Nelson j presiding. I I ROLL:CALL:, by clerk, councilmen present were Art. Glasow, Jr., A.T. Hostetter, H.G. � Lake, T.G. Overlie and C.R. Wallis; John Beck arrived at 7:15 o'clock P.M. also f D.W. COLEMAN (COLORED) made inquiry as to obtaining a business license to rebottle !I and place on the market, a barbecued sauce, both wholesale and retail. The Health Department recommended thatthe City Clerk inform the Department of.Ag- I r.iculture of this activity as that department would have to pass on it. Mr. Coleman had no,.letter• of inspection•or recommendation from this department, he II :i advises that Mr. Nelson w';ill receive a letter in a day or two, council favors waiting for clearance from Olympia. ! .j REGULAR ORDER OF BUSINESS RESUMED by unanimous consent. +. j . i READING OF THE MINUTES II I! GIRL SCOUTS DAY CAMP: I A letter was read from Mrs. Jay Montgomery thanking the council and Fire Depart- i) ment for courticies shown them during day camp at the Gun Club. DEPARTMENT OF JUSTICE LANDS DIVISION: A letter was read from.Hart Snyder enclosing two copies of stipulation for eclos�ing� t=wo�copie•eef s=tybulrrt-en restoration of premises terminating condemnation proceedings on No. '107 parcels 5A, 5B, 5C, and 7 Block 40, River- side Addition, Pasco including streets and alleys in same addition, motion made by Beck seconded by Hostetter that the Mayor be empowered to sign stipulation � motion carried. ! PEARSONS PROPERTY BLOCK 1.58 PASCO LAND CO'S..FIRST ADDITION: I - I i A letter was read from D.W.-Zent stating alleys should be vacated in this block as agreement, -City Attorney to draw up resolution and Ordinance. SIRIMMING POOL BATH HOUSE FLOOR REVISION: A letter was read from consulting Engineer W.L. Malony submitting blue prints. v showing floor plan. CITY REIMBURSEMENTS (MCNARY DAM): A let -ter was read. from Theron D. Weaver, Colonel, Corps of Engineers Division Engineers stating that no authority exists by which negotiations can be entered into with the city for reimbursement of the ad.dit-ional. coasts in question. BUILDINGS, WATER, LINES AND POWER LINES: obtaining facilities at Little Pasco were discussed, motion made by Beck that the Mayor belauthorized to negotiate for meters, valves, power lines and wharehouses to be used in conjunction with air port, seconded by Wallis, carried so ordered. FILTRATION PLANT (WORTHINGTON PUJ P) : A letter was read from, John W. Cunninghams � office, attached was a copy of contract with Worthington Pump and Machinery Corporation covering purchase of raw water pumps. f NORTHERN PACIFIC RAILWAY COMPANY'S EASEMENT FANNS ADDITION: � I. A letter was read from V.E. Williams attached was easement RW 4875(W-12446) for a 30 foot alley extending along the north line of Fanns Addition at Pasco, they would appreciate a copy of Ordinance. !� REPORTS FROM COMMITTEES:: LICENSE APPLICATION ---JAMES E. WELCH: The committee reports that he is building a 30 X 50 building for a repiar shop, but has never obtained a building permit, motion made by Hostetter. that Welsh ' be allowed to finish building for a private garage but not allowed a business license, motion seconded by Gla.sovr, carried by roll call vote, of six (5) . GAS PUMP AT CITY HALL: , It was suggested that the Police Department.do away with gas pump and ask for bids from service stations decission held up for committee to make further - investigation. I TREES TO BE REMOVED: Call City Clerks office. MORE GRAVEL NEEDED BY STREET DEPARTMENT: motion.made by Beck seconded by Lake II that Brickey be authorized to purchase 450 yards 3/4" minus gravel at $1.10 per J yard, motion carried by roll call vote of six (6). 1361 PASCO, WASHINGTON -- --- - - -- RECESSE P TJIE_Z INU_ - ---. -CUU�I IL � IAMB.E_RS_ A -U( US5_7,,�1.24.7- ---- 1 READING OF ORDINANCES: ORDINANCE 110. 598: AN ORDINANCE PROVIDII+IG FOR THE IMPRO"VEMENT AND REPAIR OF CERTI­iIN STREET IN THE CITY OF PASCO BY THE CONSTRUCTION OF LIGHT BITUMINOUS SURFACE TREATMENT, METHOD "A". motion made by Overlie seconded by Hostetter that Ordinance No. 598 be given the third reading as amended, motion carried, Ordinance No. 598 was read as amended, motion made by Glasow seconded by uverlie that Ordinance No. 598 has been given the third reading as amended, motion made by Overlie seconded by Glasow that Ordinance No. 598 beadopted, motion carried by roll call vote of six (6). ORDINANCE NO. 601: AN ORDINANCE GOVERNING THE PERMISSION OF CARNIVALS TO SHOW IN THE CITY OF PASCO PROVIDING FOR LICENSING AND TAnING OF THE SAME AND REGULATING THE OPERATION OF CARNIVALa, REPEALING ORDINANCE NO. 51.7, AND ALL OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH AND FIXING A PENALTY MDR THE VIOLATION HEREOF. Motion made by Overlie seconded by Lake that ordinance No 601 be given the 1st reading, motion carriedy Ordinance No. 601 was read. UNFINISHED BUSINESS: D.P. CARTNIGHT: made application for a building permit to build a 14 unit motel or cabin camp, plans did not donform with Ordinance No. 444, plans were studied by the council, followigg a lengthy discussion, motion was made by .Hostetter seconded by Beck that Mr. Car.twtight be allowed. to build, as out line by his sketch or plat, motion carried by roll call vote of six (6), sketch shows front on Lewis street back ten (10) feet from property line; 5 feet back on Charles Street and property line to the North, to property line on alley; amending Ord- inance No. 444 was considered, motion made by Beck that Ordinance jlo. 444 be amended to read that buildings be set back 10 feet on Lewis from underpass East to East City Limits and that anyone may build to property line except on adjoin- ing streets grovidig buildings are type 3, construction or better, motion with drawn, Mayor Nelson appointed Beck, Hostetter and Overlie to act as a committee to bring in recommended changes.to Ordinance No. 444. Motion made by Hostetter that the City Clerk writea letter to the Building inspector stating that the council will furnish an ordinance amendment establishing; a distance of 10 -feet that building must be set back on East .Lewis Street, motion seconded by Lake and carried. City Attorney to furnish an .)pinion upholding change in emergency Ordinance. from $22,000.00 to jq�32,000.00. B.H. SHELDONS REIMBURSEMENT: City Attorney approves of letting the court pass on this case. BUSINESS LICENSE: An application was presented by Edward E. Miller to operate a Home Laundry Service at lst and Nixon, motion made by Overlie sedonded by Lake that the license be granted, motion carried. ADJOURNMENT: Motion made by Overlie seconded by Hostetter that the meeting adjourn to next regular meeti-gig, 'Tuesday August 19, 1947, eight o'clock P.M., motion carried.
