HomeMy WebLinkAbout09-16-1947 Minutes` 1373 'PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBER SEPTEMBER 16,_ 1947 CALL TO ORDER: Meeting call@d to order at 8:00 o'clock P.M., Honorable Mayor Walter A. Nelson presiding. ROLL CALL: By Clerk, councilmen present were John Beck, A.T. Hostetter, H.G. Lake, T.G. Overlie, and C.R. Wallis; Charles Grigg arrived at 8:15; Art Glasow Jr. was absent, City Attorney D.W. Gent was present. REGULAR -ORDER OF BUSINESS SET ASIDE NAVY SEWER CONNECTION (FRED SCOTT): Mr. Scott, in person, made application to connect the Molt property adjacent Casey Sheppards property to the Navy sewer, he states, they are 40' from the sewer; getting that district into the City Limits was discussed, motion made by Hostetter that Fred Scott be allowed to hook to Navy Sewer at prevailing City charges, motion seconded by Beck, carried by roll call vote of five (5), Grigg had not arrived. NAVY SEWER ANTD WATER. CONNECTIONS ( CO'FFLAND) : Mr. Ridenour made a request for Mr. Coffland to connect to Navy water and sewer, motion made by Lake that this be turned to the sewer and water committee to report October 7, 1947, motion seconded by Beck, carried so ordered. GROCERY STORE ( LLOYD WILLIAMS) : Mr. Williams presented the sketch of a building he is desirous of erecting in R-2, on the South 2 of Lot 8, Block 4, Northern Pacific First Addition. Building to be 3'2' X 50 concrete construction, motion made by Hostettersecon.ded by Grigg that th,e City Attorney be instructed to draw an amendment to Ordinance No. -435 creating a C-2 district from the alley between Nixon and. Margaret on Third, one block to the east and North to tie City Limits, that a public hearing be held October 7, 1947, motion carried. CHURCH OF CHRIST: (RAY TAYLOR) Mr. Taylor presented a sketch of a Church building and requests a public hearing to erect this building in Block 3, Kurths Addition, Lots 1, 2, 30 4, 5, and 6, 25' lots in Residential District R-1, motion made by Grigg seconded by Beck that a public hearing be held on`the erection of a Church of Christ on the afore mentioned location, October 7, 1947, motion carried. BLANKET INSURANCE INCREASE IN VALUATION: Grant Stringham spoke of increased valuation city property appraised by a company man who reports a $16,000.00 increase on buildings and equipment, City Finance Committe to investigate and report October 7, 1947. PUBLIC HEARING ON LATTER DAY SAINTS CHURCH LOCi..TI:..N: At this time the Mayor requested that anyone wishing to protest would be heard at this time, no protests rr:ere,made, motion made bN Beck seconded by Grigg that a building permit be issued, motion carried, City Clerk to write letter: structure valuation of $75,000.00 or $100,000.00 to be maintained, consensus of the council. REGULAR ORDER OF BUSINESS: resumed by unanimous consent. READING OF THE MINUTES: Reading of the minutes was posponed to another meeting. COMMUNICATIONS: SALES TAX (HALVORSON A letter was read from the Halvorson Construction Co., relative to sales tax not paid by the city for water line installation in 1946, this was turned to the City Attorney for investigation and report. BID ON METER AND VALVES (LITTLE PASCO): Information was received that the citys bid of $10.00 to the District Engineer on one (1) meter and two (2) valves located at Little Pasco was rejected, motion made by Grigg seconded by Overli6 to rebid $50.00 for the meter and two valves, motion carried by roll call vote of six (6). CAMP FIRE GIRLS DONATION: A letter was read from Edna L. Bishop and ten members of the Tawasi group.,/"presenting a check in the amount of $5:00 for the purchase of a tree for the new Memorial Park and suggesting that a fund be formed to receive donations for this develop- q,ent. A discussion was entered into as to how and who was to be in charge of this fund, City Clerk to hold cr.eck for recommendation on action to be taken. CITY BUS LINES INC. Cunningham & A.ssociates; also, profile attached relative to extending sewer service to Blocks 2 and 3, A.M. Wehe's Addition; stating this would cost $2,850.00, would like to be notifed a couple of weeks in advance before calling for bids, this was turned back to the sewer committee for investigation a nd report at next meeting. SHELDONS SALES TAX -REQUEST FOR REIMBURSEMENT: City Attorney states he has information to the effect that'Sheldon was bringing suit to collect and according to contract Sheldon was to pay all bills and costs, consensus of opinion that City Attorney handle as he sees fit. WATER CONTRACT --H. & R. POINT: Receipt of signed contract No W35 -026 -Eng -2999 for water service at Pasco, H. & R. Point for the. District Engineers was read. RECREATION BUILDING: A letter was read from L.R. Durke�e{-dated September 4, 1947 in regard to lease and purchase of the building, this was turned to the Mayor to continue negotiations. COLORED DISTRICT: Mr. Haylett suggested that an Ordinance be drawn enlarging Fire 1Jistrict No.. 1 for control of shacks, etc. COLEMANS SAUCE CO.: A letter of August 8th from the Department of Agriculture was re read, motion made by Beck seconded by take that we ask the health Department to inspect this location and see if these changes have been made and report to the council, motion carried. READING OR ORDINANCES: ORDINANCE NO. 604: AN ORDINANCE FIXING THE DISTANCE BUILDINGS MUST BE PLACED BACK FROM THE PROPERTY LINE ON AND ALONG EAST LEWIS STREET AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN C.ONFLICT THEREWITH. Motion made by Beck seconded by Hostetter that Ordinance No. 604 be given. the third reading, motion carried, Ordinance No. 604 was read, motion made by Beck seconded by Grigg; that Ordinance No. 604 has been given the third reading, motian carried, motion made by Overlie seconded by Wallis_ that Ordinance No. 604 be adopted, motion carried baa roll call vote of six (6).- ORDINANCE NO. .607: AN ORDINANCE MAKING CERTAIN PORTIONS OF LEWIS STREET AND 10TH STREET AND THE ADJOINING PROPERTY A ZONE C-1 COMMERCIAL DISTRICT, AND FIXING THE DISTANCE BACK UROM PROPERTY LINE FOR BUILDINGS AND REPEALING ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH. Motion made by Hostetterseconded by Grigg that Ordinance No. 607 be amended by adding to paragraph one "and conform to type three construction", motion carried, motion made by Grigg seconded by Wallis i that Ordinance No.607 be given the third reading as amended, motioncarr.•ied, Oruinance No. 607 was read in full, motion made by Grigg seconded by Wallis that Ordinance No. 607 has been given the third reading, motion carried, motion made by Grigg seconded by Wallis that Ordinance No. 607 be a dopted as amended, motion carried by roll call vote of (4), Overlie not voting, Grigg was out of the room. ORDINANCE NO. 603: I� AN ORDINANCE REPEALING A PORTION OF ORDINANCE NO. 531, AND CANCELING AUTHORITY TO ISSUE $155,000.00 OF THE BONDS AUTHORIZED UNDER SAID ORDINANCE NO. 531. !i Motion made by Beck seconded by Lake that ordinance No. 603 be given the third reading, Mayor did not ask for a vote on the motion. A discussion followed relative to working.on the budget or reading the Ordinance, Mayor Nelson left the meeting at.t his time, Mayor Pro -tem prefers that more members be present when Ordinance 603 is passed; at this time councilman Wallis asked to be excused. Motion withdrawn by Beck and Lake. j I TENTATIVE BUDGET FOR 1948: Reducing budget expenditures was undertaken at this time and continued to 12:30. �I I I' ADJOURNMENT: Motion made by Beck seconded by Hostetter that the meeting recess to 12:30 noon Wednesday September 17th, 1947, motion carried.
