Meeting called to order at 8:05 o'clock P.M., Honorable Mayor Walter A. Nelson presiding. ROLL CALL: by clerk.,.councilmen present were John Beck, Art Glasow, Jr., Chas. Grigg, A.T. Hostetter, H.G. Lake,and T.G. Overlie, C.R. Wallis was absent, City Attorney D.W. Zent was present. REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent. AUTO COURT EAST 'LEWIS (;D.P. CARTWRIGHT-}: i Mr. Cartwright.wishes to build.an auto court on East Lewis, five feet fro -in the property line, School District owns lot in back of his property, council suggests that he try to purchase this property and.set buildings back regulation depth. A sketch was presented and studied. This was turned to the building committee for investigation, council to give definite decision August 5th, 1947. BASE POOL: ( BILL •KRUDIPIIG: ) 'i Mr. Krudwig speaking for.t;he Lions Club requests permission to go ahead and clean up the pool, move chlorinator• from filtration plant to pool, they need water and power soon as possible, they plan to operate twelve hours perday, will hire one of the operators that did this type of work for the Navy at this Base; Council expressed no objection to the club going ahead and. preparing the pool for oper- ation. He mentioned the Advisory Board stating an entrance way should be roped ' Ioff to prevent people going to the pool, from wandering over the base; it was suggested. that -signs be erected prohibiting this practice. ' FIX -it -SHOP (JANIES E. IZEL611) : Ivlr. Welch made inquiry relative to action taken on business application on a ,r repair shop at 1415,Alvina Street, this was turned to Lake and Police Committee to investigate and report August 5, 1947. STREET SURFACING: ORDINANCE NO. .598: z Account r.eceiving.a lower bid,on street surfacing than engineers estimate more streets can be -surfaced, the street committee recommend surfacing for the following streets by Block, 12th street from Clark to Lewis; Gray Street from "A" to "B"; "B" Street from Gray to Walnut; 1st Street from Ainsworth to Washington; 2nd Street from Ainsworth to Washington; 3rd Street from Ainsworth to Washington; motion made by Lake that Ordinance No. 598 be amended to include the (7) above mentioned blocks for street surfacing, motion seconded by Grigg, carried. by roll call vote of six (6). J AIR BASE -PROPOSED RESOLUTION: An out line in conformity with the law to assist in forming the resolution was furnished each member by the City Attorney for study. MAINTENANCE MAN: Robert Skill requests that a general maintenance man be employed right away at ''the Base, motion made by Beck seconded byGlasowauthorizing Robert Skill to hire one maintenance man through the water department and at the going wage of that department, motion carried by roll call vote of six (6). READING OR ORDINANCES: ORDINANCE NO. 599: AN .ORDINANCE VACATING A PORTION OF PACIFIC STREET IN TIDE CITY OF PASCO, FRANKLIN COUNTY, WASHINGTON. Motion made by Overlie seconded by Grigg that Ordinance No. 599 be given the third reading, motion carried, Ordinance No. 599 was read, motion made by Beek se.cond.ed by Hostetter° that Ordinance No. 599 has been given the third reading, mo°tion carried, motion made by Lake seconded by Overlie that Ordinance No. 599 be adopted, motion carried by roll call v ote of six (6) . At this time 9:00 o'clock John Beck was excused. ORDINANCE NO. 6,00: AN ORDINANGE DECLARING AN EMERGENCY AND APPROPRIATING MONEY WITH WHICH TO MEET THE SAME FOR THE -USE AND BENEFIT OF THE NAVAL AIR BASE. motion made by Grigg seconded by Lake that Ordinance No. 600 be given the first reading, motion carried_, Ordinance No. 600 was read, motion made by Overlie seconded by Lake that Or.dinaice No. 600 has been given the first reading, motion carried, motion made by Glasow seconded by Grigg that Urdinance No. 600 be given the second reading by title only, motion carried, Ordinance No. 600 was read by title, motion made by Overlie seconded by Beck that Ordinance No. 600 has been given the second, reading by title, motion carried. STREET SHOWS AND CARNIVALS: ' ?dr. Dyer asked to use third street between Columbia and Lewis and a portion of Columbia for a street show for the 13thand 14th of September .1947. The City MASCO, "IuASHINGTON 1355 RECESSED MEETING COUNCIL CHAMBER JULY 21, 1947 Attorney advised that Ordinance No. 517 now in effect prohibits carnivals in the City of Pasco, Ordinance No. 517 was read, repealing Ordinance 517 was suggested. A committee was appointed to investigate and. report, Glasow, Overlie and Beck to act on committee, they will also make recommendation as to which streets to block off and all other details. CALL. F QR BIDS ON WATER PIPE: motion made by Grigg seconded by Lake that the Water --manager be authorized to call for bids on an amount and sizes sufficient for maintenance and replacement installations, motion carried by roll call vote of five ( 5) . BASE LEASE: The revocable Lease for the Air Base has bei -n forwarded to Washington D.C. for approval and signatures by the Thirteenth Naval District; we are working on a temporary set up until the lease is received.
