CALL TO ORDER:
Meeting called to order at eight o'clock P.M.', Honorable Mayor W.A. Nelson
presiding,
ROLL CALL:
By clerk, councilmen present were John Beck, Art E. Glasow Jr., Charles Grigg,
A.T. Hostetter, H.G. Lake, T.G. Overlie and C.R.. 'Vallis. City Attorney D.W. Zent
was excused at 10:10 o'clock P.M.
REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent.
Mr. D. Speer, contractor of Kennewick is planning on building duplex and four-
plex houses between Mound and Pacific, Blocks 9 and 10, Helms Second Addition;
will be needing water right away, water service now extends through Block 9,
can be extended to serve Block 10, Water Manager has material on. -hand all paid
for, the only cost would be labor, City Attorney t.o give opinion, motion
made by Grigg that water manager..go ahead and extend water service to Block 10,
Helms Second A ddition,.motion seconded by Beck, carried by roll call vote of
seven (7).
MULLINS: Ordinance from Spokane not received, following a discussion motion was
made by Hostetter that Mr,. Mullins be allowed to build apartment house as per
plans submitted and that the Citi Clerk notify building inspector to issue a
permit deviating from Ordinance 1o. 459 allowing type 3 inside construction,
outer walls brick veneer,,construction, motion seconded by Glasow, carried by roll
call vote of six (6), Wallis voting "no".
LUTHERN CHURCH (GUN CLUB)

Motion made by Beck seconded by Glasow that the Lutheran Church be allowed to
use the gun club June 6, 1947, motion carried.
MATTRESS FACTORY, KTJRTZMENS ADDITION::
Mr. J.B. Kelley and George Fagala would like to erect a building 50 x 65 for a
mattress factory in Block 5, lots 31 and 32, Kurtzmans Addition, Mr. Mitchell
made therequest, Building Committee retired to the water office for conference
when they returned to meeting this was turned to the Building Committee for
further study and report.
FILTRATION PLANT EQUIPMENT:
Mr. Ziedlhack requested action on the. following.equipment bids.
CHEMICAL HOIST:
Five bids were received, accepting the bid of Harnishfegerr corporation, Seattle,
Washington was recommended, motion made by Beck authorizing John W. Cunningham &
Associates to accept Harnishfeger Corporations' bid in the amount of J'379.30,
motion sedonded by Hostetter, carried by roll call vote of seven (7).
AIR'C'OMPRE'SSER: Two bids%were received, the bid of Brod and McClung, Portland,
Oregon was recommended, motion made by Beck seconded by Lake to accept
sutorbilt rotary as recommended for $205.00, motion carried by roll call vote
of seven (7).
WASH WATER METERS: Three bids were received, H.D. Fowler Co's. bid for a
Sparling Meter was recommended, motion made by Beck seconded by Overlie to
accept Sparlings meters, price meter „780.00, price recorder $240.00 and
flow watch meter $1,752.00, total $2,772.00, motion carried by roll call vote
of seven (7).
PUMPS (FOUR): Four bids were received on.four pumps, it was recommended that
two -pumps be purchased from the Power Equipment Co., �'ortland, Oregon, one
2',645.00 and $2,705.00. Two from the Worthington Co , Portland, Oregon, one
1,31.5.00 and $1,818.00, motion made by Wallis that_the recommendation be
accepted and purchase made accordingly, motion seconded by Beck, carried by
roll call vote of seven (7)..
FILTRATION PLANT BID: Mr. Ziedlhack referred to the James Construction Cols.
bid and his letter of Play 21, 1947 was again discussed, he still feels that
nothing would be lost in waiting until September and recall for bids as filter
piping will not be -available until JuTy of 1948, thus the building would be
inoperative from February to September 1948, this he states is his opinion to
be used as the council sees fit. A letter was read from D.ZrV. Zent City Attorney
stating in his opinion the council could reconsider the bid of James Construction
Co. at the June 3rd meeting, following the discussion motion was made by Glasow
seconded by neck to accept the James Construction Company's bid of $199,889.77
motion carried by roll call- vote of six (6?, Wallis voting "no". The Mayor
spoke of not signing contract account being contrary to engineersz-advice; opinion
to be rendered by Zent regarding Iti'Iayors signature on contract, Motion made by
Beck instructing I'rlayor and City Clerk to sign contract with Jamas Construction
Company or proper authority to sign, motion seconded by Glasow carried by roll
call vote of six (6), Wallis voting "no". Mr. Zeidlhack states their
office will prepare contract in triplicate for City, Contractor and Engineer.

SEWAGE DISPOSfiL PLANT: DISCUSSED WITH MR. ZEIDLHACK:
The office of John W. Cunningham was requested to give an opinion on Block 40,
Riverside Addition and Block 13, Grays East Riverside Addition as possible
locations for a Sewage Disposal Plant, a letter of May 24th was read, stating
,that neitherlocation would be considered good and su;gested a location further
.down the river near Government Block 49 or there about.
BONNEVILLE POWER ADMINISTRATION:
Mr. Steel presented a document requesting an option for Transmission Line
Easement across a piece of City owned property known as the old. golf course,
the easement to be 300 feet wide across the N.E. � of the N.E.! lyin southerly
and rVesterly of State Highway No. 3 and the E o.f the NIV: of the NET of
Section 34, Township 9, North, Range 30 East of the Willamette Meridian, deed
in book 50, page 496, motion made by ;Beck seconded by Lake that we grant
Bonneville Power Admin1stration option for easement across the City Old Golf
course as described above, motion carried by roll call vote of seven (7).

A letter from A.0. Rule stating applic=ation had been submitted for congressional
approval, action will be taken in the near future; wires from Senators Magnuson,
and Hal Holmes were read.
S'HELDONS CLAIM:
A letter was read from. B.Ty. Sheldon regarding rejection of claims by the city
for sales tax in the amount of t830.89. A copy of this letter to be mailed
the City Attorney t.o answer.
CITY ATTORN Y: was excused from the meeting at this time.
REPORTS FROM COMMITTEES:
Setting up program for black topping was discussed, it was decided to employ
Mr. Holt as engineer, his fee would be 5% or about X600.00; information to be
furnished the City littorney for Resolution 014- V�.
FIRE DEPARTM,ENT: Fire Chief Matthias spoke about getting legal holidays off in
his department or extra time for holidays, they now work a seventy two (72)
hour week, general set up of other places to be considered, City Clerk to write
the Association of Washington Cities. Police Captain receives yp265.00 per
month which is I?15.00 more than the Assistant Fire Chief receives, motion made
by Grigg seconded by hostetter that the Assistant Fire Chief be paid $265.00
per month retroactive as of April lst, 1947, motion carried by roll call vote
of seven (7).
POLICE COMP."ITTEE-PARK VVATC:HP,IAN: The police committee recommend to dispense
with the job of night watchman at the City Park as of to n1ght, motion made by
Hostetter seconded by Beck to accept the committees recommendation, motion
carried by roll call vote of five (5), Overlie and Wallis voting "no".
DRINKING FAUCETS FOR SYLVESTER PARK: The Kiwanis club will buy spring type faucets
the water department will make installations.

AN ORDINANCE AMENDING SECTION ONE, OF ORDINANCE NO. 459, BEING AN ORDINANCE
REGULATING THE ERECTION, CONSTRUCTION, ENLARGEMENT, REPAIR, MOVING, REMOVAL:,
DEMOLITION, CONVERSION, ALTERATION, OCCUPANCY, EQUIPMENT, USE, HEIGHT, AREA,
AND MAINTENANCE OF BUILDINGS AND STRUCTURES IN THE CITY OF PASCO, ADOPTING THE

MISCELLANEOUS:
Extending water to Block 10, Helms Second Addition -extending water service to
Block lAand making circulation connections was discussed. Motion 'lade by
Beck that Water Manager be authorized to extend water down center line .of alley
in Block 10, down Dakota,Street to alley in Block 6, motion seconded by
Hostetter, carried by roll call vote of seven (7).
RECESS:
Motion made by Beck seconded by overlie that the meeting recess to Tuesday,
June 10th, 1947, eight o'clock P.M., motion carried.
