Nelson presiding. ROLL CALL: By Clerk, Councilman present, John Beck, Charles Grigg, A. T. Hostetter, H. G. Lake and C. R. Wallis. Art G3asow, Jr. arrived at 9:10 P. M. T. G. Overlie was absent. D. W. Zent, City Attorney, was present. BEADING OF THE MINUTES: Minutes of Meeting held March 23, 23 and 30, 1948 were read and approved. REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent. SEWER HELM'S FIRST ADDITION: Mr. F. S. Zeidlhack presented a sewer profile and map to cover layout for Helm's First and Second Addition and the re - plat of Columbia Addition. No action taken at this time. TREE TRIMMING: Mr. J. C. Wade spoke regarding tree trimming and filing of Bond to so do. PUBLIC HEARING ON VACATING ALLEY GANTENBEIN ADDITION: Notice of Public Hearing was read. The Water Manager states the City has water service line in Block 4, Gray's Amended Addition, therefore this request was deleted. Easement retained instead of vacating was discussed. Motion made by Beck to vacate alley in Block; motion withdrawn. Ordinance prepared , was read at this time. No protest was registered by the public. ORDINANCE NO. 626 AN ORDINANCE RELATING TO THE VACATION OF THE ALLEYS RUNNING EAST AND WEST IN BLOCKS ONE, TWO, AND THREE, GANTENBEIN ADDITION TO PASCO, WASH- INGTON. WHEREAS A PETITION HAS BEEN FILED IN THE OFFICE OF THE CITY CLERK OF PASCO,, WASHINGTON, SIGNED BY THE OWNERS OF THE PROPERTY ADJACENT TO THE ALLEYS RUNNING EAST AND WEST IN BLOCKS ONE, TWO, AND THREE, GANTENBEIN ADDITION TO PASCO, WASHINGTON, WHICH PETITION ASKS FOR THE VACATION OF THE SAID ALLEYS: AND WHEREAS, SUBSEQUENT TO THE FILING OF SAID PETITION, NOTICES OF THE HEARING THEREON WERE POSTED IN THREE OF THE MOST PUBLIC PLACES IN PASCO, WASHINGTON, AS PROVIDED BY LAW, AND DUE PROOF OF THE POSTING THEREOF HAS BEEN FILED: AND WHEREAS NO OBJECTION HAS BEEN MADE TO THE PROPOSED VACATION, AND IT APPEARS TO THE COUNCIL THAT THE PUBLIC INTEREST WILL BE SERVED BY THE VACATION OF THE SAID ALLEYS: Motion made by Beck, seconded by Lake that Ordinance No. 626 be given the first reading, motion carried. Ordinance No. 626 was read. Motion made by Grigg seconded by Lake that Ordinance No. 626 has been given the first reading; motion carried. Ia7otion made by Grigg, seconded by Lake that Ordinance No. 626 be amended deleting alley in Block 4, Gray's Amended Addition and recording the ordain paragraph as set out by the statutes; motion carried. BATH HOUSE PLUMBING BIDS: One Bid from Bailey's Plumbing & Heating Co. was opened and read as follows: Bid X3,597.00, Tax 107.91; Total $3,704.91. Motion made by Lake to reject Bailey's bid and authorize the City Engineer to negotiate a contract for bbmpletigU of plumbing in bath house maximum figure $3,300.00, motion seconded by Hostetter; carried by roll call vote of five (5). Glasew had not arrived. BIDS SPRINKLING SYSTEM MEMORIAL PARK: Two Bids. were received opened and read as follows: Columbia Grain and Feed Co. by F. C. Scott - $1,920.54 tax included. Bi -County Equipment Co. $1,685.36, Tax $50.56, Total $1,735.92. Motion made by Grigg, seconded by Hostetter to turn this to the City Engineer and 'Water Manager with power to act. Motion carried by roll call vote of five (5). Beck voting NO. PUBLIC HEARING VACATING NORTH AND SOUTH ALLEY BLOCK ONE (1) O'KEEFE'S SECOND ADDITION: Notice of Public Hearing was read. No protests were registered by the public. ORDINANCE NO. 627 AN ORDINANCE RELATING TO THE VACATION OF THE NORTH AND SOUTH ALLEY IN BLOCK ONE, b'KEEFE'S SECOND ADDITION TO PASCO. WHEREAS, A PETITION HAS BEEN FILED IN THE OFFICE OF THE CITY CLERK OF PASCO, WASHINGTON, SIGNED BY ALL THE OWNERS OF PROPERTY ADJACENT TO THE ALLEY IN BLOCK ONE OF O'KEEFE'S SECOND ADDITION TO PASCO, WHICH SAID ALLEY RUNS NORTH AND SOUTH, AND WHICH SAID PETITION ASKS FOR THE VACATION OF SAID ALLEY WHICH RUNS NORTH AND SOUTH: AND WHEREAS, SUBSEQUENT TOT HE FILING OF SAID PETITION, NOTICES OF THE HEARING THEREON WERE POSTED IN THREE OF THE MOST PUBLIC PLACES IN PASCO, AND DUE PROOF OF THE POSTING HAS BEEN FILED: AND WHEREAS, NO OBJECTION HAS BEEN MADE TO THE PROPaSED VACATION, AND IT APPEARS TO THE COUNCIL THAT THE PUBLIC INTEREST WILL BE SERVED BY THE VACATION OF THE SAID ALLEY: Motion made by Lake, seconded by Beck -that Ordinance No. 627 be given the first reading; motion carried. Motion made by Grigg, seconded by Lake that Rrdinance No. 627 has been given the first reading, motion carried. 1446 PASCO, WASHINGTON REGULAR MEETING (Continued) COUNCIL CHAMBER APRIL 20, 1948 WATER SERVICE TO JACE MC NUTTS PROPERTY: Extending service 150 feet was discussed. Motion made by Lake, seconded by Hostetter that this be turned to the City Engineer and Water Manager for their decision and final settlement; motion carried. TAXI CAB PARKING STANDS: The Reliable Cab Co. -disapprove of other Taxi Company's having a loading zone next to their stand. This was again turned to the Police and License Committee. BENTZ POOL CONTRACT SUIT: Mr. Zent request that the Council accept Mr. Minnick of Walla Walla to assist him for an minimum fee of $300.00 in case hours amount to more than $300.00, extra pay will be allowed; at this time the attorney states he does not intend to arbitrate. Motion made by Beck, seconded by Hostetter that City Attorney be empowered to hire Bean and Minnick as requested; motion carried by roll call vote of six (6). REGULAR ORDER OF BUSINESS RESUMED by unanimous consent. COMMUNICATIONS: CHAMBER OF COMMERCE;� LETTER: A letter was read from the Chamber of Commerce commending the Mayor and Council for taking steps to employ a City Engineer. FLOOR POLISHER RECREATION: Mr. Benson spoke to the Council rel&tive purchasing a new floor waxer in the amount of $189.52; this was turned to the committee for db.c1sioh-:;n. RECREATION BUILDING PURCHASE: Mayor Nelson stated he had talked to Mr. Tomlinson relative to the purchase of the U.S.O. Building ; $12,000.00 was the price mentioned for over a period of 10 to 15 years. Motion made by Grigg, seconded by Lake that the Mayor be empowered to negotiate for Building with the F.W.A., motion carried. i BOND FOR TREE TRIMMING: A letter was read from Mr. Ridenour regarding an Ordinance or form of BonT-. READING OF ORDINANCES: ORDINANCE NO. 624 THIS IS AN ORDINANCE CREATING THE OFFICE OF CITY ENGINEER, FIXING HIS SALARY, DEFINING HIS DUTIES AND AUTHORITY, PROVIDING THE MANNER GF HIS APPOINTMENT, TERM OF OFFICE, AND DEFINING HIS QUALIFICATIONS. Motion made by Lake, seconded by Grigg that Ordinance No. 624 be given the first reading; motion carried. Ordinance No. 624 was read. ORDINANCE NO. 625 AN ORDINANCE PROVIDING FOR THE CONSTRUCTION OF A SEWAGE DISPOSAL PLANT. THE METHOD AND MEANS OF FINANCING ITS CONSTRUCTION. PROVIDING FOR THE APPOINTMENT OF ENGINEERS TO DRAW PLANS AND SPECIFICATIONS OF SEWAGE PLANT AND CONNECTING LINES. THE REVISING OF EXISTING WATER RATES TO RAISE WATER REVENUE APPROXIMATELY $25,000.00 TO PAY FOR INTEREST, BOND REDEMPTION AND OPERATION OF WATER FILTRATION PLANT. PROVIDING FOR THE EXTENSION OF SEWER AND WATER LINES AND ESTABLISHING THE MANNER OF PAYMENT OF SAME. THE PAYMENT OF SEWER AND 'WATER CONNECTIONS OR HOOK-UPS. RE- QUIRING THE HOOKING UP OR CONNECTING WITH SEWER AND CREATING A LIEN ON PROPERTY WHERE CITY MAKES HOOK-UP. CREATING A FUND FOR SEWER EXTENSIONS. ORDINANCE NO. 628: AN ORDINANCE GOVERNING THE PLANTING, TRIMMING AND REMOVAL OF TREES ON THE PARKING STRIPS OF THE CITY OF PASCO, AND FIXING A PENALTY FOR THE VIOLATION THEREOF. Motion made by Grigg, seconded by Lake that Ordinance No. 628 be given the first reading; motion carried. Ordinance No. 628 was read. NORTHERN PACIFIC EASEMENT LOCATION OF WATER LINE AND VALVES NEAR CEMETERY: The Easement was read. Motion made by Lake, seconded by Hostetter that the Mayor be empowered to sign Easement; motion carried. DEED TO LEWIS LE ROY AND MABEL E. PHILLIPS: was prepared by the City Attorney April 7, 1948, and is now ready for the signature of the Mayor; attest by the City Clerk. :Same to be delivered to the Citizen's Abstract for payment.
