Nelson presiding. ROLL CALL: By Clerk, Councilman present, John Beck, Art Glasow,JJr., Charles Grigg, H. G. Lake,_ T. G. Overlie and C. R. Wallis; A. T. Hostetter was absent. City Attorney D. W. Zent was present. REGULAR,O.RDER„OF BUSINESS,SET-ASIDE by unanimous consent. FILTRATION PLANT UNIT NO. 3 CALL FOR BIDS: One bid was received opened and read from the Neon Electric Service Pasco, Washington, as follows: From Items One (1) to nine (9) for $4,599.44. A letter from the Empire Electric Co., Pasco, Washington, was read: Requesting a postponement of bid opening. A letter from the General Electric Co, Pasco, Washington was read: Request bid opening date b -e set for March 23, 1948. Motion made by Grigg seconded by Overlie that the bid and two letters be turned to John W. Cunningham and Associates for consideration, final decision to be presented March 23, 1948; motion carried. BUILDING PERMIT (Henry Lester): Mr. Lester is interested in knowing about when he can build in the Avery District. A letter from the Planning Commission was read stating the Commission withdrew their previous recommendations and in lieu thereof .-suggest that .the South, "West corner of Block be zoned C -S conforming to Fire Zone 2, balance of Addition to be zoned R-2, conforming to Fire 'Zone 2. Motion made by Beck that the Building Inspector be instructed to issue building permit --motion withdrawn. Motion made by Grigg that the Southwest block of Avery's Addition be zoned C-3; balance of district not accepted as to zoning recommendation by Planning Commission, motion seconded by Overlie and carried. LIGHT INSTALLATION - P.U.D. NO. 1: Mr. Hudlow stated he reviewed the chart submitted by the Pacific Power and Light Co., found it to be very obsolete. Many new districts now need street lighting service. This proposal as submitted will be presented to the board, on completion of this unit, the committee will be contacted. PUBLIC HEARING: Notice of hearing was read, no protests were made. No action taken on Ordinance No. 621. Mr. D. Avery spoke relative to the erection of a Recreation Hall on the East Side, building would be approximately 50 x 100 rest of block for play ground, block 130 Pasco Land Company's First Addition was men- tioned as the proposed site: He will petition to have it start as soon as possible. PUBLIC HEARING: Changing zone of area was discussed. kotion made by Lake seconded by Grigg that property situated in -described area, starting at Wehe Avenue 'and "A" Street at City Limits, thence East to South Elm Avenue at City Limits, thence North to Butte Street and Elm Avenue, thence West on Butte Street to South Wehe Avenue, thence North on Vehe Avenue to East Marvin Street, thence West on Marvin Street to Oregon Avenue, thence South on Oregon to East "A" 'Street, thence 'East on East "A" Street to point of beginning. This includes Blocks 3, 4, 9, and 10 of Terrace Heights Addition to Pasco, and Blocks 127, 128, 129, 130, 153 and 154 of Pasco Land Company's First Addition to Pasco. Property herewith designated to be zoned Manufacturing District M-1. Date of hearing Tuesday 2:30 P. M. March 230 1948, motion carried. REZONING ON NORTH FOURTH: A letter was read from the Planning Commission disapproving the recommendation of the Council to extend Commercial zone C-1 North on 4th. Motion made by Grigg seconded by Beck that a Public Hearing be held Tuesday 2:30 P. M., March 23rd, 1948, changing property situated 150 feet on either side of Fourth Avenue from the center line of Shoshone to the alley between Yakima and Park on the West and Nixon Street on the East, from Residential R-1 to Commercial C-1; motion carried. AVERY'S ADDITION: ("East Lewis) Motion made by Lake seconded by Grigg that a Public Hearing be held on property in Avery's Addition facing Lewis, one block deep and property facing Kahlotus Highway one block deep be zoned C-3; motion carried. PLANNING COMMISSION & CITY COUNCIL to hold a joint meeting at 7:30 P.M. following the hearings. REZONING COURT STREET PROPERTY: Motion made by Beck seconded by Lake that property between 4th & Aurilia South to the alley between Court and Brown, property facing Court be changed from Residential Zone R-1 to Commercial Zone C-1; motion carried. READING OF THE MINUTES: Minutes of the meetings held February 25, March 6, and March 8, � 1948 were read and approved. PASCO, WASHINGTON REGULAR MEETING (Continued) COUNCIL CHAMBER MARCH 16, 1948. COMMUNICATIONS: MERRY-GO-ROUND AND FERRIS WHEEL (R. H. Francis): Mr. Francis, of Boise, Idaho writes he would like_ to bring his concessions to Pasco for about five months this summer --would pay 125.00 per month for use of City lot on Columbia. Motion made by Beck seconded by. Lake authorizing a revocable permit on City i property on Columbia Street; motion carried. EASEMENT BONNEVILLE POWER LINE: A letter under date of August 29, 19470 Voucher and Transmission ine'Easement were read. Motion made by Grigg seconded by Beck authorizing Mayor and City Clerk to sign; motion carried. NAVAL AIR BASE,J (Buildings): A letter was read from Naval Air .Station Headquarters, with a modification of present lease, enclosed building Nos. 35, 84, 113 and 119 were read. Motion made by Grigg seconded by Wallis authorizing the Mayor and City Clerk to sign; motion carried. NAVAL AIR BASE (Water Line Easement): A letter -was read from Naval Air Station and 14odified Agreement were read stating the existing lease NOy(R)-42200 be modified to include the easement the Navy Department has from the Northern Pacific Railroad. Motion made by Grigg and seconded by Lake Authorizing the Mayor and City Clerk to sign; motion carried. FILTRATION PLANT (More time for Construction): A letter was read from John W. Cunningham and Associates relative to extension of time.in the amount of 45 day required by James Construction Co. The request that this letter be held on file to be acted upon about the time the contract expires April 15, 1948, this was favored by the Council. ANNEXATION BLOCKS 1 & 4 SYLVESTER'S THIRD ADDITION: A letter was read from the Planning Commission returning petition of the Catholic Church to annex Block 1 and 4 Sylvester's 3rd Addition; they recommend that this be granted and that said territory be zoned R-1 to conform to fire zone 3. METER SPACE (Royal Cab Co.): An application was read from the Royal Cab Co. asking to rent a meter space at the 330'West Lewis. This was turned in to the police and License Committee to report back at next Regular Meeting. PETITIONS: PETITION TO VACATE ALLEY BLOCK 1 OIKEEFEIS 9nd ADDITION: A Petition to vacate the North and South alley in block 1 O'Keefe's 2nd Addition signed by property owners 100%. Motion made by Beck that we have a Public Hearing April 6, 1948, 8:00 P. M., motion seconded by Lake, property owners to prepare Ordinance, notification, etc.; motion carried. PETITION TO VACATE ALLEY SOUTH OF "B" STREET: A petition signed by 18 signers to vacate East and West Alley in blocks between West "A" and West "B" from 4th Street to 7th Street. Motion made by Lake seconded by Grigg to notify petitioners to present Ordinance and necessary documents for public hearing April 6,'1948; motion carried. READING OF ORDINANCES: ORDINANCE NO. 622: AN ORDINANCE CREATING A FIRE ZONE 3, WITHIN THE CITY OF PASCO, AND DEQ* SCRIBING THE PROPERTY CONTAINED THEREIN AND DEFINING THE CLASS OF BUILDING TO BE ERECTED THEREIN AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH. Motion made by Grigg seconded by Lake that Ordinance No. 622 be given the 1st reading, motion carried. Ordinance No. 622 was read. Motion made by Lake seconded,by Wallis' that Ordinance No. 622 has been given the lst reading, motion carried. Motion made by Glasow seconded by Wallis that Ordinance No. 622 be given the 2nd reading by Title only, motion carried. Ordinance No. 622 was read by title.
