,::. 1454 REGULAR MEETING PASCO, WASHINGTON COUNCIL CHAMBER MAY 18, 1948. CALL TO ORDER: Meeting called to order at 8:00 o'clock P.M., Honorable Mayor W. A. Nelson presiding. ROLL CALL: By Clerk, Councilmen present were John Beck, Art Glasow, Jr., Charles Grigg, A. T. Hostetter, H. G. Lake, T. G. Overlie and C. R. Wallis; City Attorney D. W. Zent was also present. REGULAR ORDER OF BUSINESS SET ASIDE to hear from visitors present; motion so made by Beck, seconded by Lake, and carried. COLUMBIA ADDITION ANNEXATION: PUBLIC HEARING: notice was read and dis- cussed. Mrs. Livermore, Earl Warren and Henry Weige protest to annexation. However, their property is all situated South of Olive Street and is not included in Columbia Addition. No protest waBemade by property owners in the area petitioning to be annexed. A plat of the area was reviewed and discussed. Motion mady by Beck, that the plat as presented for Public Hearing on replat of that portion of Columbia River Addition being changed to RieLe-p Addition be approved and an Ordinance drawn to that effect. Motion seconded by Grigg;carried unanimous. E. CHURCHMAN'S TRIANGLE BLOCK "A" SYLVESTER PARK ADD]GTION: Mr. Churchman has appeared before the Council with plans for the erection of a duplex dwelling setting back 50 feet from point of triangle; this property to be turned back to the City. Motion made by Grigg that plat be turned to City Engineer and Planning Commission. Motion seconded by Overlie and carried. H. C. BLAZING (Ordinance No. 625): Mr. Blazing stated he had tried to pay for later Service connection to his property 920 Chestnut. City Engineer and Water Manager out of City, he was unable to get definite action. Councilman Beck states Mr. & Mrs. A. R% Files at 9th and "B" have made the same complaint. Motion made by Beck that Files and Blazing who represent that they tried to pay for water hook- up before new Ordinance No. 625 became effective and were turned down by the City Treasurer on account of Water Manager being out of the City, be allowed to pay for hook-up under the old rate, on conformation of the City Treasurer, motion seconded by Lake, motion carried, unanimous. When requested to pay City Treasurer the morning of May 19, 1948, Mr. Blazing states her would not have the money until Friday of thbS week. PEDDLERS ORDINANCE NO. 609 (Protested): Four salesmEn were present and verbally complained against Ordinance No. 609. A discussion followed. City Attorney advised that amendments or changes be held up pending Court Action on Real Silk Hosiery Case now in Court. Motion made by Wallis that the City Ordinance No. 609 be left in tact until decision of Court action now pending, motion seconded by Overlie; on roll call vote Beck, Glasow, Hostetter and Lake voted "no". Charles Grigg, Overlie and Wallis voted "yes",.motion lost. Motion made by Beck that the HoliceeCommittee.ic©meLinrwithtanrO.id.inance at the next meeting modifying present Ordinance; motion seconded by Hostetter, motion and second withdrawn. At this time 9:05 P.M. Beck was excused from the meeting by the Mayorl. Motion made by Hostetter that the City Attorney be instructed to draw an Ordinance resending Ordinance No. 609 and that a committee be appointed by the Mayor to bring in a new peddler's Ordinance founded upon Ordinances in effect in other. cities. Motion seconded by Glasow;on roll call vote Glasow, Hostetter and Lake voted "yes"; Grigg, Overlie and Wallis voted "n8", thus a tie vote and no action. Mayor Nelson appointed Hostetter, Wallis and Lake on the aforesaid committee. DUROCHER'S BUILDING BEING MOVED: Mr. Durocher is moving a building from Clark near 3rd to a location near Vine & B. Mr. Buckley, Wise and Pomada protest the erection of this building at this location, account same being unsightly: The Building Inspector convinced these property owners that.the old building was going to be converted into a good looking stucco finished duplex conforming to the Building Code. BUS LINE -RAYMOND HATCH: Mr. Hatch would like some information as to what would be.expected of a privately owned bus line within the City of Pasco; Mayor IT Nelson appointed a committee of Hostetter, Overlie and Grigg to meet with Mr. Hatch at 9:30 A.M. May 19, 1948. STREET IMPROVEMENT: Mr. Kidwell spoke relative to street improvement; He was advised to consult the City Engineer. TAXI: The Reliable Cab Co.made application for three additional cabs as of February 1948, and at this time is requesting to add one more cab. Hostetter suggested that the Ordinance be lived up to. REGULAR ORDER OF BUSINESS RESUMED: Motion so made by Lake, seconded by Overlie and carried. DAYLIGHT SAVING TIME: was discussed, no action taken. READING OF MINUTES: withheld. READING OF ORDINANCES: ORDINANCE NO. 630: AN ORDINANCE DECLARING AN EMERGENCY AND APPROPRIATING THE SUM GF $$0000.00 TO PAY THE SALARY AND EXPENSES OF THE CITY ENGINEER. Motion made by Grigg, seconded by Overlie that Ordinance No. 630 be given the third reading as amended, motion carried. Ordinance No. 630 read in full as amended. Motion made by Grigg, seconded by Lake that Ordinance No. 630 has been given the thirdreading as amended, motion Carried Motion made by Lake, seconded by Wallis that Ordinance No. 630 be adopted as amended; motion carried by roll call vote of six (6). READING OF ORDINANCES: (Continued) ORDINANCE NO. 626: AN ORDINANCE RELATING TO THE VACATION OF THE ALLEYS RUNNING EAST AND i; WEST IN BLOCKS ONE, TWO, AND THREE, GANTENBEIN ADDITION TO PASCO, WASHINGTON. WHEREAS A PETITION HAS BEEN FILED IN THE OFFICE OF THE CITY CLERK OF PASCO, WASHINGTON, SIGNED BY THE OWNERS OF THE PROPERTY ADJACENT TO THE ALLEYS RUNNING EAST AND WEST IN BLOCKS ONE, TWO, AND THREE, GANTENBLIN ADDITION TO PASCO, WASHINGTON, WHICH PETITION ASKS FOR THE VACATION OF SAID ALLEYS: AND WHEREAS, SUBSEQUENT TO THE FILING OF SAID PETITION, NOTICES OF THE HEARING THEREON WERE POSTED IN THREE OF THE MOST PUBLIC PLACES IN PASCO, WASHINGTON, AS PROVIDED -BY LAW, AND DUE PROOF OF THE POSTING THEREOF HAS BEEN FILED: AND WHEREAS NO OBJECTION HAS BEEN MADE TO THE PROPOSED VACATION AND IT APPEARS TO THE COUNCIL THAT THE PUBLIC INTEREST WILL BE SERVED BY THE VACATION OF THE SAID ALLEYS. Motion made by Grigg, seconded by Overlie that Ordinance No. 626 be given the second reading as amended, said amendment deleting Block 4, Gray's Amended Addition to Pasco, motion carried. Ordinance No. 626 was read as amended. Motion made -by Wallis, seconded by Overlie that Ordinance No. 626 has been given the second reading as amended, motion carried. Motion made by Grigg, seconded by Overlie that Ordinance No. 626 be given the third reading, motion carried. Ordinance No. 626 was given the third reading in full as amended, mot4en-oa-r-r-ied. Motion made by Wallis, seconded by Overlie that Ordinance No. 626 be adopted as amended; motion carried by roll call vote of five (5). Beck had been excused and Grigg was out of the room. RESOLUTION NO. 292: Authorizing transfer for payment of Interest and 'Retirement of Bonds in the amount of $8,750.00. Motion made by 0.verlie, seconded by Wallis to adopt Resolution No. 292; motion carried by roll call vote of six (6). PETITION TO VACATE ALLEYS IN BLOCKS 12 & 17 HELM'S SECOND ADDITION: The Westland Construction Co., Inc. petition to have the North and South alley in Block 12 & 17 Helm's second Addition vacated. This was turned to the City Engineer. RECREATION BUILDING PURCHASE: Motion made by Overlie authorizing the Mayor to negotiate a contract for purchase over a period of 20 years; motion seconded by Lake, carried by roll call vote of five (5). ARBITRATION BOARD: Motion made by Lake, seconded by Hostetter to authorize voucher presented by the American Arbitration Association in the amount of $147.50 and that the Mayor be authorized to appear at the hearing ✓ through recommendation of the State Auditor and Attorney General's Office, motion carried by r oll call vote of five (5). BIDS RECREATION BUILDING ROOF: Two bids were received, opened and read as follows: Western Roofing and Siding Co., $1,470.00; Miller & Pierce, $2,450.00. Motion made by Hostetter, seconded by Lake to burn bids to the City Engineer for definite action. Motion carried by roll call vote of five (5). LIGHT DEMONSTRATION: The P.U.D. will put on a demonstration June 10, 1948r,q in Pasco; Council suggested that this be made a� 1st and Clark. CIVIL SERVICE COMMISSION: A letter was read by the Mayor from the Civil Service Commission recommending a raise for members of the Police Department as follows and an emergency ordinance to cover: $270.00 per month, Starting 1st 6 months. 280.00 " " 6 to 12 months 290.00 " it 12 to 24 months 295.00 " It 24 to 36 months 300.00 " it After 36 months 365.00 " if Chief 330.00 " " Captain 315.00 " " Sergeant Motion made by Hostetter, seconded by Lake that the starting 270.00 per month, Starting 1st 6 months, 280.00 " it 6 to 12 months 290.00 " if 12 to 24 months 295.00 " if 24 to 36 months 300.00 " It After 36 months 365.00 " " Chief 330.00 " " Captain 315.00 " " Sergeant point be at effective date June 1, 1948, that City Attorney be instructed to draw ordinance authorizing increase of pay for members of the Police Personal; motion carried unanimous. REPORTS FROM COMMITTEES: RECREATION DEPARTMENT wishes to purchase a used typewriter, this was turned to the City Engineer. 145-6 I PASCO, WASHINGTON REGULAR MEETING (Continued) COUNCIL CHAMBER MAY 18, 1948. MISCELLANEOUS: CHAMBER OF COMMERCE RECOMMENDATION FOR TRAFFIC CONTROL: Three direct changes were recommended. A sketch of the proposal was submitted to Young Smith for consideration by the Yakima State Highway Department. Stop signs on streets running into Court and Sylvester also left hand turns were embraced in the report. A pencil sketch was attached. PLANNING: A letter from Sidney E.
