CALL TO ORDER:
Meeting called to order at eight t'ifteen o'clock P.M., by Mayor Protem
A.T. Hostetter, Mayor Nelson arrived at eight forty five o'Block and proceeded
with the meeting.
ROLL CALL:
Art R. Glasow, Charles_Grigg, A.T. Hostetter
By Clerk, councilmen present were/H.G. Lake, T.G. Overlie and C.R. Wallis,
John Beck arrievedat eight fifteen, City Attorney D.'�, Zent was present.
.REGULAR ORDER OF BUSINESS SET ASIDE by u-rianimous consent.
APARTMENTS 14 UNITS:
Mr. Mullins requests revision of �'rdinance No. 459, F.H.A. will not pass
present plans on account of Ordinance No. 459 which calls for a more sub-
stantial wall construction, height of lst floor was also an F.H.A. factor.
A letter was read from the Spokane Building Inspector stating The Elizabethan
Apartments to be erected at 9th & Walnut Street with twelve inch masonry for
the ground floor and brick veneer for the two upper floors; Fire Chief Matthias
spoke quoting H.D. Gross, building official of Walla Walla and W.K. Weaver of
Yakima, supporting the 1946 Unifor?nBuilding Code. City Clerk to write Spokane
for a copy of their building -ordinance.
REGULAR ORDER OF BUSINESS RESUM D:
READING OF THE MINUTES:
Minutes for meetings held May 6th, -.7th and 20th were read; on page 1330 minutes
of May 20th, POLICE FOR VOLUNTEER PARK, lst line, an opinion was read from
the City Attorney, council desires that opinion become part of the minutes
(quote) "It is the opinion of this office that such an office should be
appointed by the Chief of Police with approval of the I'Iayor-This assuming of
course that such an officer is found to be necessary or non -necessity for the
appointment" City Attorney, D.W. Zent; minutes approved as corrected.
FILTRATION PLANT:
A letter of May 21st was read from John W. Cunningham & Associates office
regarding; bids on first unit opened May 6, 1947 and their estimates of costs
in detail, along with equipment bids accepted in March; they are still of
the opinion that the city should reject all bids and readvertise this fall
without any inconvenience or delay to the project.
SEVUAGE TREATMENT PLANT AN.D PORT PROPERTY:
A letter of May 24th was read from John W. Cunningham & Associates relative
to Block 40, Riverside Addition and Block 13, Grays hmended Addition not
being desirable for Sewage Disposal Plant, among other reasons they are
both too close to settled areas and suggest a location in the vicinity of
Government Lot 4, South of Ainsworth «venue. This letter was requested in
conjunction with a request by the Port District to acquire City property
for a mill site to be used by the Northwest Milling Co., nothing concrete
has developed to date.
NAVAL AIR BASE:
A letter was read from Captain A.O. Rule in reply to application for a
revocable permit for use of Naval Air Station, advising that same had been
submitted for Congressional approval, motion made by Beck authorizing the
Mayor to write Congressmen and Alice Hogan at Washington D.C. for cooperation
on sed.u.ring permit on Naval Air Base, motion seconded by Overlie, carried
by roll call vote of seven (7).
THREE EMPLOYEES AT BASE:
Foy W. Earnest -Plumber, Prentis K. Morris -Electrician, and Roy Gamblain-
General Maintenance; City Clerk instructed to write and inform these men
that the city will be interested in employing them at their present positions
when the permit is secured.
UNISSUED SEWER BONDS:
A letter was read from Graves, Kizer and Graves relative to $1553,000.00 of
authorized bonds unissued. It was mentioned by the Council their desire to
take formal action to eliminate or repeal the authorization to the extent
of the „155,000.00 of unissued bonds; at this time they are asking for
proper and pertinent information regarding the matter, motion made by Beck
that Graves, Kizer and Graves be notified that these bonds lay dormant until
needed, motion seconded by Grigg, carried.
FEDERAL WORKS AGENCY RECREATION FACILITIES:
City Attorney examined the Lease of War Public Works Project No. Wash 45-243-F
one-year lease for $'3;000.00, p!.-rchase price liN7,000.00 on or before April
lst, 1947, thus $,,,10,000.00 for the project complete plus interest, motion made
by Grigg seconded by Overlie that the l�11layor write a letter stating reason
why we are not paying at this time and requesting a revocable lease for another
year, motion carried by roll call vote of seven (7).

ALLEY, NORTHERN PACIFIC RAILWAY COMPANYS PROPERTY ADJOINING FANNS ADDITION:
A letter was`read from V.E. Williams stating they were unable.to check description
account not having a copy of this plat with the recording date, Oity Clerk -to
furnish plat and data needed.
SEWER & WATER LINES CONDEMNATION LEASE:
East side of Vine, midway between Ainsworth and Washington Avenue, City to
acquire sewer and water pipes; roads, streets, walks and other improvements
i placed thereon by the Government and in turn release the government from any
liability, Water Committee to recheck connections and disconnection ,and make
I report.
FILTRATION PL!V T BIDS ON UNIT NO. 1:
i A letter was read from City Attorney D.W. Zent stating that after- receiving all
information on action taken by the council and coupled with the instructions to
bidders, this in my opinion fully authorizes the City Council to reconsider the
bid of the James Construction Company at its regular meeting June 3rd, 1947.
REPORTS FROM COMMITTEES:
Street committee recommend to black top between thirty six (36) and fifty (50)
I blocks, engineer to set up project in conjuntion with the Yakima Highway
department, engineer to s,et up a project for the minimum number of Blocks and
onegor the maximum number, mention was made of ,employing Harold Blanton or
Mr. Holt, motion made by Lake that Beek employ Mr, Holt as engineer on city

black top project, motion seconded by Overlie, carried by roll call vote of seven(&)
REMOVING TREES•.
Dead trees in the parkings reported from time to time to be reported to Brickey.
CLEANING WEEDS AND WA1TERING TREES: by prison labor was discussed, Beck authorized
to see Police Judge Stone and P11ice Chief relative to working prisoners.
McKibbin spoke about paying meter man out of street department.
POLICE COMIJITTEE: recommend taking x$'1,235.00 from Police budget and placing,
in street department this would have to be done by Resolution.. City Attorney
to render an opinion.
PARK WATCHP.ZAN: Police Committee reports there is no budget for this position,
damage,is done after midnight, recommend that positionbe abolished as of
May 27, 1947, City Attorney to render an opinion on the matter.
..PARKING METERS: Installing more parking meters was considered, three are needed
in front of rasco Hardware and new book st8R1`1A90`1 th 4th between Clark & Bonneville,
2nd & 3rd on Lewis and West on Lewis were mentioned, street and police committee
to make further investigation and report.
SYLVESTER PARK: needs a drinking fountain out side, a snap vd-1ve on standard
_ ,,,�puld suffice, better lighting is also needed there,, more investigation and
report.
PACIFIC POWER & LIGHT COMPANY: Removing poles from Memorial Park, motion made
by Beck seconded by Lake that the City Clerk be authorized to request the
Pacific Power & Light Co. to move poles from alley in Blocks 14 and 15, Helms
`2nd Addition as alleys are being vacated for Memorial Park pu'i�pos.es, motion
carried.
READING OF ORDINANCES AND RESOLUTIONS:
RESOLUTION NO. 277 Painting center traffic line, to City Limits State Highway
No. 3 and leo. 11; motion made by Beck seconded by Overlie to adopt Resolution
No. 277, motion carried by roll call vote of seven (7)..
RESOLUTION N0. 278 Vacating the alley from Olive Street to Shoshone Street
between Lucas and �'acific Streets; and that portion of the alley from Olive to
Shoshone street between Pacific and Dakota streets, and that portion of the
alley from Lucas to Dakota street between Shoshone and Hopkins streets, and
that portion of the alley from Lucas to Dakota streets between Hopkins and Olive
streets, and that portion of Hopkins Street from Lucas to Dakota streets,
Pacific Street from Olive.to Shoshone, all in blocks 13, 14, 15, and 16, Helms
Addition to Pasco, motion made by Beck seconded by Overlie to adopt Resolution
No. 278,,motion carried by roll call vote of seven (7).
ORDINANCE NO. 591:
AN ORDINANCE PROVIDING FOR THE CREATION OF A BOARD OF PARK COMMISSIONERS, FIXING
THEIR NUMBER AND TERMS OF OFFICE., COMPENSATION OR SALARIES AND DUTIES,,, THIS
ORDINANCE HELD UP FOR THE time being,

ORDINANCE NO. 592:
An ORDINANCE DECLARING AN EMERGENCY AND APPROPRIATING MONEY WITH WHICH TO MEET
AND PAY THE SAME; motion made by Overlie seconded by beck that Ordinance
No. 592 be given the first reading, motion carried, ordinance was read, motion
made by Beck seconded by ilostetter that ordinance No. 592 has been given the
first reading, motion made by Overlie seconded by beck that Ordinance No. 592
be given the second reading by title only, motion carried, Ordinanc title was
read, motion made by -Overlie seconded by Lake that Ordinance No. 592 was given
the second reading by title only, motion carried.
UNFINISHED BUSINESS:
GRAVEL PIT SUIT: still pending advises City Attorney.
FIRE HAZARD -M. & M. CAFE: Prosecuting Attorney had talk with V.F. Walker, will
make correction in 3 or four days.
CEMETERY OVERHEAD SPRINKLING is working out all right.
GRIGG SEYiER AGRE;'EMENT : City Clerk to call Mrs. Rombeau.
JAYNES BUSINESS LICENSE APPLICATION:more time asked.
SEWER LIENS: Time is up for filing sewer,connection liens, all have to be filed
by June 2nd, 1947, there are about 25 liens, the cost of.fi��'ing would be approx-
imately x;16.00 each, some would probably be contested an:DiAe'"9ou'b�fs if this
Ordinance would hold, motion made by Hostetter that liens be forgotten until
connections are made, motion withdrawn; motion made by Beck instructing the
City Attorney not to try to collect sewer connection liens, motion sedonded by
Glasow, carried by roll call vote of seven (7).
CLARENCE MILLED?S PETITION:
An opinion from City Attorney D.V.V. Zent was read regarding public hearing, City
Clerk to write Iv'r. miller and inform him that the petition has been tabled pending
the adoption of Ordinance No. 571.
MISCELLANEOUS:
1945 SESSION LAIN BOOKS: City Clerk to order five (5) copies of the 1945 edition.
UNIFORM BUILDING CODE: City Clerk to order six (6) copies of the 1946 code,
City Attorney also wants one.
AN EMERGENCY ORDINANCE: for the balance of swimming pool construction and equip-
ment in the amount of approximately 22,000.00 was discussed, no action taken.
ADJOURNMENT:
Motion made by Beck seconded by Overlie that the meeting adjourn to Tuesday,
June 3rd, 1947, eight o'clock P.M., motion carried.
