REGULAR MEETING COUNCIL CHAMBER JULY 15, 1947
CALL TO ORDER:
Meeting called to order at 8:11 o'clock P.M., Honorable Mayor Walter A. Adelson
presiding.
ROLL CALL,: by Clerk, councilman present were John Beck, hrt Glasow Jr., Chas. Grigg,
A.T. Hostetter and H.G. Lake; T.G. Overlie and C.R. Vallis were absent,,, -City
Attoprney D.W. Zent was present.
REGULAR ORDER OF' BUSINESS SET ASIDE: by unanimous consent.
BIDS ON PARKING I:IETERS:
One.bid was received, opened and read from the Duncan Meter Corporation as follows:
p 35 or more meters, 12 months trial lease, $75.00 each F.O.B. Chicago;
Installed price $75.00 each plus freight installation and supervision
or a guaranteed price of x:80.00, allowing 5% discount for cash;
guarantee against defective workmanship and material .for 5 years from
date of installation. Delivery within 30 days.
Following a short discussion regarding meters for traffic control or revenue a
motion,was made .by Grigg seconded by Hostetter to defer action on bid.to another
meeting, motion carried.
STREET SURFACING BIDS:
Four.bids were received opened and read as follows:
McAtee and Heathe, Box 2188, Spokane, Washington
Total of bid $11,955.88
Lone fine Roofing —'-,,Paving Co., Box 72, Yakima, Washington
Total of bid 12,592.00
Standard Asphalt Paving Co. , Spokane, Washington
Total of Bid $15,927.20
Columbia Construction Co., Spokane, Washington
Total of bid $13,055.66
Motion made by Beck seconded by Glasow to set aside decission on bids to a
recessed meeting, motion carried.
NAVAL -AIR STATION-COI-eiMITTEE APPOINTMENT: Mayor Nelson recommends theLX appoint-
ment of Fred Huber, Roy Skill and Harry Custer to act as an advisory committee
for -operations of the Laval Air Station, Fred Huber acting as Chairman, motion
made by Beck seconded by Hostetter that the Mayors appointment6 be approved,
motion carried by roll call vote of five (5).
NAVAL AIR STATION -ROBERT SKILL: motion made by Beck seconded by Lake
authorizing the 'Rater Manager to employ Bob Skill to make a survey of water
conditions on the station; salary to be determined through recommendation of
the advisory committee, motion carried by roll call vote of five (5).
STATION FIRE DEPARTMENT:
The SeaGraves fire truck will be left on the station providing some one has
charge of it. Grigg. to check with City Fire Department and bring in recommendation
as to man power, pay, hours on duty, etc. Bernard Devereaux, now with the
Veterans of Foreigh Wars was Fire Chief at the station and might be of some
assistance.
REGULAR ORDER OF BUSINESS RESUMED by unanimous consent.
At this time John Beck was excused.
READING OF THE MINUTES:
Minutes of the meeting July 1 and special meeting July 8, 1947 were read and
approved.
BILLS AND COMMUNICATIONS:
RAISE IN PRICE OF PRISONERS MEALS:
{` A letter was read from Esther Sawyers asiking approval on a 10¢ raise on meals
for prisoners, effective July 1, 1947, motion made by nostetter that an increase
of 10� per meal be allowed starting July 15, 1947 making total cost per. --meal
60�,pmotion seconded by Grigg, carried by roll callvote of four (4).
CITY ENGINEER: application: S.J. Dumbolton: an application was read from
!v'1 -r. S.J. Du.mbolton for Gity Engineer, letter to be a cknowledged and filed.
P+ICNARY DAM PROJECT AND FILTRATION PLANT: A letter was read from John W. Cunningham &
Associates office, pertaining to construction of the Filtration Plant and that
a portion of the cost is attributable directly to the McNary Dam Construction and
enclosed a letter to that effect to be signed by the Payor if approved, motion
made by Grigg seconded by Lake that the letter be rewritten on city stationery
and signed by the Mlayor, motion carried.

AIR PORT FUND EMERGENCY:
A letter was read from Wallace llimon of the Division of Municipal Corporation
stating it will be necessary to declare an emergency before any funds may be
expended for this purpose.

STATE TAX, B.H. SHELDON: A letter was read from B.H. Sheldon regarding collection
0 of sales tax reimbursement, City Attorney advises that it not be paid and to hold
up for court order if necessary.
FILTRATION PLANT SUB CONTRACTS: A letter was submitted for approval '6y James
Construction Company of sub contractors on Filtration Plant

Electrical Conduit Work G.C. Myers & E.L. Bingaman,

These were accepted without dissent.
LABOR BILL J.C.1PIADE: A labor bill in the amount of N7.50 was presented by
J.C. Viade for filling hole at Bonneville and 10th, motion made by Lake seconded
' by Grigg; that.�,,the bill be tabled pending investigation, motion carried.
FEDERAL WORKS AGENCY (Project Wash 45-243F): A letter of June 30, 1947 was
read from L.R. Durkee regarding the extension of present lease on the
Recreation Building for another year. A lease of 'Jar Public Works which he
n .ca -1-1-a might meet the desires of .the city,were reviewed by the ivlayor,. motion made
by Grigg that due to uncertain conditions at the present time; Mayor to re-
negotiate with Nir. Durkee, motion seconded by hostetter, carried so ordered.
BUSINESS LICEI`iSE REFUND: Harry Wellman through error paid his business license
twice the clerk is requesting authority to make refund, motion made by Glasow
seconded b y Hostetter authorizing a five dollar refund to Harry Wellman account
paying business license twine, motion carried by roll call vote of four (4).
READING OF ORDINANCES:
ORDINANCE NO. 599:
AN ORDINANCE VACATING A PORTION OF PACIFIC STREET IN THE CITY OF PASCO, FRANKLIN
COUNTY, ti:TASHINGTON. I'ilotion made by Lake seconded by Hostetter that Ordinance No.
599 be given the first reading, motioncarried. Ordinance No. 599 was read,
motion made by Glasow seconded by Lake that Ordinance No. 599 has had the first
reading, motion carried, motion made by Glasow seconded by Lake that Ordinance
No. 599 be given the second reading by title only, motion carried, Ordinance No.
599 was read by title, motion made b-. Lake seconded by Glasow that Ordinance
./1'N9 599 has been given the second reading, motion carried.
UNFINISHED BUSINESS:
BUSINESS LICEi?SEry' P1'LIC.�TIOTZ ( JADES E WELCH): for a fix it shop at 1415 alvina
Street, Investigating ating committee was granted more time.
COLUMBIA BASIN IRRIGATION DISTRICT: Regarding city owned property in the district
the committee recommend that the contract for water be not, signed, this was
agreerunanimously.
STORII4 EtiiERGENGY:The Mayor spoke of stand by equipment at the pump house for
emergencies, a;gasoline motor was mentioned; electricty was off 1 hour and 15
minutes during'_storm on July 10th. This will be taken up with John 4r'. Cunninghams
office.
FIREdIENS RETIREMENT FUND: Committee to report and recommend.
TYPEWRITER SALE: (ADAH PERRY) : motion made by Glasow seconded by Lake that Adah
Perry be authorized to purchase typewriter from the 'dater Department for the
sum of $20.00, motion carried.
ADJOURNMENT:
Motion made by Hostetter seconded by Grigg 'that the meeting adjourn to Vuednesday
