Nelson presiding.. . r.: ROLL CALL: By Clerk, councilmen present were Art E. Glasow, Jr., A.T. Hostetter, H.G. Lake, and T.G. Overlie. John Beck, Charles Grigg and C.R. Wallis were absent, City Attorney D.01. Lent was present. REGULAR ORDER OIC BUSINESS SET ASIDE: by unanimous consent. HAROLD BLANTON: Employed by the City as Engineer for oiling project discussed streets to be surfaced with thj:-council, a map colored to show proposed blocks and streets was presented, approximately 5 84100 miles at an estimated cost of x„12,452.00 constituted the rogram; bids to be called on light bituminous, two point penitratiori, nearly 1H inches thick when finished. Mayor asked City Attorney about using; money from two allocations, City tIttorney states two allocations can be used providing budgeted salary is not used and both expenditures are from the same department and fund. Blanton states he was approached on a 5% basis for his fee, motion made by Overlie seconded b;r Lake that H.L. Blanton be hired as Engineer for Street oiling program at 5% of contract price. Contract to be drawn by the City Attorney, motion carried by roll call vote of .four (4), motion made by Overlie that we call for bids on light bituminous surface treatment method "A" of the state code on various streets in the city, plans and specifications may be obtained at the City Clerks office, bids callable July 1, 1947, coucil reserving the right to reject any or all bids, motion seconded by Glasow, carried by roll call vote of four (4),.. Dlanton to set up call for bids. Scott Roff requested oil surface around Port block account heavy oil truck traffic, this to be done if possible. Brickey and narold Blanton to get together on buying gravel. PORT DISTRICT -CITY PROPERTY: The Port is interested in purchasing lots 1, 2, 3, and 10 to 20 both inclusive, Block 40, Riverside Addition, also, Lots 32 to 42 both inclusive, River Block, they desire to obtain this so it can be leased to the Great Western Milling Co., City Attorney advised them to solicite the council by letter if they desire to dispose of property, a minimum price will be set ¢ria date and time of auction sale. POLICE CHIEF AND FIRE CHIEF: Request time for holidays, committees and departments had met with the civil service commission, they spoke of seven (7) legal holidays to be observed, would like action retroactive to January 1, 1947, the holiday would make a1-ishort week for each man, all employees should have same set up, some thought that more council members should be present when final action is taken as this would necessitate employing another person for relief. Civil Service was to make r•ecomr_iendation, motion made by Overlie that action on this be tabled to next regular meeting, motion seconded by Hostetter and carried. REGUL.P�R ORDER OF BUSINESS RESUMED: READING OF THE MINUTES: Minutes of the meeting for May 27th, June 3rd and June 10th were read and approved as corrected. BILLS AND COAL .MUNI CATIONS: NAVAL AIR S`T'ATION (APPROVED) : A wire was read from Warren G. Magnuson U.S.S. stating House Committee on armed forces had approved revocagle permit to operate naval air station, expect approval in Senate Armed Forces Committee tomorrow, JOHN W. CUHN I NGHnM : A letter was read from F.S. Zeidlhack stating the Harnischfeger Corp. misquoted their price on hoist and were advised that award by bid would be posponed until a later date. SWIMMING POOL BONDS: A letter was held from the City Treasurer relative to cashing Swimming, Pool Investment Bonds, Series "G" and placing same in Swimming Pool Fund, this is in accordance with the 1947 budget, motion made by Hostetter that the City Treasurer be authorized to cash Series "G" for Swimming Pool account, motion seconded by Glasoi>>, carried by roll call vote of four (4) . BILLS: JAMES CONSTRUCTION COMPANY: presented a voucher and progress payment statement in the amount of X1,437.28 certified correct and. signed by W.L. Malony, motion made by Overlie that progress payment No. 1 in the amount of $1,437.28 be allowed, motion seconded by Lake, carried by roll call vote of four (4). REPORTS FROM UFFICERS: THE CITY TREASURERS report for May was read. The activity report of the Police Department for May was read. r i i 1344 i PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JUNE 17, 1947 Earnings report of the Water Department for May was read. The City Clerk furnished each member a copy of the May budget for alldepar..tments. REPORTS FROM COMMITTEES: SEWER COMMITTEE: requests more time to inspect sewer connections .on.property held by the Government on a condemnation lease. READING OF ORDINANCES: ORDINANCE NO. 595: AN ORDINANCE TO AMEND ORDINANCE NO. 435, BEING AN ORDINANCE TO REGULATE AND a RESTRICT THE LOCATION AND USE OF BUILDINGS AND THE USE OF LAND WITHIN THE CITY OF PASCO, WASHINGTON: TO LIMIT THE HEIGHT OF BUILDINGS: TO PRESCRIBE BUILDING LINES AND THE SIZE OF YARDS AND OTHER OPEN SPACES AND FOR THESE PURPOSES TO DIVIDE THE CITY INTO DISTRICTS. Motion made by Overlie, seconded by Hostetter. that Ordinance No. 595 be given the third reading.,, motion carried, Ordinance 'No. 595 was read, motion made by Overlie seconded by Lake that Ordinance No. 595 has been given the third reading motion carried; motion made by Lake seconded by Glasow that Ordinance No. 595 be adopted, motion carried by roll call vote of four (4). ORDINANCE NO.- 596;:_ AN ORDINANCE DECLARING AN EMERGENCY AND APPROPRIATING MONEYS WITH WHICH TO MEET THE SAME AND PAY FOR THE COMPLETION OF A SWIMMING POOL FOR THE CITY OF PASCO. This Ordinance was published and notice duly given of a public hearing called for this date, Wallace McGhee was present and protested on the grounds that . an emergency did not exist as the construction of a Swimming Pool was foreseen and asked where the money was to c.ome from; a short discussion followed, action held up to next regular meeting. ORDINANCE NO. 5.97: AN ORDINANCE VACATING CERTAIN STREETS AND ALLEYS IN THE CITY OF PASCO. Motion made by Overlie.seconded by Lake that Ordinance No. 597 be given the first reading, motion carried, Ordinance No. 597 was read, motion made by Lake seconded by Overlie that.Qrdinance No. 597 has been given the first reading, motion carried, motion made by Lake seconded by Glasow that Ordinance No. 597 be given the second reading by title only, motion carried, Ordinance No. 597 was read by title; motion made by Lake seconded by Glasow that Ordinance No. 597 has been given the second reading by title, motion carried. MISCELLANEOUS: FORM C.P.A. 4423: The Mayor made mention of .submitting C.P.A. form 4423 application of authority on the Filtration Plant to the Spokane office. Some were of the opinion that this Board has been discontinued,, however, motion was made by Overlie authorizing the Mayor to sign form C.P.A. 44.23 if necessary for Filtration Plant construction. John W. Cunninghams office- to,fill out blank, motion seconded by Lake, carried so ordered. TELEPHONE VOLE LINE -FILTRATION PLANT SITE: motion made by Hostetter seconded by Glasow that thetCity Clerk and Mayor furnish ;the Telephone Company with a letter of request for the removal of poles between 12th and 13th Streets and "A" and "B", motion carried.
