REGULAR MEETING COUNCIL CHAMBER NOVEIATBER 4. 1947

CALL TO ORDER:
Meeting called to order at eight -ten o'clock P.M., Honorable Mayor W.A. Nelson
presiding.
j READING OF THE MINUTES were held up.
POLL CALL:
By Clerk, councilmen present were John Beck, Art Glasow, Jr., A.T. Hostetter,
H.G. Lake, T.G. Overlie and C.R. Wallis, Chanles Grigg was absent, City Attorney
U.W. Lent was present.
BILLS & COMMUNICATIOI:S:
Current bills against the city were read as follows: motion made by Beck that
all bills properly signed and approved be allowed, motion seconded by Glasow,
question McAtee and heaths vouchers in the amount of $1,902.00 and $11,900.00,
Harold Blantons in the amount of $700.00 were discussed and ordered held up,
Sigman Food Store for $.83X, Thriftway Store, $2.10 and H.L. Donuts, $4.12
Recreation Department were also discussed and ordered held up. All other bills
were approved for payment by roll call vote of six (6).

HOUSING (TRAILERS):
ti Mr. Anderson spoke to.the council relative to operating a trailer camp on
Northern Pacific property North of the Depot and near the Parkside Housing
of 200 trawlers (see Committee).
SPECIAL HOUSING COMMITTEE:
At this time the Mayor appointed a Special Housing Committee, Ray Hicks, Chairman,
R.S. Brown, James Leavy, Ray Clark and EarxNewman, motion made by Beck seconded
by Wallis that the appointments be approved, motion carried.
TOPOGRAPHIC MAP:
The Mayor suggested that the city have an aerial survey made showing the con -
jested areas and locations suitable for iteporary housing and trailer units, this
with data on facilities and influx of population would assist in compiling a
report to present to Washington D.C. with a request for Federal Assistance.
The Pacific Aerial Co. in Seattle have been highly recommended, they charge
$25.00 per hour or approximately $8.00 per section, motion made by Glasow
seconded by Beck that the Wayor go ahead and negotiate with I1ennewick on this
survey, also, Pacific Aerial purvey Company, motion carried with no dissent.

One bid was received, opened and read from the Pasco --uto Company as follows:
1 - 1947 Chevrolet 1/2 Ton Pick Up equipped with 5-
6:50x16 - 6 Ply Tires, 4 -Speed Transmission, Oil
Bath Air Cleaner, Oil Filter, Two Reflectors,
Right Hand Tail Light, 51 Plate Battery, vehicle

MRS. C. ROUGUST (PRESENTS PETITION):
Reauest that the zoning Ordinance be changed to permit converting their garage
into living quarters, she, (Mrs. Rougust) presented a petition signed by ten
signers stating they had no objections to them renting a garage. (turned to
Planning Commission for report at next regular meeting).
PLANNING COMMISSION:
This being an issue for the Planning Commission to act upon; it was again
discussed at this time, City Attorney advised that the present appointments not
approved would have to be rejected fefore other names could be submitted,
motion made by Beck to accept the appointment of I.I. Grigg on the Planning
Commission to succeed Alice Hogan for a (6) year term expiring April 7, 1951;
motion seconded by Glasow, carried by roll call vote of six (6). Mayor Nelson
withdrew his appointment of Ray Clark and appointed E.111. Newman to succeed
L.L. Stringham, motion made by Overlie seconded by Wallis to accept the appoint-
ment of Newman to succeed L.L. Stingham (6) year term expiring April 7, 1948,
motion carried by roll call vote of four (4), Hostetter and Lake not voting.
The Mayor withdrew the appointment of Reverend Hatton and a --,pointed Ray Rose
to succeed C.L. Booth (6) year term expiring April 7, 1952" mogion made by
Glasow seconded by Lake to accept the appointment, motion carried by roll call
vote of five (5), Hostetter not voting.
BUILDING INSPECTOR: had some inquiries that were referred to the Planning
Commission.

GkT0GAY TRAILER CAMP (DISSETTE) :
Mr. .Dissette desires to extend his trailer camp across the alleyand requests
,water service, he wishes to install service to fill quoto of trailers in
accordance with facilities as set up by the Ordinance. Water Manager to check
and make agreement with Dissette.
FILTRATION PLANT:
t1r. Rice reports work on filter plant rather quiet at this time.
REGULAR ORDER OF BUSINESS RESUMED: by unanimous consent.
COMMUNICATIONS:
NAVY SEWER:
A letter was read from Captain J.S. Tracy of October 24th, 1947, regarding a
revocable permit of February 28, 1947, granting permission for the City t6
make connections as desired, motion made by Beck that the Mayor be authorized
to sign revocable permit on sewer conncections, motion seconded by Hostetter,
motion carried.
NAVAL AIR BASE:
A letter of October 30,1947 from Captain-J.S. Tracy was read for approval by
the Bureau 6-f Yards & Docks on sub leases favoring J.G. Clifford Unger.echt and
Edward Anacher and School District No. 1, Franklin County, also, that the
Pacific Felephone and Telegraph Co. will operate under a sublease from the City.
CENSUS BOARD:
A letter of appreciation was read from Calvin F. Schmid, Secretary of the
Census Board, he enclosed a chart showing the census of all other cities.
FILTRATION PLANT:
A letter was read from F.S. Zeidlhack submitting records on call for bids
and specifications on equipment.
PETITIONS:
PETITION FOR SEV'IER EI:TENSION WEST END OF CITY:
A petition signed by thirty five (35) signers, was read, requesting sewer
extension to Helms First And Helms Second Addition to Pasco, The Mayor
entertained a motion to turn this petition to the Water & Sewer Committees
to confer with I''vIr. Jaros while he is in the city, motion made by T'allis
seconded by Hostetter accepting the suggested motion, motion carried.

BIDS ON COOK HOUSE EXTENSION:
One bid was received, opened and read from A.J. Haworth stating he would make
alteration and. addition for $1,079.00, motion made by Lake seconded by Hostetter
to accept Haworths bid in the amount of $1,079.00 plus sales tax, motion
carried by roll call vote of six (6).
REPORTS FROM OFFICERS:
RECREATION report of attendance for. October 1947 was read.
FIRE CHIEF'S report for October was read.
WATER DEPARTMENTS report for October was read.
MISCELLANEOUS:
BONDS FOR COMPLETION OF THE FILTRATION PLANT:
The Graves, Kizer & Graves Co. informed the Mayor that their fee for preparing
sale of bonds in the amount of $200,000.00 would be 1,8iol, motion made by
Hostetter seconded by Wallis that Graves, Kizer & Graves be instructed to prepare
call for bids on Water Revenue Bonds, bonds at 1.e% in the amount of $200,000.00
allowable, motion carried by roll call vote of six (6), Mayor to phone their
Seattle office.

HOUSING COMMITTEE:
The Committee recommend sending one deligate to Washington D.C. presenting the
sermous situation regarding the housing problem in this area to Senator
Magnuson.
STREET COTMITTEE:
Beck requested that the council meet with*him and make a survey of the street
oiling job.
J.C. WADE (SEWER):
Mr. Wade made inquiry regarding additional sewer service,'L-,he was referred to
Mr. Jaros with the consulting engineer.
ADJOURNMENT:
Motion made by hostetter seconded by Overlie that the meeting adjourn to next l
regular meeting, Tuesday November 18, 1947, eight o'clock P.M., motion carried. I'
