REGULAR MEETING COUNCIL CHAMBERS FEBRUARY 3, 1948
CALL TO ORDER:
Meeting called to order at 8:10 o'clock P.M., Honorable '"layor W.A. Nelson
presiding.
POLL CALL:
By clerk, councilmen present were John Beck, Art Glasow Jr., A.T. Hostetter,
H.G. Lake, T.G. Overlie and C.R. Wallis; Charles Grigg was absent, City Attorney
D.W. Zent was present. -
REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent.
LAW AND GOOD ORDER:
Chief of Police read Ordinances from Spokane and Seattle, substantiating
Ordinance No. 613, City Attorney spoke in favor of the Ordinance, Carlton Smith
(colored) protested its adoption, assisting the Police Department in law
enforcement was favored.
ORDINANCE NO. 613:
AN ORDINANCE DEFINING CERTAIN OFFENSES AGAINST PEACE AND ROOD ORDER, FIXING THE
PENALTY THEREFORE, AND REPEALING ALL OF ORDINANCE NO. 287, AND ALL OTHER ORD-
INANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.
Motion made by Hostetter seconded by Wallis that Ordinance T1o. 613 be given the
third reading, motion carried, Ordinance No. 613 was read, motion made by
Glasow seconded by Wallis that Ordinance No. 613 has been given the third reading,
motion carried, questionLdebaged, motion made by Wallis seconded by Hostetter
that Ordinance No. 613 be adopted, motion carried by roll call vote of four (4)
Beck and Overlie not voting.
UNION SERVICE STATION 5TH & LEWIS:
E. Jarrard spoke of the need of a drain at or near this location to take care
of surface water, putting in a wash rack for car washing was suggested, if this
does not correct conditions, city will take care of it, motion made by Glasow to
go ahead and put in a drain at 5th & Columbia in accordance to Brickey's judgment
motion seconded by Overlie, motion carried by roll call vote of four (4), Hostetter
and Wallis voting "no".
PETITION TO ANNEX BLOCK ONE, PASCO IMPROVEMENT COMPANYS FIRST ADDITION:
A petition was read for annexation of Block One, Pasco Improvement Companys First
Addition, signed by ten (10) property owners which constitutes 100% of Block One,
motion made by Beck that a Public Hearing on annexation of Block One, Pasco
Improvement Companys First Addition, February 17th, 1948, motion seconded by
Overlie, carried.
ORDINANCE NO. 615:
AN ORDINANCE AMENDING ORDINANCE NO. 578, BEING AN ORDINANCE RELATING TO THE
CONVEYANCE OF PASSENGERS AND BAGGAGE FOR HIRE, AND PROVIDING FOR TAXICAB",
OPERATORS LICENSE AND REGULATING THE OWNERSHIP OF TAXICABS AND TAXICAB COMPANIES
IN THE CITY OF PASCO: AND LIMITING AND CONTROLLING THE NUMBER OF TAXICAB LICENSES
AS PUBLIC CONVENIENCE AND NECESSITY REQUIRE.
Motion made by Glasow seconded by Wallis that "rdinance No. 615'be given the
first reading, motion carried, Ordinance No. 615 was read, motion made by Lake
seconded by Wallis that Ordinance No. 615 has been given the first reading,
motion carried, motion made by Wallis, seconded by Glasow that Ordinance No. -615
be given the second reading by title only, motion carried, Ordinance No. 615 was
read,'motion made by Wallis seconded by Lake that Ordinance No. 615 had been read
by title only, motion carried.
M.J. HANSON: requests water service on North Arthur outside city limits was told
to contact water manager.
G.I. CAB COMPANY -MR. W.H. JACKSON: requests two parking zones for this cab co.
1st choise in front of the Grill and South East corner by Rays Tavern.
(2nd choise) South East corner of third & Lewis and South East corner by Rays
Tavern. Has office in temporary building at 111 North 5th Street, motion made
by Beck that the G.I. Cab Co. have a loading stand at the South East corner of
1st and Lewis stand to be on 1st2 motion seconded by Overlie, carried 'soordered.
Temporary building is in fire zone one, Fire Chief would like building tvansferred
out of this zone, motion made by Beck taht building inspector be instructed
to issue temporary permit at 111 N. 5th for one year, motion withdrawn, motion
made by Beck that the G.I. Taxi Cab Co. be granted sixty (60) days a t present
location, motion seconded by Hostetter and carried.
FILTPATION PLANT:
Mr. Rice reports that Mr. Zeidlhack will be here soon to make a further survey
of sewers and sewage treatment.
�EGULAR ORDER OF BUSINESS RESUMED: by unanimous consent.
BI LLS:
Current bills against the city were read as follows: motion made by Overlie seconded
by Hostetter that all vouchers properly signed and approved be honored, motion
carried by roll call vote of four(4) Beck and Glasow out of the room.

BUSINESS LICENSE APPLICATION:
T.B. Lockett, car sales lot, 107 N. lst.
A.L. Lincoln, Welding & Auto repair; 1600 West "A", motion made by Beck seconded
by Overlie to issue, motion carried.
HUMMELL-Apex Tavern, 217 W. Lewis, motion made by Hostetter seconded by Wallis
that the Apex 114-e�e be granted a license but oppose present location, motion
seconded by Wallis, carried so ordered.
COMMUNICATIONS:
STATE DEPARTMENT:
A letter was read from the State Pollution Control Commission, Director Jack Taylor.,
confirming position of the Commission regarding sewage treatment and extensions;
Engineering report complete, including financing of an over all plan, to be
submitted to the Commission.
APPLICATION -BEVERLY BREWER:
An application was submitted by Beverly Brewer for the position as life guard at
the swimming pool, application to be filed.
PLANNING COMMISSION RECOMMENDATIONS:•
1 December 9, 1947 the Commission recommended that : Blocks 126 and 127 Pasco
Land Company's First Addition and Blocks 9 and 10 in Terrace Heights Addition be
rezoned to be C-2, and commercial buildings to .conform to the Fire Zone 2 and
dwellings to conform to R-2. Motion made by Beckthet the City Attorney draw up
an Ordinand.e setting up Business District as Recommended by the Planning Commission
motibon seconded by Glasow and carried.
(2) That ordinances be prepared to provide that all C-2 districts conform to
requirements of Fire Zone 2. Building Committee to make recommendation or submit
Ordinance.
(3) That all territory included in Ordinance No. 608, no building may be con-
structed less substantial than type three Constructioh, be permitted. Motion made
by Overlie seconded by Glasow that recommendation be accepted, motion carried,
Hostetter not affirming.

(4) That ordinance No. 526, Section C be repealed. This section permits the
parking and occupancy of one Trailer on premises occupied. Motion made by Overlie ;I
A seconded by Lake that the recommendation be accepted, City Attorney to draw
Ordinance repealing Section C, Ordinance No. 526, motion carried.
(5) Attention is called to the fact that the temporary permit granted Mr.
Matheson for storage and business building on West Yakima Street has long since
expired. Hostetter reports Mr. Watheson is looking for down town location. F
(6) That thorough study be made of the matter of ordinance pertaining to Fire
Zoning and that Ordinances be b mought up to date specifically designating Fire
Zones that will apply in R-1, R-2, C-1, C-2, C-3, and M-1. Fire Committee and
Chief to make recommendation.-

READING OF ORDINANCES AND RESOLUTIONS:
RESOLUTION NO. 291:'
Extending t,1me of services for Graves, Kizer and Graves from March 1st to
March 20th and should be paid their fee before May 1, 1948, motion made by
Overlie seconded by Lake that Resolution No. 291 beadopted, motion carried by
roll call vote of six (6).
ORDINANCE NO. 612:
AN ORDINANCE PROVIDING FOR THE EXTENSION OF SD7ER LINES AND LATERALS AND WATER
MAINS, PROVIDING THE MANNER OF PAYMENT OF SAME, FIXING RATES OF PAYMENT FOR
HOOKING UP OR CONNECTING WITH SEWER AND WATER MAINS, REQUIRING THE HOOKING UP
OR CONNECTIONS WITH SEWER AND CREATING A LIEN ON PROPERTY WHERE THE CITY M1K ES
CONNECTIONS OR HOOK UP: CREATING A REVOLVING FUND: AND REGULATING THE INSTALLATION
AND USE OF SEPTIC TANKS, CESSPOOLS AND OUTSIDE TOILETS. Adopted by the council
January 20th, 1948, on January 27th, 1948 Honorable Mayor W.A. Nelson filed a
veto with the City Clerk reading as follows:
To The City Council
�rI am hereby vetoing Ordinance Number 612, for the reason, that since it will be
necessary to have engineering advice on all problems mentioned in this Ordinance
and must also be approved by the State Department of Health and the State
Polution Control Commission.
I believe that the intent of this Ordinance has been good but, in view of the
statements made at the previous Council Meeting, there will no doubt have to be
some changes in our plans. Can see no reason why we should put an additional
Ordinance on our books in view of the fact that in a short time we would un-
doubtedly have to make further amendments.
It would seem that the soundest course to follows would be to await the completed
report of Sohn W. Cunningham and Associates and upon approval also of the state
departments, that we then adopt a sound and legal plan for expansions.

Motion made by Lake seconded by Beck that the Mayors veto be accepted, motion
carried.
REPORTS OF COMMITTEES:
STREET COMMITTEE CHAIRMAN states that three houses are going to be built in
the vicinity of 13th and Bonneville, they want streets graded through, motion
made by Hostetter that when permits are issued for buildings that streets be
graded, motion seconded by Glasow, motion carried.
SWIMMING POOL: Plans on park and call for bids on equipment to be presented
by Malony with in a short time.
ADJOURNMENT:
Motion made by Overlie seconded by Hostetter that the meeting adjourn to
Tuesday, February 17, 1948, 8:00 o'clock P.M., motion carried.
