CALL TO ORDER:, Meeting called to order -at 8:10 o'clock P.M. by Honorable Mayor Pro -Tem
A. T. Hostetter. Honorable Mayor W. A. Nelson arrived at 9:45 P.M. taking over
the meeting.
ROLL CALL: By Clerk, Councilman present -John Beck, Art Glasow, Jr., Charles Grigg,
A. T. Hostetter, H. G. Lake, T. G. Overlie, and C. R. Wallis. Also City Attorney
D. W. Zent.
REGULAR ORDER OF BUSINESS set aside by unanimous consent to hear from
the visitors.

V.F.W. DONATION TO WADING POOL: LEE BONNETT spoke in behalf of the V.F.W.
stating they desired to donate 1,000.00 cash in 1948, $1,000 cash in 1949 and
61,000 cash in 1950 toward the construction of the Wading Pool. Motion made by
Beck to accept the offer of assistance as stated by Mr. Bonnett; motion seconded
by Grigg and carried so ordered.
NORMAN RESNICK RECREATION HALL: at East "A" and Main, Erecting a build-
ing and operating a Recreation Hall was discussed. Mr. Resnick desires to obtain
a beer'license. Building site is on Votava's property; building size 40' x 80'.
Liquor license up to the mayor.
MR. L. R. BAILEY (closing MurrayStreet): Mr. Bailey presented a note
signed by Mr. 15. A. Speer, stating he would--(o-nate that portion of Murray joining
his property if and when the City closes Murray between Yakima and Shoshone.
Motion made by Grigg to call for Public Hearing on closing Murray Street. L.D,iS.
'Church to furnish legal data. Motion seconded by Overlie; motion carried.
COLUMBIA RIVER ADDITION (Columbia Addition): A plat was presented and
,reviewed;changing streets to correspond with Shoshone and Yakima. Motion made by
.Beck to approve replat of Columbia River Addition, change to Columbia Addition,
providing Seattle Street is changed to Shoshone and Pendleton to Yakima. Motion
seconded by Grigg;carried by roll call vote of six (6). Mayor and City Clerk
.are authorized to sign plat when changes are made..
TREE TRIMMING - CITY PROPERTY: Mr. Denney spoke at length on damage
being done to trees by improper pruning; City Attorney states an Ordinance should
be drawn regulating setting out and pruning of trees. Motion made by Glasow
that all tree trimming, pruning and planting be under the supervision of Street
Department or an authorized representativa to do that work. Motion seconded by
Overlie and carried.
Ralph Riggs has tall trees in the parking -at 7th and Clark that need
removing.
WATER EXTENSION HELM'S SECOND ADDITION: A new Ordinance is being corn -
piled, rin connection with the overall water and sewer. extension.
At this time an extension of 22 blocks of 6" Mains is needed badly in
Helm's Second Addition. The City extending mains and property owner installing
service laterals, was considered. A map is to be drawn for the approval of the
Health Dept. Motion made by Grigg, seconded by Lake that the Water Manager be
authorized to install Water mains and laterals in Block 12 and 17 of Helm's
Second Addition soon as permission is obtained from the Health Dept. and construc-
tion money has been paid at the rate of $1.50 per front foot and meterscharge of
$50.00. Motion carried by roll call vote of six (6).
STREETS, CURBS AND SIDEWALKS: Grading four blocks of street, in 'Western
portion of the City was considered. The cost of this work is approximately $120.00
per block for gravel. Motion made by Grigg, seconded by Lake authorizing the
Street Dept. to gravel streets, not to exceed $480.00. Motion carried by roll
call vote of six (6). Streets to be graveled Olive to Shoshone on Illinois,
Illinois to Dakota on Shoshone, Hopkins from Illinois to Dakota.
TRIANGLE BETWEEN SYLVESTER AND YAKIMA (Churchman): Triangle "A" in
Pettit's A dition a small parcel of land between `Sylvester, Yakima, Arthur and
6th. Motion made by Beck to approve the building of a residence on this parcel
of land five feet in from property line on Southerly boundary and 8 feet in from
Westerly Side. Motion withdrawn; Council to meet with Planning Commission April
,13, 1948.
BROWNING'S BUILDING: Mr. Browning desires to erect an office building
on the back -half of Blocks 31 and 32, Block 2 Sylvester Park Addition. Motion
made by Hostetter that a building as per plan located on property as described
'be granted permission for erection; motion seconded by Overlie, and carried.
JACK MCNUTT, AINSWORTH AND SHIP: Mr. McNutt has four - 45 foot lots,
270 feet at Ainsworth and Ship; he wishes to connect to the City water system.
Motion made by Beck, seconded by Grigg that the Water Manager be authorized to
install lateral to serve McNutt'.s property at $1.50 per front foot; motion carried.
GRAVELING AINSWORTH STREET: Ainsworth Street extending West,from Ship
is badly in need of sand and gravel; estimated cost of this work per block is
$120.00. Motion made by Grigg, seconded by Overlie that the Street 'Superintendent
be authorized to do this work; motion carried.
CENTRAL SAND AND GRAVEL COMPANYSBUTT: City Attorney states the Central
.Sand 8c Gravel Co. wish to carry on a commercial business at the present location;
will level pit up for building site. Making settlement was discussed. Committee
of Hostetter, Wallis and Lake are to work with the City Attorney for further data
and report.

BILLS:
OVERALL SURVEY BY WASHINGTON STATE COLLEGE: This survey should cover
practically everything from climate to building and planning the cost to the City
is $2,500.00. Civil Organizations to assist in raising this amount. Motion made
by Lake that the Council definitely wants this survey and will guarantee the
$2,500.00; motion seconded by Grigg, carried by roll call vote of five (5). Glasow

Current bills against the City were read as follows. Motion made by
Grigg, seconded by Hostetter that all vouchers properly signed and approved be
paid; motion carried by roll call vote of five (5).

TRANSFERS SEWER MAINTENANCE FUND: A letter was read from the City
Treasurer requesting transfer. Motion made by Grigg, seconded by Wallis author-
izing City Treasurer to transfer $4,000.00 to Sewer Maintenance Fund from General
Fund as set out in 1948 Budget. Motion carried by roll call vote of five (5).
TRANSFER GENERAL OBLIGATION BOND INTEREST: Letter was read from City
Treasurer relative to replacing interest money on General Obligation Bonds.
Motion made by Grigg, seconded by Overlie authorizing the return of the money
to the current Expense Fund; motion carried.
WATER REVENUE BONDS (Financing): A letter was read from the City Treasurer
requesting advice on setting aside $6,750 required for 1948, to finance last
issue of Water Revenue Bonds; this was turned to the Finance Committee. Motion
so made by Hostetter, seconded by Overlie; motion carried.
RE: PASCO WATER REVENUE BONDS: An opinion was read from George Kinnear,
stating that all expenses of the bond sale including the fee of Council should
be paid from the proceeds of the sale.
TRANSCRIPT RECEIVED: A letter was read from Geo. Kinnear thanking the
City Officials for their co-operation in completing exchange of $200,000.00 worth
of Water Revenue Bonds.
PLANNING COMMISSION LETTERS MARCH 29, 1948; COMMERCIAL DISTRICT NORTH ON
4TH AVENUE: A letter was read from the Commission stating the Commission
declined to concur on rezoning account of more than 51% of property owners by
area objected.
MANUFACTURING M-1: The Commission concurred to zoning Block 127,128, 1290
1300 153 and 154 Pasco and Company's First Addition, Manufacturing Zone M-1.
AVERY'S ADDITION: The Commission concurred to zoning Block 1, 6, 7 and 12,
Averyts Addition to Commercial Zone C-3.
APPOINTMENT PLANNING COMMISSION: E. W. NEWMAN was appointed by the Mayor
as a -member of the Planning Commission to succeed himself, term expiring April
71 1954. Motion made by fte6Li:gb seconded by I+bst :On.- approving the appointment;
motion carried.
C. P. SHAFFER APPOINTED (CIVIL SERVICE COMMISSION): C. P. Shaffer was
appointed by the Mayor to succeed himself on the Civil Service Commission Board
for a term of six years, -term expiring. February 17, 1954. Motion mad -9 by Grigg,
seconded by Overlie approving the appointment; motion carried.
READING OF ORDINANCES:
ORDINANCE NO. 622:
AN ORDINANCE CREATING A FIRE ZONE 3, WITHIN THE CITY OF PASCO, AND
DESCRIBING THE PROPERTY CONTAINED THEREIN AND DEFINING THE CLASS OF
BUILDING TO BE ERECTED THEREIN,, AND REPEALING ALL ORDINANCES OR PARTS
OF ORDINANCES IN CONFLICT THEREWITH.
Motion made by Grigg, seconded by Wallis that Ordinance No. 622 be.given
the third reading as amended; motion carried. Ordinance No. 622 was read in
full as amended. Motion made by Grigg, seconded by Overlie that Ordinance No. 622
has been given the third reading as amended; motion carried. Motion made by Grigg
seconded by Overlie that Ordinance No. 622 be adopted as amended; motion carried
by roll call vote of five (5)..
ORDINANCE NO. 623:
AN ORDINANCE CREATING A COMMERCIAL C-3 ZONE WITHIN THE CITY OF PASCO
AND DESCRIBING THE PROPERTY CONTAINED THEREIN AND DEFINING THE CLASS
OF BUILDINGS TO BE ERECTED THEREIN, AND REPEALING ALL ORDINANCES
OR PARTS OF ORDINANCES IN CONFLICT THEREWITH.
Motion made by Grigg, seconded by Wallis that Ordinance No. 623 be given
the third reading, motion carried. Ordinance No. 623 was read. Motion made by
Grigg, seconded by Hostetter that Ordinance No. 623 has been given the third
reading; motion carried. Motion made by Overlie, seconded by Wallis that Ordinance
No. 623 be adopted as read; motion carried by roll call vote of five (5).
