CALL TO ORDER:
Meeting called to order at eight o'clock P.M., Honorable Mayor W.A. Nelson
presiding.
ROLL CALL:
By Clerk, councilmen present were John Beck, Art Glasow Jr., Chas. Grigg,
A.T. Hostetter, H.G. Lake, T.G. Overlie and C.R. Wallis, City Attorney D.W. Zent
was also present.
REGULAR ORDER OF BUSINESS SETA SIDE: by unanimous consent.
APPOINTING COMMITTEES FOR THE YEAR 1948: motion made by Beck seconded by Lake
that the committees stand as appointed for the year 1947, motion carried.

PUBLIC HEARING: on -annexing, A.H. Averys property to the City of Pasco was heard
at this time, property described as follows: t
The Southwest quarter (SWI) of the Northeast Quarter
(NE4), Section Twenty-eight (28), Township Nine (9)
North, Range 30, E.W.M., in Franklin County, Washington.
No protests were made.
ORDINANCE NO. 611:
AN ORDINANCE PROVIDING FOR THE ANNEXATION TO THE CITY OF PASCO OF LANDS HEREINAFTER
DESCRIBED.
Motion made by Beck seconded by Lake that Ordinance No. 611 be given the first
reading, motion carried; Ordinance No. 611 was read, motion made by Beck seconded
by Overlie that Ordinance No. 611 has been given the first reading, motion
carried; motion made by Overlie seconded by Lake that Ordinance No. 611 be given
the second reading by title only, motion carried, Ordinance No. 611 was read by
title, motion made by Glasow seconded by Beck that Ordinance No. 611 has been
given the second reading by title only, motion carried.
CHAMBER OF COMMERCE:
Hill Williams, Secretary of the Chamberof Commerce spoke of the Chamber of Commerce
favoring the annexation of all Districts. Reference was made to letter and
Resolution; Mr. Wendell Brown also spoke on annexation, water and sewer extensions
to out lying areas as there are not too many sites left, he suggests that the
engineering, legal procedures and financing all be embraced in cost of Sewer
Extensions, that all consumers pay same charge, following a discussion, motion made
by Hostetter seconded by Grigg that Ordinance No. 612 be given the first reading,
,-motion carried.

ORDINANCE NO. 61x:
AN ORDINANCE PROVIDING FOR THE MENTIONS OF SEWER TRUNK LINES, LATERALS AND
WATER MAINES, ESTABLISHING THE PAYMENT AND CONDITIONS OF SAME, THE "EARMARKING"
OF $1502000.00 FOR CONSTRUCTION OF SEWER DISPOSAL PLANT: THE CREATION OF A SEWER
FUND FOR FUTURE EXTENTIONS AND THE LEVY OF $1.00 PER MONTH UPON EACH HOME AND
COMMERCIAL BUILDING FOR THE CONSTRUCTION OF SEWER DISPOSAL PLANT. was read,
motion made by Hostetter seconded by Overlie that Ordinance No. 612 has been given
the first reading, motion carried, Beck voting "no", City Attorney stated the
Ordinance was introduced for discussion following the discrossion this was turned
to the Water and Sewer committee.
MR. PITCHER: wishes to know if there is a possible chance of getting water and
sewer service at the point.. North of State Department office, motion made by Beck
that any one out side of city limits adjacent city water lines be served at double
city rates, subject to revocable permit, motion seconded by Grigg, motion carried
Water Committee to work this out with the City Attorney.
TAXI CABS-CASS. UTZ AND BUNCH:
Local taxi cab operators object to more Taxi Companies being issued a license.
City Attorney states the Taxi Ordinance would have to be changed limiting the
number of taxis. A complaint was made that the new cabs were not complying with
the Ordinance. Police and license committee to report back at next regular meet-
ing.
BROWNINGS BUILDING AT NIXON AND 3RD:
Mr. Olsen requested permission for '"r. Browning to reopen a retail store at the
aforesaid location which is in R-1. Mr. Muscatell and Mr. Fair, living close
to the building objected account bad condition odbuilding and rats, this was
turned to the Planning Commission.
COLUMBIA RIVER ADDITION (200 homes):
A letter and plat was read from E.T. Churchman asking that the property in
Columbia River Addition be considered for annexation soon as legally possible.
FILTRATION PLANT:
Mr. Rice states the plant is 60% completed at this time.
PARKING METERS
McKibbin spoke of removing eight meters at the intersection of third and Lewis,
this would take care of parking space requested by Bux for bank deposit purposes,
meters are now placed too close to the corners according to state law, the
council concurred with the chief; the need for painted lines to assist with
traffice was also mentioned.
KARL KRUDWIU: spoke of the need of sewer service west of the swimming pool and
north of the present new housing project, this was turned to the water and
sewer committee, they will meet Thursday, 7:30 08clock P.M..

Motion made by Beck to accept H. Earl Clacks bid on gasoline of .177, motion
seconded by Hostetter, carried by roll call vote of six (6), motion made by Beck
seconded by Hostetter that Richfield Oil Corporation be awarded the diesel oil
bid of .1145, motion carried b� roll call vote of six (6).
SEWER EXTENSION BIDS:
One bid was received, opened and read as follows:
E.M. Brown for Brown Sand & Gravel Co. Total bid $10306.50
Motion Made by Beck seconded by Lake to hold up decision until Monday, Jan-
uary 12, 1948, motion carried.
NORTHWEST FILTER COMPANY'S voucher in the amount of $12,467.12 is being held
up for Malonys signature.

W.E. BUNCH -TAXI METER SPACE:
An application for meter space at 3232 W. Lewis was read, motion made by Beck
seconded by Hostetter that a renewal of meter space for taxi be issued, motion
carried.
RECREATION HALL -SKY CLUB (LICENSE APPLICATION):
An application for license presented by Roy Stokely to operate the sky club was
read, motion made by Hostetter seconded by Grigg that the license be issued,
motion carried.

REPORTS FROM COMMITTEE:
STREET COMMITTEE RECOMMENDATION: that stop lights be placed at the following
locations -1st 6c Lewis, 2nd & Lewis, 3rd & Lewis, 5th & Lewis, 1st & Clark and
3rd & Clark, also recommend that the stop light at 4th & Lewis be replaced by
corner lights. McKibbin spoke about getting a state engineer ,to take traffic
count and make recommendations.'
UNUSED:
SIDE WALK DRIVE WAYSY The committee recommend that property owners be requested
to build walks back and replace curbs, motion made by Glasow seconded by Wallis
to accept the recommendation, City Clerk to notify persons responsible, names and
information to be furnished by John Beck.
UNION OIL STATION: should be notified to install a drainage for waste water,
motion made by Overlie seconded by Hostetter to accept recommendation and that
the City Clerk so notify Ernie Jarrard at Fifth and Lewis.
READING OF ORDINANCES AND RESO-LUTIONS:
RESOLUTION NO. 289:
Authorizing the Chief of Police to employ.three additional men to the Police
force as permanent policemen, motion made by Urigg seconded by Glasow that
Resolution No. 289 be adopted, motion carried by roll call vote of seven (7).
ORDINANCE NO-. 610:
AN ORDINANCE PROVIDING FOR THE ISSUANCE AND SALE OF WATER REVENUE BONDS IN THE
TOTAL PRINCIPAL SUM OF $200,000.00 TO PROVIDE FUNDS FOR THE PAYMENT OF THE COSTS
OF CERTAIN IMPROVEMENTS, ADDITIONS AND BETTERMENTS TO THE EXISTING WATER SYSTEM
OF THE CITY OF PASCO, NAMELY, THE ACQUISITION, CONSTRUCTION AND INSTALLATION OF
A WATER FILTRATION PLANT AND FACILITIES AS PROVIDED IN ORDINANCE ITO. 579, PASSED
AND ADOPTED SEPTEMBER 17, 1946, ADOPTING A PLAN THEREFOR AND DECLARING THE ESTI-N,
MATED COSTS THEREOF AS NEAR AS MAY BE DETERMINED, THE EXACT FORM, DATE OF MATUR-
ITIES AND .OTHER DETAILS OF THESE REVENUE BONDS TO BE HEREAFTER FIXED BY THE CITY
COUNCIL: PROVIDING FOR THE EVENTUAL CREATION AND ESTABLISHMENT OF A SPECIAL FUND
TO PAY THE PRINCIPAL AND INTEREST OF SUCH BONDS.
