CALL TO ORDER:
Meeting called to order at 8:00 o'clock P.M., Honorable Mayor W.A. nelson,
ROLL CALL:

presiding.
By clerk, councilmen present were John Beck, Art Glasow Or., Chas. Grigg,
A.T. Hostetter and C.R. Wallis, H.G. Lake and T.G. Overlie arrived late; D.W. Zent
City Attorney was present.
READING OF THE MINUTES:
Minutes were read':: and approved for meeting held December 16th and 20th, 1947;
Januvey 6th and 12th, 1948.
REGULAR ORDER OF_BUSINESS SET ASIDE by unanimous consent.
ANNEXATION AVERY'S PROPERTY:
'Vir. Avery presented a copy of a plat showing 40 acre piece of property, proposed
plat, motion made by Beck seconded by Overlie that City plat of Averys Addition
be accepted by the Mayor and Council when submitted in proper form, motion carried
by roll call vote of six (6).
TRAFFIC SUGGESTIONS BY E. JARRARD:
Mr. Jarrard suggests that traffic signals be placed on 5th & Lewis and 3rd &
Lewis, also that lights be adjusted so traffic can go straight through; Columbia
Street an arterial from lst to 10th; Clark an arterial from 1st to 10th; Street
drain should be placed between Columbia and Lewis at the alley on 5th, consideration
to be given.
SEWER EXTENSION TO BLOCKS 2 and 3 PASCO LAND CO'S SECOND ADDITION:
Mr. Coy Eller requested that sewer extension be made to serve property in -Blocks
One and Two, owned by seven (7) persons, they are willing to pay the 100 per front
foot,.motion made by Beck that upon the property owners in Block two depositing
$1.00 per front foot; Mr. Ellers and 'ter. Phillips paying $1.00 per front footage
in Block three, that the water manager be instructed to extend the sewer to 10'
North of the Southerly side of Block three, motion seconded by Lake, amount in
total $620.00, motion carried by roll call vote of seven (7).
ORDINANCE NO. 613:
AN ORDINANCE DEFINING CERTAIN OFFENSES AGAINST PEACE AND GOOD ORDER, FIXING THE
PENALTY THEREFORE, AND.REPEALING ALL OF ORDINANCE NO. 287, AND OTHER ORDINANCES
OR PASTS OF ORDINANCES IN CONFLICT HEREWITH.
Several people were present with Mr. Gaffney and Carlton Smith to pretest against
the passing of this Ordinance, they were informed that the Ordinance had been
tabled for more information.
RELIABLE CABS: PARKING METER SPACE:
An application was presented by the Reliable Cab Co. for two meter spaces at
215 W. Lewis, motion made.by Beck seconded by Overlie that they be allowed two
meter spaces at 215 W. Lewis, subject to approval of Mortons Cafe, motion carried.
MR. MERRICK: spoke relative to taxi service and suggested that an Ordinance be
introduced limiting taxis and referred to Public Service Commission, he was
representing the.'original companies.
REGULAR ORDER OF BUSINESS RESUMED: by unanimous consent.
RECREATION BUILDING:
A letter was read from Hal Holmes and L.R. Durkee withreference to the purchase
of the U.S.O. Building.
ROGERS WHEAT FIRE:
A letter was read from pity tittorney DW. Zent stating an amended complaint had
been filed and an offer made to settle for $100.00, claims Committee to consider.
LITTLE PASCO WATER LINE EASEMENT:
A letter was read from the War Department stating consent of the council to
leaving the access road and water line intact whithout necessity of removal
thereof, was needed before cancellation of easement, E.W. Newman conveyed to the
council information obtained from the Northern Pacific Ry. Co. and real estate
officer of the District Engineers office, no action was taken by the council at
this time.
NAVY PRIVATE SEWER LINE:
A letter was read from Thirteenth Naval District returning revocable permit
signed for the city files, permission to install, maintain and operate was
granted.

JOHN W. CUNNINGHAM'S VOUCHER: for progress payment on sewer extensions in the amount
of $1,500.00, only $1,082.80 remains in the Sewer Extension Fund, motion made
by Beck seconded by Overlie that this amount be taken out of 1947 water
department engineering expense, motion carried by roll call vote of seven (7).
SWIMMING POOL -NORTHWEST FILTER COMPANY:
The Swimming Pool Emergency Fund and budget have been exhausted, leaving $769.05
still due the Northwest Filter Co., motion made by Hostetter that balance in the
amount of $769.05 be paid from the 1948 Swimming Pool Budget, motion seconded
by Beck, carried by roll call vote of seven (7). Returihing certified check
in the amount of $643.35 was recommended by Engineer lAalony, motion to so do was
made by Grigg seconded by Leck, motion carried.
BROWN SAND & GRAVEL: deposit,check in the amount of $64.25 was authorized
returned, motion so made by Grigg, seconded by Lake and carried.
J.D. PETTUS (REFUND):
Request for refund of taxi license fee in the amount of $15.00 account changing
his mind, does not intend to operate a taxi, motion made by Grigg seconded by
Overlie authorizing refund, motion carried by roll call vote of seven (7).
VINCE EDWARDS (REFUND):
Mr. Edwards request a refund of his license fee in the amount of $2.50 account
not being allowed to canvas from door to door, motion made by Grigg seconded by
Overlie authorizing the refund, motion carried by roll call vote of seven (7).
GEORGE H. SMITH ( REFUND) i
Mr. Smith paid a three dollar deposit on a building code bookri! no* he has returned
the book and requests a refund, motion made by Grigg seconded by Lake authorizing
the refund, m6tion carried by roll call vote of seven (7).
REPORTS FROM COMMITTEES:
COMMISSION FORM OF GOVERNMENT: recommended, motion made by Lake that the City
Attorney go into all the details and advise the council, motion carried by Beck,
carried.
SWIMMING POOL: Hostetter reports electrical connections have been made.
RECREATION HALL: renting to Tri -City Kiwanis to put on a show for Welfare
groups for a flat rent of $11:00, motion made by Beck that the City attorney and
Overlie work up an amendment to Recreation fee Ordinance, motion withdrawn,
motion made by Grigg seconded by Glasow that we waive $15.00 fee on Tri -City
Kiwanis show to be held March 15th for charity, motion carried by roll call vote
of seven (7).
STREET COMMITTEE RECOMMEND cutting and gravel a road through to Jones property
from the Swimming Vool, motion made by Overlie seconded by Grigg to accept
the recommendation, motion carried.
WATER COMMITTEE:
Water service to Block 23 and 24 Helms Second Addition, motion made by Hostetter
seconded by Grigg that water be extended as needed, complying with ordinance No.
612,.motion carried. Requested by Sherwood & Roberts to serv&.a housing project.

READING OF RESOLUTIONS AND ORDINANCES:
ORDINANCE NO. 611: ANNEXATION OF ANERY'S PROPERTY ON EAST LEWIS:
AN ORDINANCE PROVIDING FOR THE ANNEXATION TO THE CITY OF PASCO OF LAND HEREINAFTER
DESCRIBED, motion made by Grigg seconded by Beck that Ordinance No. 611 be given
the third reading, motion carried. Ordinance No. 611 was read, motion made by
Overlie seconded by Grigg that.Ordinance 611 has been given the third reading,
motion carried, motion made by Overlie seconded by Lake that Ordinance No. 611
be adopted, motion carried by roll call vote of seven (7),.
ORDINANCE NO. 612:
AN ORDINANCE PROVIDING FOR THE EXTENSION OF SEWER LINES AND LATERALS AND WATER
MAINS, PROVIDING THE MANNER OF PAYMENT OF SAME, FIXING RATES OF PAYMENT FOR
HOOKING UP OR CONNECTING WITH SEIATER AND WATER MAINS, REQUIRING THE HOOKING UP OR
CONNECTIONS WITH SEWER AND CREATING A LIEN ON PROPERTY WHERE THE CITY MAKES
CONNECTIONS OR HOOK UP: CREATING A REVOLVING FUND:A ND REGULATING THE INSTALLATION
AND USE OF SEPTIC TANKS, CESSPOOLS AND OUTSIDE TOILETS.
Motion made by Hostetter that Ordinance No. 612 be given the third reading as
amended, motion seconded by Glasow, carried, motion made by Beck that Ordinance
No. 612 be amended, line 4, section 1, read, "lateral extension; line 5, lateral
be added before the work extension; line 12 per&od of (10) years instead of five
(5); line 13 period of (10) years instead of five (5); Section 2, line 3 to read
one hundred (100) instead of two (2) hundred; Section 4, line 3 to read one (MOO)
hundred instead of two (200) hundred; Section 3, line 5, if payments are made
within thirty (30) days after notice, to follow, follow the word greater, motion
seconded by Hostetter and carried, Ordinance No. 612 was read, motion made by
Hostetter seconded by Wallis that Ordinance No. 612 has had the third reading,
motion carried, motion made by Hostetter seconded by Wallis that Ordinance
No. 612 be a dopted, motion carried by roll call vote of seven (7).
RESOLUTION N0. 290: ((REPAIR TO FIRE TRUCK)
To pay $1,500.00 fvom the 1947 budget not itemized but remaining in the budget,
motion made by Grigg seconded by Hostetter to adopt Resolution No. 290, motion
carried by roll call vote of five (5), Overlie and Lake were excused.
STATE HEALTH & POLLUTION CONTROL: commission Representatives:
Mr. Eiffert and Mr. Taylor discussed sewer extensions and sewage disposal plant
with the council, they state that owiftg to McNary Dam developments it will be
necessary to construct a sewage treatment plant in the near future, sewer
extensions, sewage treatment and financing referred to as an over all plan when
this set up by an engineer and submitted to the, State Haalth Department it was
expected that approval for further sewer extension could be granted. Motion made
by Beck that John W. Cunningham & Associates to make an overall survey of sewer
system, sewer disposal and financing of same, motion seconded by Hostetter,
carried by roll call vote of five (5).
ADJOURNMENT:
Motion made by,nostetter seconded by Beck that the meeting adjourn to Tuesday
8:00 o'clock P.M., February 17, 1948.
