTING THE BUDGET FOR THE YEAR 19480 AND WHEREAS THE SAID BUDGET FOR 1948 IS NOT SUFFICIENT TO COVER THE INCREASE;IN SALARIES. Motion made by Lake, seconded by Grigg that Ordinance No. 631 be given the first reading; motion carried. Ordinance No. 631 was read. Motion made by. Beck, seconded by Overlie that Ordinance No. 631 has been given the first read- ing; motion carried. Motion made by Beck that the following heads of Departments be listed in this Ordinance: Street Department, Fire Department, Water Department, Recreation Department, Treasure's Dept. & Clerk's Dept. as an amendment.rollowing a discussion, Committee to make recommendation. Motion on amendment withdrawn by Beck and Overlie. Motion made by Lake, seconded by Grigg that Ordinance No. 631 be given the second reading by title only, motion carried. Ordinance No. 631 was read by title only. Motion made by Lake, seconded by Overlie that Ordinance No. 631 has been given the secondereading by title; motion carried. ORDINANCE NO. 632: AN ORDINANCE DECLARING AN EMERGENCY IDT THE CITY OF PASCO AND APPROPRIATING THE SUM OF 1$100.00 TO BE PAID IN SETTLEMENT OF THE CASE OF MERLE RO.GERS VS. CITY OF PASCO:AND DECLARING AN EMERGENCY AND APPROPRIATING THE SUM OF $1,906.85 FOR THE PURPOSE OF DEFRAYING THE -EXPENSE OF AN AREA SURVEY OF THE CITY OF PASCO: AND DECLARING AN EMERGENCY AND APPROPRIATING THE SUM OF $1,514.00 FOR REPAIRING OR BUILDING A NEW ROOF ON THE RECREATION HALL NOW BEING OPERATED BY THE CITY OF PASCO. Motion made by Overlie, seconded by Lake that Ordinance No. 632 be given the first reading, motion carried. Ordinance No. 632 was read. Motion made by Lake, seconded by Grigg that Ordinance No. 632 has been given the first reading; motion carried. Ordinance No. 632 was read. Motion made by Glasow, seconded by Wallis that Ordinance No. 632 has been given the first reading; motion carried. Motion made by Glasow, seconded by'Wallis that Ordinance No. 632 be given the second reading by title only,; motion carried. Ordinance No. 632 was read by title. Motion made by Grigg, seconded by Lake that Ordinance No. 632 has been given the second reading by title; motion carried. ORDINANCE NO. 629: AN ORDINANCE ESTABLISHING AND CREATING A COMMERCIAL ZONE C-1 DISTRICT BORDERING ON COUMI- AND FOURTH AND OTHER STREETS AND REPEAL- ING ALL OTHER ORDINANJCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH, AND FIXING TYPE OF BUILDING`THEREIN. Motion made by Overlie, seconded by Grigg that Ordinance No. 629 be given the third reading, motion carried. Ordinance No. 629 was read. Motion made by Beck that Ordinance No. 629 be amended, Section Two, line five (5) that the set back distance be changed from 15 feet to read 25 feet, motion seconded by Overlie and carried. Motion made by Beck that Ordinance No. 632 be adopted as amended, motion seconded by Glasow, carried by roll call vote of six (6). Hos- tetter voting "no" account not concurring with Planning Commission, now that the Commission has again become active.
