CALL TO ORDER:
18. 1947
Meeting called to order at eight o'clock P.M.,. Honorable Mayor Walter A. Nelson
presiding.
ROLL CALL:.
by Clerk, councilment present were JohnBeck, Art Glasow Jr., Charles Grigg,
A.T1. Hostetter, H.G. Lake, T.G. Overlie and C.R. Wallis, City Attorney D.W. Zent
was absent.
REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent.
AUTOCOURTEAST SIDE (SMITH):
Mr. C.L. Smith is building an auto court on East Lewis; Sycamore and Alvina, are
not graded through, to do this would necessitate grading about a block and a half
of street, he also madeinquiry about sewer service, motion made by Grigg.seconded
by Glasow that this be turned to the Street and Sewer Committees for investigation
and report, motion carried, a letter from Mr. Smith regar4ing the above situation
was read.
COLORED POLICE SERVICE ON FAST SIDE:
J.P. REED (Colored): asked for better police protection on the East Side, though
a colored policeman would better conditions no action was taken, a discussion
about location of a "buAiness center", extended water service and sanitation
was"quite general, water extension turned to the Water Committee and Manager
to work in concurance with the Planning Commission.
BUSINESS LICENSE PHOTO SHOP (DENVER HOTEL PORCH):
Harold Bradleys application to operate a photo shop at the Denver Hotel was read,
motion made by Beck that Bradley operate on his receipt until report is turned in
by license committee, December 2nd, motion seconded by Glasow, carried.
SEWER EXTENSION -EAST SIDE:
Cecil Combs states he is building a home on the East side, would like to know
about obtaining sewer service, he was advised that john W. Cunningham & Associates
are.making a survey, profiles, estimates, etc., Mr. Zledlhack was present and
said --this report could be made in about a month. Mr. Combs was also interested
in.why R-2 zoning regulations were not being complied with on the east side, a
general discussion followed on the control of the erection of shacks and trailers,
motion made by Overlie that the Building Committee be empowered to work with the
City Attorney in drawing up an Ordinance changing building inspector to Fire
Department, motion seconded by Glasow, carried by roll call vote of six (6), Wallis
not .voting.
SEWER EXTENSION PROFILE AND COSTS (EAST SIDE):
A lettervwas read and profile presented from John W. Cunningham & Associates
office stating costs on extension in alley between North Elm and Sycamore from
Lewis.to East Alvina-456 feet,cost $1,750.00, to extend through the lower
120 feet to extend 64 feet North of property line to•Lewis would cost �•_
approximately $500.00. rAption made by Beck that John W. Cunningham & Associates
office be authorized to prepare specifications on call for bids for sewer
extension 120 feet North of Lewis between Elm and Sycamore, also, alley between
North Beach and Wehe, Alvina and George one block, motion seconded by Glasow
carried by roll call vote of seven (7).
,I FILTRATION EQUIPMENT BIDS CLEAR WATER VXLL LEVEL INDICATOR:
Motion made by Overlie that Hugh G. Purcells bid on gage of $91.00 be accepted,
j as recommended by John W. Cunningham & Associate#, motion seconded by Beck,
carried so ordered.
i STRAINERS: Motion made by Overlie seconded by Hostetter that Roberts Filter
Manufacturing Cots. bid of $76.16 plus freight as recommended by John
W. Cunningham & Associates be accepted, motion carried.
PUMP GATE & CHECK VALVES:
Motion made by Beck seconded by Hostetter that Rensselaer Valve Cots bid of
$2,997.75 as recommended by John W. Cunningham & Associates be accepted, motion
carried.
HOIST.:. Motion made by Beck seconded by Wallis that Readings bid of $505.00 plus
freight less 15% as recommended by John W. Cunningham & Associates be accepted,
motion carried.
BUSINESS LICENSE -CLEANING (Donald C. Varney):
An application for business license presented by Mr. Varney to operate a cleaning
!! business from Brenner Camp, West Kennewick Avenue, Kennewick, Wash., motion made
by Hostetter seconded by Lake that the license be granted, motion carried.

REGULAR ORDER OF BUSINESS RESUMED by unanimous consent.
READING OF THE MINUTES: ..
Minutes of the meeting held October 21, 1947 and November 4, 1947 were read and
approved.
COMMUNICATIONS:
ELECTRIC HEATERS (PASCO AIR PORT):
A letter from J.S. Tracy, Captain, U.S.N., 13th Bistrict was read regarding the
use of eight (8) electric heaters, motion made by Beck seconded by Grigg that
the Mayor be authorized to sign revocable permit, motion carried.
COMPLAINTS (BAUMGARDNER):
A letter was read from F.W. Baumgardner filing a complaint of short measure on
wood from the.;Madison Lumber Co., the'need of street lights in Parkside and
reckless driving on the Streets, lack of cooperation of the Police Department
this was turned to the Chied of Police.
FILTRATION REVENUE BOND ISSUE OF $200,000.00 (Graves, Kizer & Graves):
A letter was read from Graves, Kizer & Graves stating their tee for service and
including final sale and .delivery of bonds to the purchase'�vutheir-tee
be $3,600.00.
RESOLUTION NO. 283:
To employ Graves., Kizer & Graves as special council to prepare necessary
proceedings covering the issuance and sale of bonds, to be delivered on or before
January 1,.1948 and authorizing fee of $3,600.00, motion made by Beck seconded
by Overlie that Resolu-t•ioD No. 283 be adopted, motion carried by roll call vote
of seven (7).
BUSINESS LICENSE APPLICATION (CARL SCHLAGEL):
An application to operate a wrecking business at 225 West Columbia Street
presented by Carl Schlagel-It was brought .out that he intended to salvage cars
through Insurance Companies for this area, motion made by Gi-igg '.Seconded by
Glasow that the license be granted, motion carried.
REFUND (S.L. COLEMAN) COLORED:
Motion made by Beck seconded by Overlib that a refund of $7.50 be granted
Coleman account difference between wholesale license fee and cafe license fee,
motion carried by roll call vote of seven (7).
REFUND OF $65.00 ON BUILDING PERMIT (DAN CARTWRIGHT):
A letter was read from -Mr. Cartwright stating that because of prevailing high
building cost they have abandoned their plans to erect an auto court, motion
made by Grigg, seconded by Beck authorizing the refund, motion carried by roll
call vote of seven (7).
PETITION:
BETTER CONDITIONS FOR COLORED PEOPLE:
A petition signed by eighty (80) interested colored people was read, they are
complaining. about unsanitary condition and segre.gatiorin cafes, living conditions
and health violations were discussed at length, motion made by Beck that Water
Manager bring in recommendation at next regular meeting as to what streets to
run waterpipe down to serve district East of Oregon to Elm between "A" Street
and Helena, size of pipe and approximate cost per foot for installation, motion
seconded by Lake, carried so ordered.
HAYLETT STATES that if it is th wish of the council, any place he finds
tomorrow that does not have a flew will be served a notice for corrdction, if

SPECIAL HOUSING COMMITTEE:
Mayor Nelson asked the council if they desired the continuance of the Housing
Committee, motion made by Beck that the Mayors Special Housing Committee
continue negotiations for temporary tiousing, motion seconded by Overlie, 'I
carried by roll call vote of six (6).
I WENDELL BROWN: spoke on temporary tiousing and the importance, corrections and
cooperation.

CANCELLING WARRANTS:
A letter was read from Lawrence Hubble's office, stating that a Resolution could
be -drawn by the City Attorney.authoring the City Clerk to cancel unclaimed
warrants of long standing, motion made by Beck, seconded by Hostetter that the
City Attorney be authorized to draw up Resolution for cancellation of unclaimed
warrants, motion carried.
CHIEF OF POLICE A.L. McKIBBIN: appeared at the meeting late, he was a sked to
read Mr. Baumgardners letter of complaints, policing problems in general were
discussed.
PUBLIC HOUSING ADMINISTRATION:
Wendell Brown read a letter from The Public Housing Administrationrregarding the
city taking over the Navy Housing property, several items were identified by
numbering, they wish to negotiate with the city as they desir.•e to dispose of the
project, motion made by Beck that the Mayor be authorized to negotiate for
Water and Sewer lines and that the Planning Commission take steps to bring the
Navy H.mes into the City Limits, motion seconded by Overlie,carr.ied s o ordered.
REPORTS FROM OFFICERS:
City Clerk furnished each member a copy of the October budget of all departments.
READING OF ORDINANCES:
ORDINANCE NO. 609:
AN ORDINANCE GOVERNING AND REGULATING PEDDLING WITHIN THE CORPORATE LIMITS OF
THE CITY OF PASCO, ESTABLISHING LICENSE FEES AND PROVIDING A PENALTY FOR THE
VIOLATION THEREOF. motion made by Beck that Ordinance No. 609 be given the
1st reading, motion voted on by roll call, Beck, Lake and Overlie voting "yes",
Grigg, Hostetter and Wallis voting "no". Glasow was out of the room.
ORDINANCE NO. 591:
it AN ORDINANCE PROVIDING FOR THE CREATION OF A BOARD OF PARK COMMISSIONERS, FIXING
THEIR NUMBER AND TERMS OF OFFICE, COMPENSATION OR SALARIES AND DUTIES.
Motion made by Grigg seconded by Beck that Ordinance No. 591 be tabled, motion
carried.
ORDINANCE NO. 605:
AN ORDINANCE VACATING THEA LLEYS IN BLOCK 158, IN PASCO LAND COMPANY'S FIRST
ADDITION TO PASCO. motion made by Overlie seconded by Beck that Ordinance No.
605 be given the first reading, motion carried, Ordinance No. 605 was r ead,
motion made by Overlie(. seconded by Beck that Ordinance No. 605 has been given
the first reading, motion carried, motion made by Lake seconded by Overlie that
Ordinance No. 605 be given the second reading.by title only, motion carried,

ORDINANCE NO. 606:
AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT OF A BUREAU OF FIRE PREVENTION,
PROVIDING OFFICERS THEREFORE AND DEFINING THEIR POWERS AND DUTIES, AND
PRESCRIBING REGULATIONS FOR FIRE PREVENTION AND LIFE SAFETY IN CONNECTION WITH
HAZARDOUS MATERIALS AND PROCESSES. motion made by Wallis seconded by Lake that
Ordinance No. 606 be given the second reading by title only, motion carried,
Ordinance No. 606 was read by title, motion made by Overlie seconded by Lake
,,that Ordinance No. 606 has had second reading by title, motion carried.
ORDINANCE NO. 608:
AN ORDINANCE ESTABLISHING AND CREATING A COMMERCIAL ZONE C-2 DISTRICT BETWEEN
CERTAIN PORTIONS OF 3RD AND 2ND STREETS AND REPEALING ALL ORDINANCES OR PARTS
OF ORDINANCES IN CONFLICT THEREWITH. motion made by Overlie seconded by Lake
that Ordinance No. 608 be given the first reading, motion carried, Ordinance
No. 608 was read, motion made by Lake seconded by Beck that Ordinance No. 608 has
been given the first reading, motion carried, motion made by Lake seconded by
Overlie that Ordinance No. 608 be given the second reading by title only, motion
carried, Ordinance No. 608 was read by title, motion made by Overlie seconded by
