CALL TO ORDER:
PASCO, WASHINGTON

Meeting called to order at eight O'clock P.M., Honorable Mayor W.A. Nelson
presiding.
ROLL CALL:
By clerk, Councilmen present were John Beck, Art Glasow Jr., Charles Grigg,
A.T. Hostetter, H.G. Lake, T.G. Overlie and C.R. Wallis, also City Attorney
D.W..Zent.
REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent.
MARY ANN BAKERY SERVICE (Milton R. Snow):
Mr. Levy spoke in behalf of the service, letters were read from housewives
desiring this service. An opinion from the City Attorney was read stdting, to
canvas from house to house will not be permitted without first procuring a
solicitors license. A lengthy discussion followed, a motion was made by
Hostetter that Mr. Snow be granted a temporary permit pending amendment of
peddlers. Ordinance, motion seconded by Glasow on roll call vote, Glasow,
Hostetter and Overlie voted "yes", Beck, Grigg and Lake not voting, Wallis
voting "no", City Attorney advised that the motion was defeated account not
carrying a majority vote of members present. Bill Thomas and H. Younker
stated their objections, a committee was appointed to study and consider the
Peddlers Ordinance with the City Attorney, Overlie, Hostetter and Wallis to act.
PETITION SEWER EXTENSION -EAST SIDE:
Apetition signed by seventy one (71) property owners was presented and -read,
requesting sewer service, motion made by Bebk seconded by Lake; -that the Water
Manager employ John W. Cunningham & Associates to study and. make plats, grades
and profiles of that portion of the East Side, South of Lewis to A, East of
Main, propety covered by petitioners, motion carried by roll call vote of five (5),
two voting "no".
APARTMENT HOUSE 8TH & SYLVESTER (BOLIN):
A public hearing called for tl�is date was held, no objections were registered,
motion made by Grigg that permission be granted to Mr. Ted Bolin to erect a five
(5) unit apartment, three (3) facing Sylvester and two (2) facing 8th, motion
seconded by Overlie, carried by roll call vote of six (6).
DR. TUDOR REPORTS:
The Sanitation Committee met, they feel that it is necessary to extend. more water
service to the east side districts now being occupied by colored people. The
authorities of Richland state they will have housing facilities for single men,
2,000 colored people are expected in this area within the next two years. The
Federal Housing Authority was contacted but no assistance could be obtained,
a representative from Ivlr. Epsteins.office will be here in about two weeks. Next
Committee meeting will be hald October 29th. Obtaining funds for expense to
allow the committee to function in trying to get assistance, etc. was presented
to the council, motion made by Glasow that Committee go ahead and function and
that funds be made available. from convention expense monies of approximately
$400.00, motion seconded by Overlie, carried by roll call vote of seven (7).
PAINT SHOP (CHAS. E. BARNES):
Mr. Barnes requested by letter to operate a paint sh op, furniture refinishing
and fixtures at "B" and Vine Streets and erect a display sign. This location
is in Residential i'istrict R-2, following an interview with I'11r. Barnes, motion
was made by Grigg seconded by Glasow that a temporary permit be allowed to
operate a paint and repair shop at "B" & Vine and erect a sign as requested,
on roll call vote the motion was defeated, three voting "yes", Beck, Glasow and
grigg;' Hostetter and Overlie not noting, Wallis voting "no'.", Lake had been
excused.
FILTRATION PLANT:
Mr. Rice reports the construction of the Filtration Plant is coming along fine
up to first floor now.
SEWER EXTENSION-ZEIDLHACK:
Mr. Zeidlhack was interviewed in regard to East Side Sewer Ext.ensions,.engineering
service would be approximately 3%, if call for bids are prepared the cost
would be 5Jo.
REGULAR ORDER OF BUSINESS RESUMED by unanimous consent.
READING OF THE MINUTES:
Minutes .for meetings held August 19, August 26, September 2nd, September 4th,
September 5th, September 16th, September 17th, October 6th, October 7th and
October 13th were read and approved.

COMMUNICATIONS:
NAVAL AIR BASE:
A letter was read from Captain J.S. Tr.acy,stating that Building#68 is being
assigned to the City of Pasco by modification of agreement, motion made by i
Beck seconded by Overlie authorizing the Mayor to sign agreement, motion carried.
S.L. COLEMAN (FUTTER, MERRICK AND MERRICK): (COLORED)s
A letter was read from Floyd A. Futter relative to business license fors -.L. Colemari
manufacturing 'food, following a discussion of the manufacturing and cafe
operations in R-2 District, a motion was made by Beck that a temporary license
only be issued on Dr. Tudors recommendation, motion seconded by Overlie and
carried; license to be temporary account being located in the wrong zone for
business operation.
At this time Grigg was excused from the meeting.
AUTO SALES LOT (L.B. LOCKETT-COLORED):
An application for a business license to operate a used car sales lot at
120 W. Lewis was presented by L.B. Lockett, motion made by Deck seconded by
Overlie that the license be g ranted, motion carried by roll call vote of four (4),
Glasow was out of the room.
METER AND VALVES AT LITTLE PASCO:
A letter was read from the War Department, District Engineers Office stating
they were terminating"on site agreement"with the Northern Pacific Railway Co.,
October 31, 1947. The dayor asked Overlie to take this up with the Northern
Pacific Railway Co. to negotiate a lease for the city covering location of meter
valves and water lines.
REPORTS FROM COMMITTEES:
STREET COMMITTEE reports Br.ickey working at Memorial Park, seed has been ordered.
Widening 5th Street discussed -look up in the minutes and see when authorized.
BUS FRANCHISE: Acting Committee redommends that Fred E. Millers Franchise to
operate a bus line in the city be cancelled, motion made by Overlie seconded
by Wallis to accept the recommendation of the committee, motion carried by
roll call vote of five (5).
BOND FOR FILTRATION PLANT:
It was suggested that Bond Attorneys Graves, Kizer and Graves be contacted
relative to setting up the sale of water revenue bonds in the amount of
$175,000.00, motion made by Overlie that the Mayor be authorized to negotiate
bond sale, motion seconded by Wallis, motion carried by roll call vote of five (5).
FINANCE COMMITTEE: recommend continuing with the Blanket Fire Insurance, the
appraisal has been increased, this makes the annual premium $165.00 higher,
they also request that the barn and chicken house at the Cemetery be stricken
from the policy, motion made by Beck seconded by Glasow to accept the 6ommittees
Recommendation.

The Finance Committee recommend that property owners put in their own side
walks, motion -made by Beck seconded by Wallis to accept the committee recomendation,l
motion carried.
ADMISSION TAX:

Zent to contact County Commissioners regarding admission tax laws governing
the Air Base.

ROOF AT U.S.O. BUILDING:
Repairing the whole roof was discussed, Overlie to investigate.
VOLUNTEER PARK COOK HOUSE EXTENSION:
Making an extension to the cook house to store tables from winter weather was
considered, Overlie to obtain figures on dimensions and plans and prepare call
for bids, motion made by Beck seconded by Wallis that we advertise call for
bids on txtension to present cook house for November 4, 1947, motion carried by
roll call vote of five (5).
BUCK DEER FOR PARK: -
Motion made by Deck seconded by Overlie that the Mayor be authorized to acquire
g buck deer for the park, fire truck returning from Portland to pick up deer,
-emotion carried.

'CITY TREASURERS report for August and September were read.
CITY CLERK furnished each member a copy of the September budget.of all depart-
ments.
CITY.CLERK-CITY CENSUS completed September 17, 1947 indicated the population
to be,.6,803--426 are colored people.
MISCELLANEOUS:

SPIC AND SPAN CLEANERS VOUCHERL
A letter was read from Walter A. Benson relative to billing Recreation Department
for cleaning drapes, Overlie to td -c e voucher over to Benson at the cleaners
for clarification.
BUSINESS LICENSE -ROLLING GROCERY STORE:
L.E. Bonnett's application was held up.
MCATEE & HEATHE:
Vouchers presented by Harold Blanton, no action taken.
