REGULAR ORDER OF BUSINESS SET ASIDE: By unanimous consent.
PETITION: Mr Bailey requested that the City vacate Murray at point
of Block "D" where "D" intersects Murray.. He was advised to again
negotiate with the City after obtaining; all abutting property
on portion of Murray to be included in vacation request. Council
did not favor vacating to individuals.
S.M.MULLINS:
States that in compiling data to secure a loan to erect an apart- 4
ment house,it is necessary that plans and specifications meet with
City Ordinances.

ORDINANCE NO.615
AN ORDINANCE AMENDING ORDINANCE NO.578, BEING AN ORDINANCE RELATING
TO THE CONVEYANCE OF PASSENGERS AND BAGGAGE FOR HIF?E,AND PROVIDING
FOR TAXICAB OPERATORS LICENSE AND REGULATING"THE OWNERSHIP OF
TAXICABS AND TAXICAB COMPANIES IN.THE CITY OF PASCO:. AND LIMITING
AND'CONTROLLING THE NUMBER OF TAXICAB LICENSES AS PUBLIC CONVENIENCE
AND NECESSITY REQUIRE.
Motion made by Beck seconded by Lake that Ordinance No.615 be given
the third reading in full as amended. Motion carried.

Mr.Smith Requests that the Business District be extended on "A`to
Elm Street, he can rent a building at that location for Pool Hall
and Recreation. No action taken pending adoption of Ordinance No.621...
NEW PAPEING METERS:
Now on Hand, Motion made by Glasow to extend meter installation one(1)
block East on Lewis between First and Second,both sides of street,
Motion seconded by Beck and carried.

SWIMMING POOL: T.R.Benson wished to know at this time if he is to
be manager of the Pool. Motion made by Glasow seconded by Beck
that Benson and Recreation Department take over. the Swimming Poo L
for the summer of 1948. Motion seconded by Beck,Carried..

COMMUNICATION
LIGHT AT SECOND AND COLUMBIA:
A letter was read from C.V.Downey requesting a liglit be installed
at Second and Columbia.
P.U.D. EASEMENT:
Mr.Hudlow spoke in regard to a feeder line across that district to
service the new territory, Grigg,Hostetter and Glasow to work with
the P.U.D.
More str.e.et light installation in residential districts was
discussed, Chart and agreement on file in City Clerk's Office.
PACIFIC POWER & LIGHT CO.,
A letter was read,stating their agreement with the City was being
delivered to the P.U.D.
SWIMhdING POOL: ('Maloney)
A letter was read regarding location of wading pool, he favors
placing it south of the pool, placing the picnic grounds between
play ground and unsupervised activities of park.

A letter was read from Frank Funkhouser, stating proceeding would be started
against the City unless he heard from our City Attorney within ten(10) days. .j
A complete file and contract to be furnished City Attorney.
PROPERTY NORTHERN PACIFIC PLAT BLOCK 13:
A letter was read from R.O.Hall offering to purchase two(2) lots One and Two
Block 13 for the amount' -of $3500.00. Motion made by Hostetter setting the
minimum price at $3500.00 for two lots 1'&=2 block 131N.P.Plat, Motion seconded
by Lake and carried, Wallis voting NO.
LICENSE APPLICATIONS:
Kilroy Used Car Sales lot 609 W Lewis,by L.A.Tecoe & Jack Keller,
Motion made by Beck seconded by Lake that license be granted, Motion carried.
CHARLES A.HINDERNACH applied for Furniture Exchange, Pawn Brockerage and small
loans, Motion made by Beck that Hindernach be granted license on Pawn Brockerage
and Furniture Exchange, pending approval by The State , Motion seconded by Lake,
Carried unani.m8us�i.City Attorney advised.that the City cannot authorize a license
for small loans with out approval by the State.
DANCE HALL BASEMENT CUNNINGHAM HOTEL:
Mr.R.W.Mitchell's application to operate a dance was rejected, Motion so made by
Wallis seconded by Glasow, Carried unanis.
TAXI CABS:
The Reliable Cab Co. wish to operate three more cabs. Motion made by Beck that
license be granted, Motion lost for want of second.
CLAIM FOR $100.00 Merle Rogers:
Payment of same to be held up pending passage of an emergency Ordinance.
REPORT FROM COMMITTEES
CHANGING LOADING ZONE of Busses was favored: also two lanes down streets on
each side of center stripe.
SWEEPING STREETS: McKibbin says it would not be much bother to have parked cars
moved by Police Department.
TOPPING TRELS IN PARKING STRIPS: City Liable for Damage.
Attorney advises that no one should be allowed to trim trees in City parking or
on City Property, with out posting an indemnity bond.
NEWS STANDS: on city side walks.
Setting up a News Stand on 2x5x6 on the South West corner;of 4th & Lewis was
considered- it was recommended that the consent of the property owners and
business men be obtained by letter, stand to be kept in a sanitary condition,
should be metal. Letter to be submitted to the Council,operations stop until
this is done. Motions made by Beck seconded by Hostetter to accept the recom
mendation. Motionm carried. I.
TRAFFIC SURVEY:
State Highway Department will supervise the survey, Chamber of Commerce willing
to set up program.` Motion made by Lake seconded by Hostetter to authorize the State
Highway Department to make survey,estimate cost 200.00;;for Map Service.
Motion carried.
POLICE RADIO:
To operate with the Franklin CountyjWalla Walla and Adams) this new system
would cost $1,389.99 approximately,present syzstem could be discontinued by 1950.
Motionn made by Lake that the Mayor and Chief of Police be authorized to
complete negotiations on Police Radio System, Motion seconded by Beck,Carried.
SEWER EXTENTION: Block 10 Kurth's Addition.
Mayor called Karl Krudwig who said another thirty days would be all right,
that a special permit would not be necessary.

AND SALE OF WATER REVENUE BONDS IN THE TOTAL PRINCIPAL SUM OF $2002000.00
TO PROVIDE FUNDS FORTHE PAYMENT` OF THE COSTS OF THE IMPROVEMENTS,
ADDITIONS AND EXTENTIONS AS PROVIDED IN ORDINANCE NO.610 OF SAID CITY, '
PASSED AND ADOPTED JANUARY6,1948; , PROVIDING FORTHE TERMS, FORM AND DATE
OF SAID BONDS AND CREATING A, FUND FOR THEIR PAYMENT AND FOR THE PAYMENT
OF THE IMPROVEPJIENTS, BETTERMENTS AND ADDITIONS PROVEDED FOR BY SAID
