REGULAR MEETING COUNCIL CHAMBER SEPTEMBER 2, 1947
CALL TO ORDER:
Meeting called to order at eight o'clock P.M., Honorable Mayor Walter A. Nelson
Presiding. L
ROLL CALL:
j By clerk, councilmen present were John Beck, Art Glasow Jr., A.T. Hostetter,
H.G. Lake., T.G. Overlie and C.R. Wallis; Chas. Grigg was absent, City Attorney
i D.W. Zent was present.
REGULAR ORDER OF BUSINEDD SET ASIDE by unanimous consent.
CASEY SHEPPARD requests permission to hook on to the Navy Water and sewer lines
which are approximately four and one half feet deep, following a discussion in
regard to the Navy revocable lease on the installation and taking that district
into the city limits; a motion was made by Hostetter seconded by Glasow that
Casey Sheppard be granted the ppibilege of connecting to the s.ewer and water
�! lines under same conditions as prevail in city limits, this however is subject
to the navy revocable lease. Also, with the assurance that he will cooperate
in bringing this district into the city limits, motion carried by roll call vote
of six (6).

EXTENSION OF COMMERCIAL DISTRICT:
No objections were voiced a t the public hearing advertised on the extension of
Commercial District C-1, West on 'Lewis to 10th, thence South on 10th to
Washington Street. City Attorney to draw up Ordinance to be presented at a
recessed meeting, 'it -.w a.s requested that all buildings be placed back 15 feet
from property li=neson 10th..
SMAVER CONNECTION REQUESTS ON EAST SIDE (YOUNKER):
HArold Younker requests that the sewer system be extended tg serveceight
j property owners in blocks two and three, Wehes First Addition to Pasco or
approximately 920 feet, at an approximate cost of $2,4.00.00, motion made by
„Glasow seconded by Lake that the City go ahead and install sewer through
Blocks two and three, Wehe's First Addition, motion carried by a roll call vote of
�i four (4), Wallia and Hostetter voting "no"; motion made by Beck that the
Water Manager be instructed to hire an.engineer to furnish profiles and. cost
estimates for sewer extension through Blocks 2 and 3, Wehes First Addition, this
to be financed through Sewer Extension Fund, motion made by Beck seconded by
!I Overlie, carried by roll call vote of six (6), motion made by Beck that City
C� Clerk advertise for bids upon receipt of estimate, motion with drawn..
PAINTING FIRE AND POLICE DEPARTMENTS:

Motion made by 1�936,eauthorizing the Police and Fire Departments to go ahead and
clean departments at an estimated cost of $125.00 for each department, motion
seconded by Glasow, carried by roll call vote of six (6).
FILTRATION PLANT:
Mr. Rice Reports the work on Filtration project is behind schedule at this time.
MR. OINIHOLT in Helms Addition is making requests for sewer service.
REGULAR ORDER OF BUSINESS RESUMED:
BELLS AND COMMUNICATIONS:
Current bills against the city were read as follows: motion made by Hostetter
seconded by Overlie that all vouchers properly signed and approved be allowed
also voucher of Woods Key Shop in the amount of $91.82, held up from last
month, motion carried_by roll call vote of six (6).

WATER CONTRACT H. & R. POINT (W3.5 -026 -Eng -2999):
A contract in triplicate, submitted by the
District Engineer for water service
at Pasco Holding & Reconsignment Point was
read, reviewed by the Water Manager
and reported to be in line with all other
contracts, motion made by Beck
seconded by Overlie that the Mayor be authorized
to sign contract, motion
carried.
EMERGENCY ORDINANCE OPINION:
An opinion was read from D.111. Zent that the
council may change the amount
at
any time before passing of Ordinance.

PASCO, WASHINGTON 1369
REGULAR MEETING COUNCIL CHAMBER SEPTEMBER 2, 1947
WASHINGTON HOSPITAL SERVICE:
The City Attorney advises by letter that the City Clerk should be authorized
by the council before making arrangements for payroll deduction from the
salaries of various employees for the Hospital service. The Council did not
move this authorization.
COMMITTEE REPORTS:
NEED 40' MORE FOR LUCAS STREET:
Wallis suggested that steps betaken now to obtain 40' adjacen t the city limits
on Lucas Street to make sure this can be a regulation street 80' wide w ith out
condemnation. Wallis to work this out with the County Commissioners.
FIRE CHIEF MATTHIAS asked that a proposed fire ordinance be read, thus enabling
the Department to clear out shacks, etc.
REPORTS FROM OFFICERS:
The activity reports of the Police Department for June & July, 1947 were read.
Water Department Managers report for August, 1947 was read.
The Fire Departments monthly report for August, 1947 was read.
READING OF ORDINANCES:
ORDINANCE NO. 602:
AN ORDINANCE ACCEPTING AN EASEMENT FROM THE NORTHERN PACIFIC RAILWAY COMPANY
FOR USE OF CERTAIN LANDS FOR RIG"HT OF WAY FOR ALLEY PURPOSES AND MAKING THE
LANDS THEREIN DESCRIBED A PART OF THE STREETS AND ALLEYS OF THE CITY OF PASCO.
Motion made by Overlie seconded by Lake that Ordinance No. 602 be given the
third reading, motion carried, Ordinance No. 602 was read; motion made by Lake
seconded by Overlie that Ordinance No. 602 has been given the third reading,
motion carried. Motion made by Beck seconded by Overlie that Ordinance No. 602
be adopted, motion carried by roll call vote of five (5), Glasow was out of the
room.
ORDINANCE NO. 603:
AN ORDINANCE REPEALING A PORTION OF ORDINANCE NO. 5311 AND C,NCELING AUTHORITY
TO ISSUE $155,000.00 OF THE BONDS AUTHORIZED UNDER SAID ORDINANCE NO. 531.
Motion made by Overlie seconded by Lake that "rdinance No. 603 be given the first
reading, motion carried, Ordinance No. 603 was read, motion made by Beck seconddd
by Lake that Ordinance No. 603 has been given the first reading, motion carried.

reading by title only, motion carried, Ordinance No. 603 was read by title, motion
made by Lake seconded by Overlie that Ordinance No. 603 has had the second reading
by title, motion carried.
ORDINANCE NO. 604:
AN ORDINANCE FIXING THE DISTANCE BUILDINGS MUST BE PLACED BACK FROM THE
PROPERTY LINE ON AND ALONG EAST LEWIS STREET AND REPEALING ALL ORDINANCES OR
PARTS OF ORDINANCES IN CONFLICT THEREV'dITH.
Motion made by Lake seconded b;: Overlie that Ordinance No. 604 be given the first
reading, motion carried, Ordinance No. 604 was read. Motion made by Hostetter
seconded by Overlie that Ordinance No. 604 had been given the first reading,

reading, motion carried, Ordinance No. 605 was read in full, motion made by
Overlie seconded by Lake that Ordinance No. 605 has been given the first reading,
motion carried. Motion made by Overlie seconded by Lake that Ordinance 605 be
given the secr-nd reading by title only, motion carried. Ordinance 605 was read

AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT OF A BUREAU OF FIRE PREVENTION,
PROVIDING OFFICERS THEREFORE AND DEFINING THEIR PDV:ERS AND DUTIES, AND
PRESCRIBING REGULATIONS FOR FIRE PREVENTION AND LIFE SAFETY IN CONNECTION WITH
HAZARDOUS MATERIALS AND PROCESSES.
