CALL TO ORDER:

Meeting called to order at 8:00 o'clock P.M., Honorable Mayor W.A. Nelson
presiding.
ROLL CALL:
By clerk, councilmen present were John Beck, Art Glasow Jr., Chas. Grigg,
A.T. Hostetter, H.G. Lake, T.G. Overlie and C.R.Wallis, City Attorney D.W. Zent
was also present.
READING OF'THE MINUTES:
Minutes of the previous meeting were read, motion made by Beck seconded by
Grigg that one ommition pertaining to 1Y1r. Hayletts oral report be made a part
of the records as follows (the reason why building ordinances were nosh enforced
on the East side, account being instructed by former Mayor Johnston and council
to go easy on redidences on the. East side) this to be an amendment to Hayletts
statement on Page 1932, minutes of November 18, 1947, motion carried, minutes
approved as amended.
REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent.
BUSINESS LICENSE APPLICATION -RECREATION ROOM -205 W. LEWIS (L.J. Gress):
An application presented by idr. Gress to operate The Savoy Recreation Room for
colored people at 205 W. Lewis was read, following a short discussion motion made
by Hostetter seconded by Beck that this request be denied on roll call, Beck, Grigg,
Glasow and Hostetter voted "yes", Lake and Wallis voted "no".. Overlie not
voting, motion carried, City Attorney stated that he finds nothing in Ordinance
whereby this license can be denied, the location is in proper zone, can see no
grounds for denial.
BUSINESS LICENSE APPLICATION -APEX, 217 W. LE1IS (J.P. Hummel):
An application for license to operate the Apex Tavern was presented by ivIr. J.P.
Hummel and read, motion made by Hostetter that the Apex license be denied, motion
seconded by Glasow on roll call Beck not voting, Glasow "yes", Grigg not voting,
Hostetter "yes", Lake "no", Overlie not voting, Wallis not voting, motion lost.
SEWER CONNECTION MCPEAKS BUILDING ON 5TH NEAR CLARK:
JOHN MILLER contractor requests to hook on sewer line running through McPeaks
property and tieing in to trunk in alley, Grigg recommends McPeak be allowed to
hook on to sewer line that crosses his property and also suggests that he pay
$50.00 connection fee, motion made by Overlie seconded by Lake to accept the
recommendation, motion carried.
MRS. C. ROUGUST AGAIN REQUESTS TO RENT'GARAGE:'
Mrs. Rougust requested that an exception be made of her request by the council
and allow the renting og a garage for a dwelling, Ivir. i4ewman wishes to proceed
according to the Ordinance (asked council to so do, this was granted).
E.R. WALLACE (COLORED):.discussed sanitary conditions on the east side and the
desire for water and sewer service on property owned by him at East "A" and Elm,
Blocks 3 and 9, tan families are purchasing dwelling sites from him, they
agree to sign up andpay all costs of water pipe installations, installing septic
tanks was questioned, this to be taken up at Health Meeting, December 3, 1947
CUTTING CURB (E. JARRARD):
Mr. Jarrard spoke relative to cutting curbs for garage service on North 4th
between Bonneville and Shoshone, motion made by Beck that !r'r. Haylett be in-
structed to issue permit to cut curb for garage approximately 20 feet, motion
seconded by Lake, carried so ordered. ,
, TREES:(R. RIGGS):
Mr. Zent reports that there are seven or eight trees on Mr. R. Riggs property
at West Lewis and Fifth, he would like to have them removed, motion made by
Grigg seconded by Hostetter that this be turned to the Street Department, motion
carried.
OPENING AND GRADING MOUND, DAKOTA AND INDIANA:
A request was made that Mound and Dakota be graded and graveled and Indiana
be opened to South Dakota, this was turned to the Street Department.
REGULAR ORDER OF BUSINESS RESUMED by unanimous consent.
BILLS:
Current bills against the city were read as follows, motion made by Beck that
all bills properly signed and approved be paid, motion sedonded by Grigg, motion
carried by roll call vote of six (6)0 Hostetter was out of the meeting at this
time.
Vouchers withheld -purchases made by the Recreation Department, Sigman Food Store
4.83, X.L. Donuts $4.12, Thriftway :Store $2.10, total $7.05, motion made by
Grigg that these be paid with the understanding that no more food be purchased,
motion seconded by Lake, motion carried by roll call vote of seven (7).

COMMUNICATION:
PETITION FOR ANNEXATION (A.H. AVERY):
A letter was read from Ivan Merrick submitting a petition to annex 40 acres
adjacent the city limits to the east just North of Lewis Street, the S.W. 4
of the N.W. 2, Section (28) Township 9, North, Range 30 E.W.M. in Franklin
County Washington, motion made by Beck seconded by Overlie that this be turned
to the Planning Commission, motion carried. -
STREET PROGRAM.9 REPORT TO ENERIM COMMITTEE: read by Beck this is to be presented
to the Fact Finding Committee of highways.
REPORTS FROM COMMITTEES:
MEMORIAL PARK PLAN:
A sketch of grades and elevation is needed for park development, Rector not
going ahead with the work, Mr. Malony might set up a sketch, motion made by
Overlie seconded by Glasow that the City Clerk notify Mr. Rector that his
services are no longer required, motion carried.
MEMORIAL PARK COMMITTEE:
Park development Fund for donations,we have on hand $5.00 donated by the Camp
Fire Girls toward purchasing trees, shrubs, etc. for Memorial Park. Setting
up a committee was discussed, motion made by Beck seconded by Overlie that
the Mayor appoint a Memorial Park Committee to handle donations and create a
fund, motion carried. Appointments from civic groups was mentioned.
EAST SIDE SEWER: (Block 13-A.M. Wehe's 1st Addition):
John W. Cunningham & Associates letter of November 17th relative to sewer
extension pfofileo and costs was reviewed, motion made by Beck that the Water
Manager be instructed to construct a service between North Sycamore and Elm up
alley extending.60 feet from East Lewis to the North -approximately 120 feet,
Water Managers estimate of costs under $500.00 by day labor; Mr. Little to pay
4100.00 plus front footage, Mr. Smith to pay front footage, total of $400.00 to
be paid to the City Treasurer before construction is -started, motion seconded by
Lake, carried by roll call vote of seven (7).
SEWER UP ALLEY BETWEEN NORTH BEACH AND NORTH WEHE, BLOCK 2:
Specifications are expected at this time from John W. Cunninghams& Associates �r
office setting up call for bid, motion made by Grigg seconded by Overlie that
the City Clerk be authorised to publish call for bids when received from John
W. Cunninghausoffice on sewer between Alvina ah -d George; Beech and Wehe
extension of approximately 560 feet; on roll call vote Beck, Glasow, Grigg,
Lake and Overlie voted "yes", Hostetter and Wallis voting "no", motion carried.
BUILDING INSPECTOR CHANGE:
Opinion rendered by City Attorney was mentioned, City Clerk to look up this
opinion.
BONDS $200,000. REVENUE BONDS:
Changing bond delivery date from January 1, 1948 to March 1, 1948 was requested t
by Geo. Kinnear, motion made by Beck seconded by t'ostetter that the time be
changed by Resolution from January 1, 1948 to March 1, 19480 City Clerk to so
advise Graves,,Kizer and Graves, motion carried.
JOHN W. CUNNINGHAM & ASSOCIATE (ENGINEERS) TO PREPARE A PROSPECTUS: motion made
by Hostetter that John W. Cunningham & Associates be instructed to prepare a
survey of the City Water Department for the purpose of acquainting prospective
bond purchasers with the system, motion seconded by Wallis, carried by roll call
volae of six (6). Glasow was -out of the Chamber.
POWER SHOVEL WATER DEPARTMENT:
Motion made by Overlie that the Water Manager set up specifications on call for
bids on a power shovel bids callable January 6, 1948, motion seconded by Lake,
carried so ordered.
LEGAL ADVERTISING (CALL FOR BIDS):
Motion made by Overlie seconded by Grigg to call for bids on legal advertising,
bids callable December 16, 1947, motion carried.
GASOLINE AND OIL (CALL FOR BIDS):
Motion made by Overlie that we call for bids on gasoline and oil, callable
December 16, 1947, motion seconded by Lake, carried.
RESOLUTIONS:
RESOLUTION NO. 284:
Authoririg the Director of highways to make deductions for snow plow and sanding
highway, amount not to exceed $175.00 for two years. motion made by Overlie
seconded by Lake that Resolution No. 284 be adopted,.motion carried by roll
call vote of seven (7).

RESOLUTION NO. 285:
A Resolution was read to cancel three warrants of long standing, clerk unable
to locate persons warrants were made out to, motion made by Lake seconded by
Glasow that Resolution No. 285 beuadopted, motion carried by roll call vote of
seven (7).
RESOLUTION NO. 286:
A Resolution to give an encroachment permit to The Richfield Oil Corp. on a
40 foot strip, 400 feet in length for the use of their trucks, cars and other
equipment or machinery so.long as the sane is used for &il storage, garages,
wholesale purposes, filling stations and other matters in connection with the
storage and handling of gasoline and oil, motion made by Beck seconded by Overlie
that Resolution No. 286 be adopted, motion carried by roll call vote of seven (7).
ORDINANCE NO. 605:
AN ORDINANCE VACATING THE ALLEYS IN BLOCK 158, IN PASCO LAND COMPANY'S FIRST
ADDITION TO PASCO. motion made by Hostetter seconded by Beck that Ordinance No.
,605.be given the third reading, motion carried, Ordinance No. 605 was read,
motion made by Lake seconded by Overlie that Ordinance No. 605 has been given the
third reading, motion carried, motion made by Grigg seconded by Overlie that
Ordinance No. 605 be adopted, motion carried by roll call vote of seven (7).
ORDINANCE NO. 606:
AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT OF A BUREAU OF FIRE PREVENTION,
PROVIDING OFFICERS THEREFORE AND DEFINING THEIR POWERS AND DUTIES, AND PRE-
SCRIBING REGULATIONS FOR FIRE PREVENTION AND LIFE SAFETY IN CONNECTION WITH
HAZARDOUS MATERIALS AND PROCESSES. motion made by Lake seconded by Hostetter
that Ordinance No. 606 be given the third reading, motion carried, Ordinance
No. 606 was read, motion made by Beck seconded by Hostetter that Ordinance
No. 606 has been given the third reading, motion carried, motion made by Glasow
seconded by Overlie that Ordinance No. 606 be adopted, motion carried by roll
call vote of seven (7).
ORDINANCE NO. 608:
AN ORDINANCE ESTABLISHING AND CREATING A COMMERCIAL ZONE C-2 DISTRICT BETWEEN
CERTAIN PROTIONS OF 3RD AND 2ND STREETS AND REPEALING ALL ORDINANCES OR PARTS
OF ORDINANCES IN CONFLICT THEREWITH. motion made by Lake seconded by Overlie
that Ordinance No. 608 be -given the third reading, motion carried, Ordinance
No. 608 was read, motion made by Lake seconded by Overlie that Ordinance No. 608
has been given the third reading, motion carried, motion made by Grigg seconded
by Lake that Ordinance No. 608 be adopted, motion carried by roll call vote of
seven (7).
ORDINANCE NO. 609:
AN -ORDINANCE GOVERNING AND REGULATING PEDDLING WITHIN THE CORPORATE LIMITS OF
THE CITY OF PASCO, ESTABLISHING LIftNSE FEES AND PROVIDING A PENALTY FOR THE
VIDLATION THEREOF. motion made by Lake seconded by Grigg that Ordinance No. 609
be given the third reading, motion carried, Ordinance No. 609 was read, motion
made by Beck seconded by Overlie that Ordinance No. 609 has been given the third
reading, motion -carried; motion made by Beck seconded by Glasow that Ordinance
No. 609 be'adopted, motion carried by roll call vote of six (6). Hostetter
voting "no".
MISCELLANEOUS:
RATS COMING INTO NAVY HOMES:
I.t was thought the rate were coming in from the city dump changing to sanitary
` fill system was discussed, Hostetter, Overlie and Wallis to give this some study
and bring in recommendations, Health Department will clean up trailer and cabin
camps with the backing of the council.
CHRISTMAS TREE:
The Junior Chamber of Commerce erecting a 20' Christman tree would like'a little
assistance from the Street Department, no action taken.
NO BID ON LAMP PURCHASES: Calling for bids on the purchase of lamps for the
city was discontinued, without dissent.
ADJOURNMENT:
Motion made by Hostetter seconded by Overlie that the meeting adjourn to next
regular meeting December 16th, 1947, eight o'clock P.M., motion carried.
