REGULAR MEETING COUNCIL CHAMBER JULY 1, 1947
CALL TO ORDER:
Meeting called to order at 8:15 o'clock P.M., Honorable Mayor Walter A. Nelson
presiding.
ROLL CALL: By clerk, councilmen present were John Beck, Art Glasow, Jr., Chas. Grigg,
A.T. Hostetter, H.G. Lake, and T.G. Overlie, C.R. Wallis was absent. City
Attorney D.10V. Zent was present.
REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent.

PETITION MR. G.G. HARTMAN:
Ivir. Hartman read. a petition signed by approximately 56 residents of Grays
Amended Addition, requesting immediate action to correct the unsightly, un-
sanitry and dangerous condition resulting from theprolonged existence of a
nuisance which is the excavation and pond located adjacent to the place of
business of the Central Sand and Gravel Company. The pond is about a block long
with stagnant water five or six feet deep"; City Attorney advises that the action
on this nuisance is up in court at this time, evidence stated at the hearing
would assist in abating the nuisance.
PARKING SPACE FOR TAXI:
Harry Utz payed $75.00 fee for a parking zone at 3rd & Lewis he now wishes to
have the zone at 2nd and Clark, next to the Bus Depot, motion made by Beck
seconded by Grigg that Harry Utz's Taxi Stand. be tr•ansfered from 3rd & Lewis to
a spot next to the Bus Depot at 2nd & Clark, motion carried, Police and Street
Superintendent to indicate location and paint strip.
CHIEF OF POLICE AND THE FIRE CHIEF: made inquiry as to action taken on holiday
pay for their Departments, Police committee prefer a recommendation from the
civil service commission, action was tabled. for one more meeting.
Chief of Police is interested in having the parking lanes painted , says this
should be done right away. Brickey may be able to do this about the 15th of July.
FIRE HOSE: Fire Chief wishes to purchase about 200 feet of 3/4" hone, would cost
approximately 470.00.
GASOLINE TANK: Fire Chief states the present gas pump at the Police Station
is in a bad condition and leaks badly, he recommends that a new pump be
installed this was turned to Public Property Committee Chairman, Lake.
FI REIN NS RETIREMENT FUND:
Setting up this fund was discussed with the City Attorney who states that this
should be done at once, Laws of 1947, Vol. 3, page 581; Grigg and Fire committee
to make a study of this and report.
BLUE CROSS:
Mrs. Fergeson explained benefits to be obtained from this hospitalization plan
taken care of by payroll deduction, this was turned to a special committee to
check with the City Attorney, Glasow, Hostetter and Griggs permission to make
regular deductions is information needed first.
REGULAR ORDER OF BUSINESS RESUMED: by unanimous consent.
READING OF THE MINUTES:
Minutes of the previous meeting were read and approved.
BILLS AND COMMUNICATIONS:
PAYMENT OF BILLS: Current bills against the city were readas follows, motion made
by Beck seconded by Hostetter that all bills properly signed and approved be
allowed, motion carried by roll call vote of six (6).

APPLICATION:
John Rush a civil engineer submitted an application for City Lngineer in
connection with work planned by the city; letter to be acknowledged and filed.
CITY PROPERTY IN COLUMBIA BASIN PROJECT:
A letter was read from F.A. Banks relative to city property in the project not
covered by a recordable contract, the dead line for signing this contract is
August 23, 1947.
PASCO DEFENSE HOUSING -RENTAL -FILE NO. 108:
Motion made by Beck seconded by Lake that a petition for withdrawal of funds for
rent be signed by the Mayor, motion carried.
EMERGENCY ORDINANCE:
A letter of June 30th was r.AaA f o. D.W. Zent relative to an emergency ordinance
stating his opinion is that ss prresented may be passed and would be legal, this
would require the vote of the entire council.
'10NING ORDINANCE:
Two letters were read from City Attorney D.W. Zent to the Planning Commission
regarding the filing of Zoning Ordinances..

SWIMMING POOL: W.L. i'ialoney forwarded 1 copy of print showing location of curbs for
first -floor -of bathhouse- two copies mail to James Construction Company.
PETITION:
A petition to have signs erected or other methods necessary to prevent noise from
trucks in the vicinity of the hospital, this was turned to the Police Committee.
REPORTS FROM OFFICERS:
The Fire Departments monthly report 'for June 1947 was read.
READING OF ORDINANCES:
ORDINANCE NO. 596:
AN ORDINANCE.DECLARING AN EMERGENCY AND APPROPRIATING MONEYS WITH WHICH TO MEET -
THE SAME AND PAY FOR THE COMPLETION OF A SWIMMIN,G POOL FOR THE CITY OF PASCO.
Was discussed but not voted -on, Mr. Hartman was interested in behalf of the
Red Cross and the assistance they would be able to give when 'swimming is made
available. The•V..F.W. , American Legion and Lions Club expressed their desire
for the completion of a pool in 1947; a permanent bath house was favored over
a temporary structure, motion made by Beck seconded by Glasow to notify Mr.
Malony to go ahead with plans'for'bath house an:d.wading pool, motion carried.
It was suggested that Mr. Hostetter negotiate with I'Ir. Malony being that he has
made most contavts thus far.
ORDINANCE NO. 597:
AN ORDINANCE VACATING CERTAIN STREETS AND ALLEYS IN THE CITY OF PASCO.
Motion made by Overlie seconded by Lake that Ordinance No. 597 be given the third
reading, motion.carried, Ordinance No. 597 was read, motion made by Beek seconded
by Lake that Ordinance No. 597 has been given the third reading, motion carried,
motion made by Overlie seconded by Hostetter that Ordinance. No. 597 be adopted,
motion carried by roll call vote of six (6).
ORDINANCE NO. 598:
AN ORDINANCE PROVIDING FOR THE IMPROVEMENT AND REPAIR OF CERTAIN STREETS IN THE
CITY OF PASCO BY THE CONSTRUCTION OF LIGHT BITUMINOUS SURFACE TREATMENT, METHOD "A".
motion made by Overlie seconded by Lake that Ordinance No. 598 be given the _ i
first reading, motion carried, Ordinance No. 598 was read., motion made by Glasow
seconded by Beck -that Ordinance. No. 59:8 had been given the first reading, motion
carried, motion made by Glasow seconded by Lake that Ordinance No. 598 be given
the second reading by title only, motion carried., ordinance No. 598 was read by
title only, motion made by Overlie seconded by Hostetter that Ordinance No. 598
has had the second reading by title only, motion carried.
REPORTS FROM COMMITTEES:
GEORGE HILLS SEWER CHARGE: committee reports they made inspection and Mr. Hill
says he will pay the same as other people.
TABERT SEWER CHARGE: no action taken.
BUSINESS LICENSE M. & M. TAVERN: motion made by Lake seconded by Beck that license
be granted, R.C. Gunnoe to operate the M. &, M. Tavern at 122 West Lewis, motion
carried. ;
TAXI PARKING STRIP: an application by J.C. Hayward was read for a zone to be
marked out at the Depot Lunch on Tazoma Avenue, motion made by Beck seconded. by
Lake that this be. granted, motion carried, Police and Street departments to be
notified..
COLUMBIA BASIN SHRINE CLUB: request that-o:Txe> blocks on 7th street between
Lewis and Columbia be blocked off for carnival and dance July 12, 1947, motion
made by Beck seconded. by Overlie that this be allowed., motion carried.
UNFINISHED BUSINESS;-..
SEVIER IN BLOCK TWO PETTITS ADDITION: The agreement giving the city title to the
present sewer in Block tw:o.Pettits Addition to Pasco, has been properly signed
by the owners -and recorded with the auditor, Vol. 66, Page 484 as of June 13, 1947.
NATIONAL HOUSING AGENCY R -VII: LAND: WASH -45209 LEASE WITH GOVERNMENT: a release
form under date of -May grid, 1947, pertaining to parcels of land on the East side
of Vine Street between Washington and. Ainsworth; following an investigation
the committee recommends that the 'Mayor and City Clerk sign the release as
.indicated.
ALLEY EASEMENT FROM NORTHERN PACIFIC RAILWAY CO.: a letter was read from
Mr. V.E. Williams, also, easement draft and blue prints reviewed on alley from
First Avenue South to South Sixth Street back of property fronting on "A' Street,
motion made by -,Beck to approve plat and description furnished by the Railway
Company of the:above mentioned alley, motion seconded by Lake, carried..
MOVING POLES BY PACIFIC POWER AND LIGHT COMPANY: requesting the Pacific Power
and Light Company to move their poles on 10th between Columbia and Sylvester
back five feet to allow street to be widened., motion made by Beck seconded by
Overlie that the Mayor and City Clerk make this request by'letter, motion carried.

"A" STREET AN ARTERIAL: mention was made of making "A" Street an arterial,
no action taken.
MOWER TRIMMER FOR CEMETERY: motion made by Beck seconded by Grigg that the
sexton be authorized to purchase a lawn mower trimmer at approximately
$350.00, motion carried by roll call vote of six p6).
PICKETING EAST SIDE GROCERY:
Gene Wright of the East Side Grocery requested that the city provide protection
in some manner against picketing,all present desiring to speak were heard from,
discussions followedyat 10:55 o'clock P.M. the Mayor closed the meeting stating
that, -in -his opinion it was a personal business and union affair.
ADJOURNMENT:
Motion made by Beck seconded by Overlie that the meeting adjourn to next regular
meeting, Tuesday July 15th, eight o'clock P.M., motion carried.
