Nelson 6 :1presiding. .� ROLL CALL: By clerk, councilmen present were Art Glasow, Jr., Charles Grigg, A.T. Hostetter, H.G. Lake, T.G.':Overlie and C.R. Wallis; John Beck arrived at eight -thirty five o'clock P.M. City Attorney D. W. Zent was also present•. REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent. ELKS CLUB AT AIR BASE: E.E. Matheson, Mr. Stone and Fred Huber spoke in regard to obtaining the B.O.R. at the base for the Elks Lodge No. 1730, for lodge and club purposes, and are asking for a five year lease at $200.00 for the first year, 00.00 per monthefor the following four years, all maintenance to be taken care of by the Lodge, also p installing heating unit, motion made by Glasow to grant the Elks Lodge No. 1730, ilea.se on the BO,.Q. Building subject to terms of the Navy lease for a period of five years to b,e extended one Cl) year at a time, $200.00 for t�e lst ,year and $50.00 per month for the following four years, motion seconded by Wallis; an amendment was added by Glasow and agreed to by Wallis that facilities for Manager, janitor and other help not to exceed four rooms for lodging purposes, motion carried by roll tally ote of seven (7). TOURIST COURT CD`.P . CARTWRIGHT) : Mr. Cartwright wishes to build up to ten feet of the property line on East Lewis and Charles, same as Mr. Pearson acrose the street. The Committee recommend that he be allowed to build ten feet back from property .line or same as the other court, motion made by Grigg seconded by Wallis to accept the committees recommendation, motion carried by roll call vote of five (5), Beck and Overlie voted "no". Mr. Haylett spoke in favor. of Ordinance now in effect. PASCO AIR BASE: (LEASES) I `I'•he advisory committee chairman suggested that`the Mayor be given blanket author- ity on approval of sub leases, motion -made by Beck seconded by Overlie that the Mayor be given authority to sign leases as approved by the advisory board, motion carried by roll call vote of seven (7). EMERGENCY ORDINANCE: for the base to cover operation repairs and insurance to be considered at recessed meeting. Navy firemen to remain until barr.icks are moved out, Grigg to investigate,setting up fire protection with the advisory board and make recommendation, SALARY OF MANAGER: The advisory committee recommend a salary for the manager of $250.00 per month with house, lights, water and. heat, motion made by Overlie seconded by Glasow ` that the recommendation of the committee be a ccepted, motion carried by roll call vote of seven (7). SWIMMING POOL: (Mr. Malony): EMERGENCY ORDINANCE NO. 596: ADOPTED Mr. 1,Ta.lony discussed th cost of purchasing and installing filtration system, superstructure for the bath house and. ,V appurtenances for both Ordinance No. 596, emergency for the swimming poo4 in the amount of $22,000.00, it was thought advisable to change the amount; to $32,000.00, motion made by lake seconded by Beck that Ordinance No. 596 be given the 3rd reading as amended, motion carried. Ordinance No. 596 was read as amended, motion made 'by Beck seconded by Overlie that Ordinance No. 596 has been given the third reading as amended, motion carried, motion made by G,l•asow that Ordinance No. 596 'be adopted as amended, motion seconded by Lake, carried by roll call vote of seven (7). SWIMMING POOL CHANGES: It will be necessary to mke changes in architects plans for completion of the pool, motion made by Beck seconded by Lake empowering the architect to issue change order onswim�ming pool plans, motion carried by roll call vore of seven (7). JAMES CONSTRUCTION CO. (BY PEARCE): A letter was read from Mr. Pearl stating The James Construction Co. proposei-� to construct the super structure for the bath house at the Swimming Pool for. $13,500.00 including sales tax, but not plumbing, electrical work, filtration equipment, booths, cloths hangers, ticket.w.indow, screen or gates. It is under- stood that this added work is not to affect the original contract as to payment of the 15% retainer held by the city and that when the original contract is completed the 15% retained will be paid..will install filter equipment by sub contract for $1,250.0,0 plus sales tax or $1,287.50. Northwest Filter. Companys bid wrre reread, Engineer Malony recommends the purchase of alternate No. 3 for the furnishing of the filtration equipment from inlet to outlet, F.O.B. Pasco, for $12,104.00, motion made by Beck seconded by Hostetter to accept alternate No. 3 of Northwest Filter Co's bid in the amount of $12,104.00 not including sales tax, and authorized the Mayor to sign contract, motion carried by roll call vote of seven 0). P A letter was read from John W. Cunnnghams office stating the contractor should have all the concrete work completed before the cold weather sets in; they would like to recommend advertising for bid contract on Unit No. 2 and have material installed as it is received, motion made by Hostetter seconded by Lake recomendat pn as read beaccepted, motion carried by roll call vote of seven (7). ORDINANCE NO. 600: AN ORDINANCE DECLARING AN EMERGENCY AND APPROPRIATING Iv7ONEY WITH WHICH TO MEET THE SAME, FOR THE USE AND BENEFIT OF THE PASCO AIR PORT. motion made by Overlie seconded by Beck that Ordinance No. 600 be given the third reading, motion carried. Ordinance No. 600 was read, motion made by Overlie seconded by Hostetter that Ordinance No. 600 has been given the third reading and will be adopted after notice of public hearing August 19, 1947. WATER V. -AY FOLLIES: Fred Huston spoke in the interest of a street carnival for the middle of September and changing present Ordinance.
