REGULAR MEETING COUNCIL CHAMBER MAY 4, 1948
CALL TO ORDER: Meeting called to order at 8:10 P.M., Honorable Mayor W. A. Nelson,
presiding.
ROLL CALL: By Clerk, Councilmen present were John Beck, Art Glasow, Jr., A. T.
Hostetter, H. G. Lake and C. R. Wallis. Absent were Charles Grigg and T. G.
Overlie; also City Attorney D. W. Zent.
BILLS:
REGULAR ORDER OF BUSINESS SET ASIDE
PETITION COLUMBIA ADDITION (Earl Churchman): A petition to annex Col-
umbia Addition to the City, was read, signed by 75 7 in assessed valuation for
general taxation _of the property described as Columbia River Addition, same to
be changed to Columbia Addbition. A Replate was presented at this time showing
correction of street names as. requested by the Council. Motion made by Beck that
the City accept the replate as corrected and presented of Columbia River Addition,
changing to Columbia Addition, also that Mayor and City Clerk be authorized to
sign plat for annexation to the City. Motion seconded by Lake. Motion and
second withdrawn. Motion made by Beck that a Public Hearing be set for Tuesday
May 18, 1948, motion seconded by Lake; carried so ordered.
DUDLEY FURNITURE - REMOVING TREES: Mr. Dudley requests the removal of
trees from the parking strip on the south side of Clark between 4th and 5th.
Motion made by Beck that the Street Dept. be authorized to remove trees from Park-
ing on South side of block between 4th and 5th on Clark; motion seconded by Wallis
and carried.
G. I. CAB (Shaffer): Mr. Shaffer states the loading stand requested
in front of the Lewis Hotel is not -wanted now, but they would like a stand on
Lewis near corner of 4th at the Chevron Gas Station. The Police Committee
recommended that this location be granted the G. I. Cab Co. Motion made by Lake,
seconded by Glasow that the recommendation of the Police Committee to allow the
G. I. Cab Co. to have a loading and unloading stand at the corner of 4th and
Lewis on Lewis, lst meter on North east corner, also to install a telephone
system; motion carried.
S. L. COLEMAN - BARBAQUE SAUCE: Repacking sauce at 127 W. Shoshone was
requested . Motion made by Hostetter, seconded by Glasow that this be turned to
the Health Dept.; motion carried.
DYER * CARNIVAL: Carnival site West of Swimming Pool in Residential
District R-1 was discussed with the Council. The question of sanitation was con-
sidered. Chief of Police says the distance from the center of the City would
make policing difficult. Mayor Nelson wished to,gonon record opposing carnivals
in any Residential Districts. South Ainsworth in M-1 East of 10th, West on 10th,
and West of 10th along Railroad were sites mentioned. Motion made by Beck,
seconded by Lake that the Junior Chamber be licensed for any one of the above
mentioned locations; motion.carried.
AGREEMENT FOR RADIO STATION COSTS: An agreement between the county of
Franklin and the City of Pasco, to share expense in the construction, maintenance
and repair of a radio station tower for joint and separate use by prospective law
enforcement agencies, cost approximately $$3,000.00. Agreement for a period of
one year, commencing the 5th day of May, 1948. Motion made by Lake, seconded by
Wallis authorizing the Mayor to sign all negotiations for radio Station tower
with the County; motion carried by roll call vote of five (5).
RECREATION BUILDING ROOF: The Recreation Building roof is in a bad con-
dition. City Ehgineer to set up specifications and call for bids on repairs.
Motion made by Glasow that call for bids be set for May 18, 1948. Motion seconded
by Wallis and carried.
CLEANING AGENCY (B. Jewel): B. Jewel requests permission to operate a
cleaning agency from his residence at 420 E. Ainsworth for a short time only,
until r, location can be obtained in the correct location. Motion made by Beck
that Bd11 Jewel and Burke be granted temporary permission for Business license
for cleaning agency, until a location can be obtained in the proper zone. Motion
seconded by Lake and carried.
PEDDLERS ORDINANCE: Mrs. Janis of Richland takes orders and sells the
Baby-tenda, and two gentlemen selling vacumn cleaners were interested in having
Ordinance No. 609 amended. Motion made by Lake, seconded by Beck that the Green
River Ordinance No. 609 be considered for amendment; Police and License Committee
with the Chief of Police to make recommendation and report May 5, 1948. Motion
seconded by Hostetter and carried.
DAY LIGHT SAVING TIME: Day Light Saving Time was discussed. Motion made
Lake that the Council go on record as favoring the.change to Daylight Saving Time.
Motion withdrawn.
CASS'S TAXI: Request license to operate one more taxi; this was turned
to the Police Committee for report.
REGULAR ORDER OF BUSINESS RESUMED by unanimous consent.
Current Bills against the City were read as follows: Motion made by
Hostetter, seconded by Wallis that all uouchers, properly signed and approved be
honored. Motion carried by roll call vote of four (4)• Glasow was out of the
room.

ARBITRATION FEES: A voucher was presented by the American Arbitration
Association, for fees to arbitrate in the amount of $147.50. City Attorney says
✓ not to allow the bill as he does not intend to arbitrate. No action taken.
RECREATION BUILDING FIRE: A sworn statement in proof of loss in the
amount of $7.11 to cover a fire on the ceiling of the Recreation Building. Mayor
and City Clerk to sign and return for payment.
LICENSES PENDING: License applications as follows were turned to the
Police and License Committee for investi§ation and report: James L. Joyce, Watkins
Products; Barber Shop, 215 W. Lewis, Robert Patrick and Davis Hogem; Car Rental
Travel Bureau, Byron W. Flint; Trucks for Rent, Padific Truck Rental System; Drive
Yourself Car Rental, Hertz; Ske.e Ball Machines, Ralph J. Alexander; Parking Space
115 -2nd Ave., Parking Meter 'Space 3rd & Lewis, Utz, Parking Meter. Space, Lloyd's

REPORTS FROM COMMITTEES:
STREET COMMITTEE: reports curbs are not being set back in place.
BLACK TOP: Oiling alley in Block 4 Sylvester Addition was requested by Glasow.
Property owners willing to pay.from $150.00 to $170.00. Motion made by Beck,
seconded by Lake that Street Department be authorized to oil alley in Blo6k 4
Sylvester Addition; motion carried. Material to be obtained from old mix left from
stock pile. FILLING HOLE in alley between Shoshone and Bonneville and parking
lot West of City Hall has been suggested. This was turned to the City Engineers.
FINANCIAL REPORT REVENUE FROM BONDS: The City Treasurer requests that
the amount of 8,750.00 be set up in a fund for retirement of Bonds and payment
of interest on Pasco Water Revenue Bonds of 1948, as provided for in Ordinance
No. 617, of March 8th, 1948.
The Finance Committee recommends that the funds for payment of interest
and retirement -of Bonds be transferred from the Water Department Funds Of 1948
to Revenue'Bond Redemption Fund and that the City Clerk be authorized to make
transfer in accordance with Ordinance No. 617. Resolution to be drawn by the
City Attorney. Motion made by Beck to accept recommendation of the Finance
Committee, motion seconded by Glasow and carried by roll call vote of five (5).
MAYOR NELSON suggested that everyone that can get away, should go to
the Convention of the Association of Washington Cities, May 20th and 21st, 1948
Spokane, Washington.

Motion made by Lake, seconded by Wallis that the meeting adjourn t o
Tuesday, 8:00 o'clock P. M., May 18, 1948; motion carried.
