SPECIAL MEETING COUNCIL CHAMBER OCTOBER 6, 1947
CALL TO ORDER:
Meeting called to order at 8:20 o'clock P.M,, Honorable Mayor Pro -tem A.T.
Hostetter presiding.
ROLL CALL:
By Clerk, Councilmen present were John Beck, Charles Grigg, A.T. Hostetter, ,I
H.G. Lake, T.G. Overlie and C.R. Wallis, Art Glasow Jr. was absent, also
City Attorney D.W. Zent.
PUBLIC HEARING ON ORDINANCE NO. 609-1948 BUDGET:

AN ORDINANCE ADOPTING THE BUDGET FOR THE YEAR 1948. THE CITY COUNCIL OF THE CITY
OF PASCO DO ORDAIN AS FOLLOWS: SECTION ONE: THAT THE CITY COUNCIL OF THE CITY
OF PASCO HAS FIXED AND DETERMINJED ;THE AMOUNT OF MONEY NECESSARY TO BE RAIDED
BY TAXATION FOR THE CITY OF PASCO FOR THE YEAR 1948 AND DIRECT THAT TAXES BE
LEVIED ON THE PROPERTY OF THE CITY OF PASCO FOR THE FOLLOWING PURPOSES AND FOR
THE FOLLOWING AMOUNTS, TO -WIT:
Motion made by Beck seconded by Overlie that Ordinance No. 609 be read and
checked in full at the first readingrp motion carried; budget was read and checked
in full by all, motion made by Overlie seconded by Beck that Ordinance No. 609
has been given the first reading, motion carried.
Motion made by Grigg seconded by Beck that Ordinance No. 609 have the second
reading bN title only, motion carried; Ordinance No. 609 wasr ead by title,
motion made by Grigg seconded by Beck that Ordinance No. 609 has been given the i
second reading by title, motion carried.
BUDGET DISCUSSED: p
Motion made by Back to set up X55.00 in the Street Fund for reimbursing H.
Younker for oiling around the East Side Drive Inn Market, 23 x 10 and 53 x 10
amount to be taken out of materials and supplies of the 1948 budget, motion
seconded by Overlie during the question the amount was changed to $38.00 to
cover the front oiling only, on roll call the vote was three and three, no
decission.
THE HEALTH DEPARTMENT, FIRE DEPARTMENT AND SWIMMING POOL FUND were discussed at
length, motion made by Grigg to allow $25.00 per month to the Fire Chief for
car expense, motion seconded by Beck; roll call vote 4 to 2, motion defeated,
Beck and Grigg voting "yes", and Hostetter, Lake, Overlie and Wallis voting "no".
Motion made by Beck seconded by Overlie that Ordinance No. 609 be given the
third reading, motion carried, motion made by Beck seconded by Overlie that
Ordinance No. 609 has been given the third reading, motion carried. Motion
made by Beck seconded by Overlie that Ordinance No. 609 be adopted as chedked,
question debated; by roll call vote, motion was defeated, Beck and Overlie
voted yes, Grigg, Hostetter, Lake and Wallis voted No. Motion made by Grigg
to allow $42000.00 to be set up in the Health Department, motion carried by
roll call vote of six (6). Motion made by Beck to raise estimated receipts for
the cemetery $1,600.00 and•war liquor $400.00 to balance raise allowed the
Health Department, motion seconded by Overlie, carried.
Motion made"by Hostetter that $2.,000.00 be taken out of Street Department road
oiling and placed in Swimming Pool transfer $1,000.00 from Street Department
to engineers salary, motion seconded by Wallis, roll call vote of three to three,
Beck, Lake and Overlie voting no, Grigg, Hostetter and Wallis voting yes.
Motion made by Overlie that Ordinance No. 609 be ad®ptedas amended, motion seconded
by Lake, no decision, Beck, Lake and Overlie voted yes, Grigg, Hostetter and
Wallis voting no. Street oiling and swimming pool was discussed. Motion made
by Beck seconded by Lake that Ordinance No. 609• be adopted as amended -question
heard; on voting Beck and Grigg voted yes, Hostetter and Wallis voted no, Lake
and Overlie were out of the room, motion made by Beck that Ordinance No. 609
be adopted as amended, motion seconded by Overlie, no decission, Beck, Lake and
Overlie voting yes, Grigg, Hostetter and Wallis voting No. Motion made by Beck
that we change estimated receipts on Licenses and Permits $30000.00 and
miscelaneous receipts for services of engineer on surveying work $2,000.00,
motion died for want of a second. Motion made by Lake to dispense with the
Assistant Street Superintendent and add City Engineer in Assistants capacity,
motion withdrawn.
RECESS:
Motion made by Beck to recess meeting to Tuesday, Eight o'clock P.M., October 7,
1947, motion seconded by Overlie, carried.
