RECESSED MEETING COUNCIL CHAMBER MARCH 8, 1948.
CALL TO ORDER: Meeting called to order at 2:45 P.M. Honorable Mayor W. A. Nelson presiding.
ROLL CALL: By clerk, councilmen present, Art Glasow, Jr., Charles Grigg, A. T. Hostetter,
H. G. Lake and C. R. Wallis; absent John Beck and T. G. Overlie. City Attorney
D. W. Zent was present.
WATER REVENUE BOND ISSUE OF $200,000.00 AND B014D FORM:
ORDINANCE NO. 617
AN ORDINANCE OF THE CITY OF PASCO, WASHINGTON, PROVIDING FOR THE
ISSUANCE AND SALE OF WATER REVENUE BONDS IN THE TOTAL PRINCIPAL
SUM OF $200,000.00 TO PROVIDE FUNDS FOR THE PAYMENT OF THE COSTS
OF THE IMPROVEMENTS, ADDITIONS AND EXTENSIONS AS PROVIDED IN
ORDINANCE NO. 610, OF SAID CITY, PASSED AND ADOPTED JANUARY 6, 1948,
PROVIDING FOR THE TERMS, FORM AND DATE OF SAID BONDS AND CREATING
A FUND FOR THEIR PAYMENT AND FOR THE PAYMENT OF THE IMPROVEMENT,
BETTERMENT AND ADDITIONS PROVIDED FOR BY SAID ORDINANCE NO. 610.
Motion made by Lake seconded by Hostetter that Ordinance No. 617 be given
the third reading,motion carried; Ordinance No. 617 was read in full. Motion
made by Lake seconded by Hostetter that Ordinance No. 617 has been given the
third reading, motion carried. Motion made by Glasow seconded by Lake that
Ordinance No. 617 be adopted motion carried by roll call vote of five (5).
ORDINANCE NO. 618:
AN ORDINANCE PROVIDING FOR BUILDINGS IN C-2 DISTRICT TO CONFORM WITH
REQUIREMENTS OF FIRE ZONE 2 REGULATIONS.
Motion made by Lake seconded by Grigg that Ordinance No. 618, be given the
third reading motion carried. Ordinance No. 618 was read. Motion made by
Grigg seconded by Lake that Ordinance No. 618 has been the third reading,
Motion carried. Motion made by Lake seconded by Grigg that Ordinance No. 618
be adopted, motion carried by roll call vote of five (5).
ORDINANCE NO. 619: (Trailers parked on lots behind dwellings)
AN ORDINANCE REPE LING SECTION (C) OF ORDINANCE NO. 526.
Motion made by Grigg seconded by Lake that Ordinance No. 619 l?e given the
third reading, motion carried. Ordinance No. 619 was read. Motion made by
Lake seconded by Wallis that Ordinance No. 619 has been given the third reading,
motion carried. Motion made by Grigg seconded by Lake that Ordinance No. 619
be adopted,motion carried by roll call vote of five (5).
ORDINANCE N0. 620:
AN ORDINANCE PERMITTING AND REGULATING THE CONSTRUCTION OF APARTMENT
HOUSE BUILDINGS OUTSIDE OF FIRE ZONE NO. 1 AND COMMERCIAL ZONE NO. 1.
Motion made by Lake and seconded by Grigg that Ordin &ce No. 620 be
given the third reading as amended, motion carried. Ordinanc 620 was given the
third reading as amended. Motion made by Grigg seonded by Glasow that Ordinance
No. 620 has been given the third reading as amended, motion carried. Motion made
by Grigg seconded by Glasow that Ordinance No. 620 be adopted as amended, motion
carried by roll call vote of five (5).
ORDINANCE NO. 621: (Public Hearing)
AN ORDINANCE MAKING, CREATING AND ESTABLISHING CERTAIN PROPERTY
WITHIN THE CITY AS A ZONE C-20 AND TO CONFORM TO FIRE ZONE 2
WITH DWELLING HOUSES THEREIN TO CONFORM TO ZONE R-2.
Motion made by Lake seconded by Grigg that a public hearing be held on
Ordinance No. 621 Tuesday March 16th, 1948, eight o1clook p.m., motion carried.
REFUND: (License rejected)
Mr. Robert W. Mitchell asked that a refund be granted him in the amount
of $5.00, on application being rejected. Motion made by Grigg seconded by Lake
that the City Treasurer be authorized to issue refund; motion carried unanimous.
CHURCH OF CHRIST: (Hutment)
The Church or ChFist through Mr. West, has requested to rent the Hutment
in Sylvester Park for church services. Making a deppsit of $100.00 in accordance
to past practice gas favored. Motion made by Lake seconded by Grigg that the
Church of Christ allowed to rent the Hutment for services each Sunday at a regular
rental fee, providing a deposit of $100.00 is filed with the city clerk and
refunded on expiration of usage; Motion carried unanimous.
City Attorney to word receipt to be signed by their representative.
AIR PORT COMMITTEE:
ID. C. Isaacson was appointed to succeed Roy Skill on the Air Port
Committee. Motion made by Grigg seconded by Wallis to accept the appointment.
ARMY ENGINEER: (Mc Nary Dam)
Negotiation's for reimbursement to the city by the Government for re-
placements, etc. made necessary by the construction of Mc Nary Dam, was discussed.
Motion made by Lake and seconded by Grigg authorizing the Mayor to go to
Portland to negotiate with the Army Engineers for this purpose. Expenses to be
defrayed by the city. Motion carried by roll call vote of five (5).
CITY ENGINEER:
Several applications have been received, more study needed. It was
suggested that J. W. Cunningham be contacted, he might know of a good Engineer
to recommend. Final action was to hold for more applications.
P.U.D. No. 1 POLE LINES:
Mr. Phillips of the P.U.D. spoke relative to location of pole lines to
to serve the West portion of the city. No action taken.

LIGHTS:
It was further stated that upon completion of contract now under way
the chart now on file with the city will be studied and worked.out.
SWIMMING POOL:
A letter was read from W. L. Malony enclosing two (2) blue prints of
Memorial Park Development. He suggests that the wading pool be placed South of
the swimming pool near the supervised area. This will cost a little more and
require more fence. Under separate cover the plans and specifications are being
mailed. Motion made by Grigg and seconded by Wallis to advertise for bids on
construction of Wading Pool, piping, fence, bath house plumbing, bath house
electrical system, shelving and racks, and check rooms as set up in specifications
to be called for Tuesday, March 23rd, 2:30 P.M. Motion carried by roll call vote
of five (5) .
PEDDLERS SIGNS:
Purchasing signs to be erected at the city limits, stating"Peddlers
take notice, Green River Ordinance in effect in the City of Pasco"' was suggested.
Motion made by Lake seconded by Glasow that a purchasing order be issued to
Stanley Clayton for signs 18 X 24 at $4.50 for six (6) signs, $27.00. Motion
carried by roll call mote of five (5).
BARBER SHOP LICENSE: (James Veasley)
Granting a License to operate a barber shop at 111 North lst was con-
sidered. Motion made by Grigg seconded by Glasow that the License be granted,
motion carried.
ADJOURNMENT:
Motion made by Grigg seconded by'Hostetter that the meeting adjourn to Tuesday,
8 P.M., March 16, 1948, motion carried.
