REGULAR ORDER OF BUSINESS set aside by unanimous consent.
REPAIR SHOP IN R:,1-CLARENCE MILLER:
A petition with seventeen signers was presented by Gordan 14. Halliday against
the erection of a repair shop building in R-1 and stating cause,.motion made it
by Overlie that petition be turned back for correction as to signers and addresses,
also, that same parties signed b6th petitions for and against, motion died for +i
the want of a second, motion made by Glasow that this be turned to the building
committee., motion, died for the want of a second, motion made by Beck that the
City Clerk be authorized to publish notice of Public Hearing,within 200 feet
of 521 North 10th Street for June 17th on erecting a building for machine
repair shop use, motion seconded by Grigg and carried.

PORT OF PASC.O-SCOTT ROFF :
The port wishes to acquire city owned property to establish a site for the Great
Western Milling Company; they want lots 1> 2> 3> 10, lls 12s 13s 14, 15� 16s 17, '
18, 19 and 20 in River Block, motion made by Grigg that this be turned to John !
Beck, motion seconded by Overlie, carried, Beck requests the City Clerk to write
John W. Cunningham as to the feasibiiity of using the Gravel Pit location on
South 4th & Ainsworth for a sewage disposal plant. II

TYPEWRITER POLICE, DEPART'TutENT :
Chief of Police request the purchase of a new machine cost 0.163.50 with credit �I
of old machine; $125.25 would be the total cost, motion made by. rigg that
Police Department be allowed to make purchase in the amount of $125.25 if with-
in their budget, motion seconded by Glasow, carried by roll call vote of seven (7).
POLICE FOR VOLUNTEER PARK:

An opinion was read from the City Attorney regar.ding.a police officer for •I
Volunteer Park, also,a recommendation from McKibbin that Charlie GriffitYi be 1
employed immediately for this Job., no objection was voiced. (See minutes May 27, 194'
MULLINS APARTMENT HOUSE:

Mr. Mullins states that Ordinance No. 459 prohibits the erection of an apartment II
! house as planned by him to be located on lots 21 to 26 inclusive, Block 25 I!
Kurths Addition; the cost of the four hour fire resisting wall was the objection,
Fire Ohief and Building Inspector spoke favoring the four hour wall. Mr. Mullen I`
was 'asked to bring in the Spokane Building Ordinance to use as a guide to
j amend Ordinance 459. I.

S',VIMMING POOL CONTRACT:.
The contract was read, Thr. Pierce objected to time limit clause and penalty,

City Attorney states both are necessary to formulate a contract, motion made by
Beck seconded by Lake to accept contract on Swimming Pool as read, City Clerk II
to fill in dates etc., mail to contractor James for signature, motion carried
by roll call vote of six (6)',
RIVIRVIEW PARK:

Dwight Thomas spoke about girl scout and Camp Fire Uirls day camp to be held I�
at the Park, the middle of June and requests that, two more toilets are necessary I;
I� and the present facilities be repaired and cleaned to pass standard sanitary
inspection, motion made by Beck that Iverlie be authorized to go ahead and hire
labor and material for this repair work, cost not to exceed 61,150.00, this to
be taken out of repair to equipment for Warks, motion seconded by Glasow, .I
carried by roll call vote of six(6). I`

CEMETERY SPRINKLING SYSTEM:
Fred Scott spoke relative to the installation of an overhead sprinkling system
at the cemetery, the committee favors the purchase of this system, motion made IIS
by Beck that the water department be authorized to install 150 feet, 4" pipe ;I
and 9 risers in the cemetery at an approximate cost of 5$480.00, motion seconded
by Glasow, carried by roll call vote of six (6), motion made by Beck that the I�
city purchase one lateral for sprinkling system for the cemetery from F.C'. Scott
cost to be under $359.00,, motion seconded by Overlie., carried by roll call vote
of six (61.

SEWER CONNECTION LIENS:
City -Attorney, D.W. Zent, would like the consent of the council to designate
payment extensions for sewer connection charges for people unable to pay in full.
Motion made by !Vallis that the City Attorney be authorized to use his judgment I
in regard to payments in hardship cases on sewer connection liens, motion seconded
by Glas,ow, carried so ordered.
REGULAR ORDER OF BUSINESS R.ESUMIED:
BIDS ON MOTOROLA MOBILE TRANSMITTER:
One bid was received from Galvin Manufacturing Corp., 212 E. Legion VVay, Olympia,

one only FTlikTR 30 D Mobile transmitter and receiver,
complete with spring base side mount antenna, microphone,
military type, speaker, control head, and necessary
cable, and necessary mounting hardware -

EASEMENT NORTHERN PACIFIC ALLEY NOR'T'H Ole' A STREET :
This easement is for an alley 30' wide between 1 st) and 6th. Streets North of "A"
Streets, easement to be mailed -o V.E. ':Nilliams, Industrial Agent, Seattle, Wash.
for approval and signature.
LICENSE MOTOR CYCLE REPAID SHOP:
A license application for a motor cycle repair shop at 26 "A" Street was presented
by Tr1rs. Horner Jaynes, this was turned to the Police & License committee.
PLANNING COMMISSION:
A letter w as read from Hill "illiams, secretary 6f the Chamber of Commerce, sub-
mitting fifteen (15) names which the civic affairs committee recommend as suitable
for Planning Commission appointments, motion made by Lake seconded by Glasow th
table letter tDendirig revisionsof Ordinance No. 571, motion carried.
OPTION ON PROPERTY PURCHASE FROM AMERICAN LEGION (I,: EL+%iOIUAL PARK) : was reread.
E.G. Bresko to pick up option and make correction, showing balance and option
tayment.
NORTHWEST FILTER COMPANY:
A letter was read stating this company would install filter equipment in the
swimming pool to be completed h'-ugust lst, payments deferred. to January lst, 1948,
approximate cost, 121000.00, currant rate of interest five (5%0 per cent per
annum. This will be taken up next Tuesday, T,Iay 27, 1947.
REPORTS FROM COMMITTEES:

'Street Committee recommend black topping the following alleys;
Alleys between 3rd & lst, Clark & Lewis
Alley between 3rd & 1st, Columbia & Lewis
Alleys between 4th & 2nd, Clark & Bonneville
Alleys between 5th & 6th, Lewis & Clark
Alleys between 5th & 6th, Lewis & Columbia
Eight blocks in all at an approximate cost for labor at ;25.00 per block, motion.
made by Lake seconded by Wallis to accept the Committees recommendation, motion
carried by roll call vote of six (6).
WIDENING 10th:
The Street Committee also recommends that 10th street be widened from Columbia
to Yakima, Murray from Yakima to Sylvester by day labor, motion made by Overlie
seconded by Wallis to accept the committees recommendation, motion carried by
roll call vote of six (6). Oiling approximately forty (40) blocks of city
streets was discussed, project to be set up by the State Department at Yakima,
Wash., bids to be gotten in shape by the Street Committee, also to contact an
Engineer, Committee to meet Tuesday, 5 P.Iv'%, May 27th, 1947.
AIR EASE EMPLOYEES:
Three civilian employees now working at the Base will be terminated May 29th,
electricaian, plumber and carpenter,in case the city does take over the base
would the council favor retaining thes men? No action taken.
SEWER CONNECTION (MR. LITTLE)
Mr. J.L. Little, requests permission to connect to the sewer, the committee does
not recommend sewer extension at this time.

FEDERAL HOUSING SEWER CONDEI:2NED LEASE: Wash 45209 on East side of vine Street
midway between Ainsworth Avenue and Washington Avernae, governmane installation of
Sewer and Water pipe lines, road, streets, and walks; the water _committee
reports the lines have been inspected and recommend that the Government be
released from any liability, motion made by Beck seconded by Glasow to accept the
committee recommendation, motion carried by roll call vote of six (6).
JOHN SCARTLANDS WATER SERVICE INSTALLATION'CHARGE: Mr. Scartland feels that the
charges made for extending a 1 inch water service in accordande with Ordinance
No. 371 and.Ordinance 572 are too high, he deposited 472.00. Water Manager
reports this is approximately 4P.00 higher than actual cost. The dater committee
recommend that S,cartland.be. refunded 43.0.00, motion made by Glasow seconded by
Beck to accept the committees r.ecemendation, motion carried by roll call vote of
six (6).

FIFE CHIEFS,. reports for March and April were read..
BUILDING INSPECTORS: reports were read for•February, March and April 1.947.
C!�-IEF OF POLICE submitted activity report for February, March and April, 1947.,
WATER MANAGERS: report for March and April was read,
CITY TREASURER REPORT FOR March and Aprol was read.
PLANNING COMMISSION: Minutes of March 11th were read.
CITY CLERK furnished each member a copy of the April budget.for all -departments.
ADJOURNMENT:
Motion made by Beck seconded by Glasow that the meeting recess to Tuesday
May 27, 1947, eight o'clock P.M., motion carried.
