CALL TO ORDER: Meeting called to order at 2:45 P. M., Honorable Mayor W. A. Nelson
presiding.
ROLL CALL: By Clerk, Councilmen present were John Beck, Art Glasow, Jr., Charles
Grigg, A. T. Hostetter, H. G. Lake, and C. R. Wallis. City Attorney D. W. Zent
was absent, also T. Overlie.
ORDINANCE NO. 624;
THIS IS AN ORDINANCE CREATING THE OFFICE OF CITY ENGINEER, FIXING HIS
SALARY, DEFINING HIS DUTIES AND AUTHORITY, PROVIDING THE MANNER OF HIS
APPOINTMENT, TERM OF OFFICE, AND DEFINING HIS QUALIFICATIONS.
Motion made by Lake, seconded by Grigg that Ordinance No. 624 be given
the third reading, motion carried. Ordinance No. 624 was read. Motion made by
Lake, seconded by Grigg that Ordinance No. 624 has been given the third reading
motion carried. A discussion followed, motion made by Grigg, seconded by Hos-
tetter that Ordinance No. 624 be adopted as read. Question again discussed.
Motion carried by roll call vote of five (5). Beck voting NO.
ORDINANCE NO. 630:
AN ORDINANCE DECLARING AN EMERGENCY AND APPROPRIATING THE SUM OF
$8,200.00 TO PAY THE SALARY AND EXPENSES OF THE CITY ENGINEER.
Motion made by Grigg, seconded by Hostetter that Ordinance No. 630 be
given the third reading ; motion carried. Ordinance No. 630 was read. Question
debated. Motion made by Grigg, seconded by Lake that Ordinance No. 630 has been
given the 3rd reading; motion carried. Held up for further consideration at
the next meeting.
BIDS ON CAR: One bid from the Pasco Auto Company was received,opened
and read as followed.:
One Chevrolet Stylemaster Business Coupe

Total Delivered Price - - - - 4 1,413.81
Motion made by Hostetter, seconded by Lake to accept bid of Pasco Auto
Company for'Business coupe in the amount of $1013.81; motion carried by roll
call vote of six (6).
BIDS ON SWIMMING POOL EQUIPMENT: Three Bids on Swimming Pool Equipment
held up from last meeting were considered at this time. Motion made by Lake that
all bids be turned to the City Engineer to confer with Swimming Pool committee and
authority to act, motion seconded by Grigg; carried by roll call vote of five (5).
Beck voting NO.
WADING.POOL: A discussion relative to constructing a wading Pool by day
labor was entered into, incconclusion the City Engineer is to confer with Mr.
Malony in regard to contract and construction.
ORDINANCE NO. 625:
AN ORDINANCE PROVIDING FOR THE CONSTRUCTION OF A SEWAGE DISPOSAL PLANT.
THE METHOD AND MEANS OF FINANCING ITS CONSTRUCTION. PROVIDING FOR THE
APPO.'INTMENT OF ENGINEERS TO DRAW PLANS AND SPECIFICATIONS OF SEWAGE PLANT
AND CONNECTING LINES. THE REVISING OF EXISTING WATER RATES TOR RISE WATER
REVENUE APPROXIMATELY $25,000.00 TO PAY FOR INTEREST, BOND REDEMPTION AND
OPERATION OF WATER FILTRATION PLANT. PROVIDING FOR THE EXTENSION OF
SEWER AND WATER LINES AND'ESTABLISHING THE MANNER OF PAYMENT OF SAME.
THE PAYMENT OF SEWER AND WATER CONNECTIONS OR HOOK-UPS. REQUIRING THE
HOOKING UP OR CONNECTING WITH SEWER AND CREATING A LIEN ON PRO.PERTY WHERE
CITY MAKES HOOK-UP. CREATING A FUND FOR SEWER EXTENSIONS.THE REGULATING
AND INSTALLATION AND USE OF SEPTIC TANKS, CESSPOOLS AND OUTSIDE TOILETS.
THE REPEAL OF SECTION ONE (1) OF ORDINANCE NO. 371 AND SECTION TWO (2),
RULE 112" , PARAGRAPH "A" of ORDINANCE NO. 572.

motion carried. Beck voting no. Motion made by Grigg, seconded by Hostetter
that Ordinance No. 625 be adopted as read. Motion carried by roll call vote of
five (5) . Beck voting NO.
ARBITRATION BOARD: Letter read by the Mayor of April 26, 1948. No action VZ
taken.
ROOF OF U.S.O. BUILDING LEAKING: Mr. Vails states he can fix the roof bf
contract. John Miller will also make estimate. City Engineer to check for prices.
ORDINANCE NO. 628:
AN ORDINANCE GOVERNING THE PLANTING, TRIMMING AND REMOVAL OF TREES ON THE
PARKING STRIPS OF THE CITY OF PASCO, AND FIXING A PENALTY FOR THE VIO-
LATION THEREOF.
Motion made by Glasow, seconded by Wallis that Ordinance No. 628 be given
the third reading; motion carried-. Ordinance No. 628 was read. Motion made by
Grigg, seconded by Hostetter that Ordinance No. 628 has been given the third
reading; motion carried. Motion made by Glasow, seconded by Wallis that Ordinance
No. 628 be adopted; motion carried by roll call vote of five (5). Lake had been
excused at 3:55 P.M.
REFUNDS: R. W. Mitchell requests a refund of $5.00 for business license
fee, license rejected. Motion made by Beck, seconded by Wallis to refund $5.00;
motion carried. Dave Lee requests a refund of $50.00 account police fine being
reduced by 50%. Motion made by Beck, seconded by Hostetter that City Treasurer
make refund of $50.001;1 motion carried by roll call vote of five (5).

RECESSED MEETING ('Continued) COUNCIL CHAMBER APRIL 27, 1948.
GRAVES, KIZER & GRAVES: Present voucher for Legal Service in the
amount of '31600.00. Motion made by Grigg, seconded by Hostetter that the voucher
be honored; motion carried by roll call vote of five (5).
DEED TO PROPERTY (Lewis Le Roy Phillips): Deed as prepared'by the City
Attorney April 7, 1948 ready for Mayor's signature, seal and delivery.
CARNIVAL: MEMORIAL PARK: The Junior Chamber of Commerce desire to
locate a carnival in the vicinity of Memorial Park. No action taken at this time.
