HomeMy WebLinkAbout10-07-1947 Minutes1377 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBER OCTOBER 7, 1947 CALL TO ORDER: Meeting called to order at eight o'clock P.M., honorable Mayor Pro -tem "A.T. Hostetter presiding. ROLL CALL: Roll call by clerk, councilmen present John Beck, Charles Grigg, A.T. Hostetter, H.G. Lake, T.G. Overlie and L.R. Wallis, Art Glasow Jr. was absent, City Attorney D.W. Z,ent was present. REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent. i PETITION APEX LIQUOR LICENSE -(APEX TAVERN:) Cy Morgan presentedtwo petitions, one signed by business operators in the immediate vicinity of the Tavern and the other signed by customers of the Apex Tavern, petitions were read. Mr. John Hummel desiring to take over the license from Mr. Morgan was present and took part in the general discussion, a relocation closer to the tracks was favored by some, in conclusion a motion was made by Lake seconded by Wallis t6 put this in the hands of the Mayor for approval or disapproval, no votes were cast, motion died. The Mayor was out of the city and. had neglected to turn the petitions to the City Clerk, a copy of the petition was furnished by Mr. Rummel and read,against transfe: final motion by Glasow seconded by Beck that the Washington State Liquor Control Board. be notified by letter that a hearing was called, persons opposed made no appearance, motion carried.Several persons signed both petitions. CHURCH OF CIIRIST (SYLVESTER ANIS 12TH): A public hearing called for this date on the erection of The Church of Christ in Block 3, Lots 1, 21 3, 4, 5, and 6 O'Keefe's Second Addition, no objections were made, motion made by Grigg seconded by Overlie that permit be issued for construction in compliance with the building code+ motion carried. PASCO TRANSIT LINES, INC,(PU=LIC HEARING): A Public hearing was called and heard at this time. IIr. Fred Miller expressed himself as not having a fair chance, could get ten or twelve new Ford buses at this time from the middle East. City Attorney questioned his operations as to unpaid insurance and wages, broken down bus service, etc; two other parties are ready to put in operation a bus service: also, that Mr. Miller has not in any way kept up with his franchise, motion made by Grigg seconded by Overlie that action be posponed to next regular meeting, motion carried. SIDEWALK L.I.U.: (PETITIONED FOR): ,( Mr. Ward and Mr. McCiaizl:e.y�h are interested. in creating or have created 4H L.I.D. District from the TJest end of Clark Street to North Dakota Street, side walks around those blocks, City Attorney states this could be organized, motion made by Grigg seconded by Lake that this be turned to the Finance Committee for report at first meeting in November, motion carried. BOLIN APARTMENT -8TH & SYLVESTER: Mr. Ted Bolin requested that action be taken permitting the construction of an apartment house on 8th and Sylvester, structure to be 85 x 60 x 115, motion made by Grigg seconded by Beck that a Public nearing be called for October 21, 1947 on the erection of as apartment house on 8th and Sylvester, motion carried. RENT GARAGE FOR DWELLING (ROUGUST): grs. Chris Rougust requests permission to rent a garage at the rear of their dwelling, 421 Shoshone, for living quarters, motion made by Grigg seconded. by Overlie that she obtain signatures of approval from property owners adjoining and in the near by area, motion carried. SEWER SERVICE EAST LE',°JIS,AND ELM: (J.L. LITTLE) Mr. Little has requested,that the sewer be b ought across Lewis Street to the alley in Block 13, between Elm and Sycamore to serve four cabins. Mr. Little will pay $100.00 above s. ewer connection fees, Mr.. Lake recommends that this extension be made, motion made by Beck to accept the recommendation of H.G. Lake to bring sewer to alley for connection from South side of East Lewis, Mir. Little to pay $y100.00 plus cost of connections, motion seconded by Overlie, carried by roll call vote of six (6), motion made by Beck that Water Manager be instructed to obtain engineers estimates and profiles on this extension, motion carried by roll call vote of six (6). PETITION TO RETAIN ALL BONDS FOR FUTURE CONSTRUCTION OF SEWERS: A petition signed by 102 signers was presented and -read, relative to constructing Sewer Pd;ain at this time -Ordinance No. 603 was produced. L i 1-378 PASCO,, WASHINGTON REGULAR MEETING COUNCIL CHAMBER OCTOBER 7, 1947 I ORDINANCE NO. 603: _ AN ORDINANCE REPEALING A PORTION OF ORDINANCE NO. 531 AND CANCELING AUTHORITY �! TO ISSUE $155,000.00 OF THE BONDS AUTHORIZED UNDER SAID ORDINANCE NO. 531. Motion made by Beck seconded by Overlie that Ordinance No. 603 be given the i third reading, motion carried. ORDINANCE NO. 60.3 was read. Motion made by Beck seconded by Overlie that Ordinance No. 603 has been given the third reading, motion carried. i I. Motion made by Hostetter that Ordinance No. 603 be amended to read that Bonds in the amount of $130,000.00 be earmarked for Sewage Disposal Plant, motion seconded by Wallis, question, motion and second withdrawn by Hostetter and Wallis. Motion made by Beck seconded by Overlie that Ordinance No. 603 p be adopted, motion rejected by roll call vote of six (6). ty J.C. WADE: spoke about the traffic hazard on South 10th, also asked if the City wanted to sell some oldlamp standards they now have on hand. PETITION: EAST SIDE SANITATION:: A petition to take immediateaction and enforce all the health laws and l building regulation in the corporate limits of the City of Pasco signed by �I 134 citizens living on the East side of the railroad tracks was read. A general discussion was entered into, issuing building permits for shacks where no sanitation facilities are available, lax of sanitation law enfordement, fire hazard, water and sewer service along with creating a public nuisance were among the,topics discussed. Every one desiring to be heard was given the ppportunity, Mr. Knapp spoke on the gr.owning colored population present and future, Dr. Tudor bresented his problems, also, Mr. Haylett. In conclusion a committee was appointed as follows, Dr. Tudor, Beck, McKibbin, Matthias, Harris, Haylett, D.W. Zent and the Mayor as ex -officio member., to cooperate and assist in enforcing laws and regulations for better sanitation and conditions, committee to meet October 8th, 8:30 o'clock in the Health Department office, basement of the Court House. MR. SPERLINE AND 1ARS. DEAVER ( WATER & SEWER SEEVICE OUT SIDE OF CITY L'IMITS): The above 'appeared in person and requested that this service be made available; This was turned to the Water and Sewer Committee, motion so made by Hostetter seconded by Beck, carried so ordered. MR. COFFLAND: SEVIER AND WATER OUT SIDE OF CITY LIMITS: Mr. Cofflands property fronts on the Navy Water and Sewer lines North of the city limits. It was recommended that he be allowed to hook up to the water line and be charged double the regular city water rate, for Sewer connections to charge him $1.00 per front footage, $50.00 per lot or 6,0000 square feet, property owner to pay sewer connection fee and all cost of connecting. Motion made by Beck seconded by Grigg to accept the Committees r•ecomendation, motion carried. REZONING EAST SIDE:' Mr. Haman requested that the East side be rezoned, this was turned to the Building 'Committee, Lake, Grigg and Hostetter to bring in recommendation. J.A. ROUTT: REQUESTS S`01VER EXTENSION: Bair. & Mrs. J.A. Routt request that a sewer extension line be installed to serve their property on South Elm, motion made by Beck seconded by Grigg that this be turned to Sewer Committee. H.A. KURTZT.«ANS PROPERTY (WIDENING LEWIS): A letter w as read from H.A. Kurtzman regarding a strip of land on the North side of his property on the East Side, he is willing to sell to the city for $50.00., the strip is approximately 40' wide by 4 blocks long, motion made by Grigg that the City Attorney be instructed to negotiate a purchase of said Kurtzmans property, motion seconded by Lake, carried so ordered. BUDGET FOR 1948: City Attorney states that money may be switched from one department to another, but the budget total can not be raised after advertising, motion made by Hostetter that $6,000.00 now in the Street Department for oiling be diverted, 1$2,000.00 to Health Department and $4,000.00 to Swimming Pool, increasing the amount of transfer and reducing the cash receipts that amount, question,was debated., motion carried by roll call vote of four (4), Beck and Overlie voting "no", Grigg, Hostetter, Lake and Wallis, vo'ting "yes". Motion made by Overlie seconded by beck that Ordinance No. 609 be adopted, motion withdrawn, motion made by Grigg that $55.00 be taken out of material & supplies I in the Street Department to reimburse -the Eatt Side Drive Inn Market for II black top, motion seconded. by Overlie,c arried by roll call vote of six (60.. i FIRE DEPARTMENT to use water pick up for fire inspections, Water ,,Tanager agrees to loan a pick up to the fire department if he is allowed to buy two new trucks,. this was granted by adding the purchase of two trucks in 1948 budget. ji 'I i 1-379 PASCO, WASHINGTON REGULAR MELTING COUNCIL CHAMBER OCTOBER 7, 1947 ORDINANCE NO. 609LBUDGET FOR 1948: Motion made by Beck seconded by Overlie that Ordinance No. 609gbe given the third reading as amended, motion carried, Ordinance No. 6099was read, motion made by -Beck seconded by Overlie that Ordinance No. 609ffhas been given the third reading as amended,'motion carried, motion made by Beck seconded by Overlie that Ordinance Nol 609#be adopted, motion carried by roll call vote of five (5), Beck was excused from the meeting. CALL FOR BIDS ONZV10 TRUCKS: Motion made by Hostetter seconded by Lake that the water manager calls for bids on two pick up 2 ton trucks, callable November. 4th, 1947, motion carried by roll call vote of five (5). HOUSE TO HOUSEBAKERY DELIVERY ( SNU01): an application was presented by % Milton R. Show for a business license to operate a house to house bakery delivery service, tuned to City Attorney for report. r` i ADJOURNMENT: Motion made by Overlie seconded by Grigg that the meeting recess to one o'clock P.M.
