Hostetter presiding. -r ROLL CALL: By clerk councilmen present were John Beck, Art E. Glasow Jr „ A.T. Hostetter, H.G. Lake and T.G. Overlie, Charles Grigu arrived at eight forty five O'clock P.M., C.R. Wallis was absent, D.I.N. Zent City Attorney was present. REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent. ORDINANCE NO. 593: AN ORDINANCE AMENDING SECTION ONE, OF ORDINANCE NO. 459, BEING AN ORDINANCE REGULATING THE ERECTION, CONSTRUCTION, ENLARGEMENT, REPAIR, MOVING, REMOVAL, DEMOLITION, CONVERSION, ALTERATION, OCCUPANCY, EQUIPMENT, USE, HEIGHT, AREA, AND MAINTENANCE OF BUILDINGS AND STRUCTURES IN THE CITY OF PASCO, ADOPTING THE UNIFORM BUILDING CODE OF THE PACIFIC COAST BUILDING OFFICIALS CONFERENCE, SETTING UP FIRE ZONES-, PROVIDING FOR THE MANI14TER OF SELECTION OF THE BUILDING INSPECTOR, FIXING HIS COMPENSATION, AND REPEALING CERTAIN ORDINANCES. Motion made by Beck seconded by Lake that Ordinance No. 593 be given the third reading, motion carried, Ordinance No. 593 was read, motion made by neck seconded �- by Grigg that Ordinance No. 593 has been given the third reading, motion carried, motion made by Overlie seconded by Grigg that Ordinance No. 593 be adopted, motion carried by roll call vote of six (6). ORDINANCE NO. 595: AN ORDINANCE TO AMEND 07DIHANCE NO. 43'5, BEING AN ORDINANCE TO REGULATE AND RESTRICT TIE LOC.'TION AND USE OF BUILDINGS AND THE USE OF LAND-IVITHIN THE CITY OF PASCO, 'WASHINGTON: TO LIMIT THE HEIGHT OF BUILDINGS: TO PRESCRIBE BUILDING LINES AND THE SIZE OF YARDS AND OTHER OPEN SPACES AND FOR TF11ESE PURPOSES TO DIVIDE THE CITY INTO DISTRICTS. _Motion made by Overlie seconded by Lake that Ordinance No. 595 be given the first reading, motion carried, Ordinance No. 595 was read, motion made by Grigg seconded by Overlie that Ordinance No. 595 has been given the first reading, motion carried, motion made by Glasow seconded by Overlie that Ordinance No. 595 be given -the second reading by title only, motion carried. Title of Ordinance No. 595 was read, motion made by Overlie seconded by Lake that Ordinance No. 595 has been given the second reading by title only, motion carried. PUBLICHEARING ON ORDINANCE INTO. 595: was published for this time; no objections were offered by anyone present. MATTRESS FACTORY: Iter. Mitchell spoke for Mr. Felly and Mr. Fagala, they have located another site for this factory which is on lot 2, block 2, Acre Park Addition to Pasco, one block South of Lewis and At this time desire a temporary building permit to erect a frame building 24' x 33' on the rear of the lot to be used for storage and some repair work, motion made by Grigg that a permit = for a temporary frame building be issued to Kelley and Fagala, building to be used for storage and work for a period of two years, motion seconded by Overlie,=carried Lake and Glasow were out of the council chamber at this time, Glasow left the meeting at nine twenty o'clock P.ni., returned at nine fifty o'clock P.M. LATER DAY SAIN'T'S CHURCH: Mr. E',.L. Morgan, representative for the church, spoke regarding a permit to ._?_.._build a church at lakima and Murray, Lot 27, 28, 29, 30, 31 and 32, Block 4, O1Keefes Addition; the building to cost approximately $100,000.00, motion made by Glasow seconded by Lake that Mr. A.L. M rgan be issued a letter of approval if codes and Ordinances are observed, for construction of the church at Yakima and Murray, motion carried. PARKING METERS: Chief of Police and Committee -to meet again regarding location of meters, motion made by Glasow seconded by Grigg that we call for bid on 35 meters callable Tuesday July 15, 1947, motion carried by roll call vote of six (6). REGULAR ORDER OF BUSINESS: resumed by unanimous consent. COMMUNICATIONS: FILTRATION PLANT: A letter was read from John W. Cunningham & Associate forwarded with three copies of the contract executed and ready of signatures, the correct total of contract $199,893.77, bond to be for the same amount. DEPARTMENT OF HEALTH' SWIMMING POOL: A letter was read from R.L. Stockman, District-"ngineer, stating plans and specifications are satisfactory in every way, except, lack of details fon construction of the bath house super -structure. If the city proposes to use the pool during the coming season it is requested to so advise. For the summers operation, sufficient equipment to provide recirculation and chlorination, adequate showers, toilets and other sanitary appurtenances with suitable bath house structure must be installed. Immediate arrangements should be made for the construction of the permanent bath house for the season of 1948. S I 1342 PASCO, WASHINGTON RECESSED MEETING COUNCIL ROOM JUNE 10. 1947 DIVISION OF PUBLIC HEALTH ENGINEERING: A LETTER FROM EMIL Jensen to W.L. Malony, stating final approval will be.given upon.receipt of suitable plans for the construction of the bath house. TRANSFER ORDIIdANCE NO. 592 AMOUNT ¢409.61: A letter was read from the City Treasurer requesting authority to transfer. $409.61 from the current expense fund to a .special fund, motion made �by Beck2nd by that the City Treasurer be authorized to make transfer as per Ordinance No. 692; amount $409.61., motion carried. READING OF ORDINANCES: ORDINANCE NO. 594: I AN ORDINANCE CREATING THE OFFECE OF SUPERINTENDENT OF PARKING METERS, PRESCRIBING AND SETTING HIS DUTIES AND T RANSFERING THE OPERATION OF PARKING METERS FFD M THE POLICE DEPARTMENT Motion made by Overlie seconded by Lake that Ordinance No. 594.be given the third reading, motion carried, Ordinance No. 594 was read, motion made by Overlie seconded by Lake that Ordinance No. 594 has been given the third reading, motion carried,,motion made by Glasow seconded by Overlie that Ordinance No. 594 be adopted, motion carried by roll call vote of six (6). II ORDINANCE NO. 596: AN ORDINANCE DECLARING AN EMERGENCY AND APPROPRIATING MONEYS WITH WHICH TO MEET THE SAME AND PAY FOR THE COMPLETION OF A SWIMMING POOL FOR THE CITY OF PASCO. Motion made by Overlie seconded by Lake that Ordinance No. 596 be given the first reading, motion carried, Ordinance No. 596 was read, motion made by Overlie seconded by Lake that Ordinance No. 596 has been given the first reading motion carried, motion made by Glasow seconded by Lake that Ordinance No. 596 be -given the second reading by title only, motion carried. SWIMMING POOL MONEY IN ESCROW: Motion made by Beck -City Clerk to check conditions of escrow and write Lions. Club and Firemen relative to turning money over to the fund, motion seconded by Overlie, carried so ordered. REPORTS FROM COMMITTEES: At this time ten forty o'clock P..110i. Glasow was excused .from the meeting.. STREET COMMITTEE: Chairman reports M.D. Holt decided on to be employed as City Engineer on street o ling project, has a chance to get a job in Hanford, would not have time for this project. The chairman desires at this time to be a utho•rized.to employ H.L. Blanton to set up the project and street department to do the overseeing,'motion made by Overlie seconded by -Lake that we employ Blanton as street surface engineer, providing he is obtainable, motion carried by roll call vote of five (5)..
