CALL TO ORDER:
Meeting called to order'at eight o'clock P.M., Honorable Mayor Aalter A. Nelson
presiding.
ROLL CALL:
By clerk, councilmen present were John Beck, Art E. Glasow'Jr., Charles Grigg,
A.T. Hostetter, H.G. Lake, T.G. Overlie and C.R. Wallis, City Attorney D.W. Zent
was absent.
REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent.,
FILTRATION PLANT:
Mr. James and Mr. Pierce of the James Constri.ction Co. were present ammd discussed
bid submitted on Filter plant, stating their bid was extra low account having
equipment and crew in this territory and the possibility that they might be
awarded both the Swimming Pool and Filtration Plant bid, motion was made by Beck
that the bids on Filtration Plant be reconsidered June 3rd with J.W. Cunninghams
Engineer, motion seconded by Glasow and carried.

Mr. Malony discussed bids with the council; not enough money budgeted to meet the
lowest complete bid of 4$84,372.00 submitted by James Construction Co. He will
consult the Health Department relative to approving plans with out Filtration
equipment, alternate without this equipment is $70,455.00 the fill and'draw
method would be usedtbrnperarily, motion made by Glasow seconded b� Lake that the
City Council accept'James Construction Companys alternate No. 1, ;,70,455.00 which
excluded filtration system; to be completed in approximately ninety (090) days,
motion carried by roll -call vote of seven (7). Motion made by Hostetter that bids on
all filtration equipment alternate No. 3, for swimming pool be withheld until
May 20, 1947, motion seconded by Glasow, carried so ordered, motion made by Beck
that Mayor and City Clerk be authorized to sign contract -with James Construction Co.
on bid alternation No. 1 subject to approval by the City Attorney, motion seconded
by Overlie, carried by roll call vote of seven (7).
Mr. Maloney submitted a voucher for progress payment in the amount of 4p1,000.00,
motion made by Beck seconded by Overlie that the voucher be honored, motion carried
by roll call vote of seven (7). Motion made by Hostetter that all certified
checks and bid bonds be returned except North 'Vest Filter CMTS check, motion
seconded by Grigg, carried so ordered.

TERMINATING CONDEMNED PROPERTY (FEDERAL I-fOUSING) :
A letter was read from Lee S. Macks stating the Federal Public Housing AuthoritS7
is desirous of turning condemned lease held property used for Federal Housing back
=- to the city. Sewer and water pipes were left as installed; connedtion made to main
sewer to be checked by the sewer committee and report recommendation.

Transferring $?578.77 from an emergency fund back into the General Fund as this
has been reimbursed from tax levy, motion made by Beck seconded'by Hostetter
authorizing; the transfer,, motion carried by roll call vote of seven (7)..
RECREATION BUILDING:
A letter was read from L.R. Durkee regarding instrament.. Lease of War Public
Works, project No. Wash 45-243-F which has not been acted upon, City Clerk to
advise that action will be taken May 20, 1947.
KENNEDYS TRAILER CAMP:
A letter was read from the Fire Chief stating the Kennedy Trailer Camp passed lnsp-
ection
B.H. SAELDON CLAIMS SALES TATO 'x,830.89:
A letter was read from the City Attorney advising that this claim be rejected,
motion made bye Beck seconded by Grigg that the City Clerk s,o tnotify B.H. Sheldon.
SET1TING BACK CURBS:
An estimate was read on setting back curbs on 5th from Clark to Yakima, on Yakima
from 4th, 5th•, Sylvester from 5th to 9th or 7 blocks, Brickeyts estimate is
approximately ;400.00 per block, -motion made by Beck seconded -by Overlie that
Brickey be authorized to go ahead with the work, motion carried by roll call
vote of seven (7)
PLANNING COMMISSION:
An opinion from the City Attorney was read relative to term of office of
members of the committee.
APPOINTMENTS: Mayor Nelson submitted at this time the name of Reverends Charles
Hatten to succeed Mr. C.L. Booth on the Planning Commission for a six year term
and also requested definite action by the council at this time on Ray Clark and
I.I. Grigg, submitted February 4, 1947 as members of the commission. It was
agreed by the council that action be tabled pending recommendation on Ordinance
No. 571.
OPTION dip PURCHASE PROPERTY MEMORIAL PARK:
An option of purchase lots 9 to 24 both inclusive andXLots 31 and 32 all in
Block 14, Helms Second Addition to Pasco was read, voucher to be presented in
d detail.
RECREATION DEPARTMENT: A letter from Director Benson was -read recommending that
Lorayne arson be dischared, effective date May 6th, 1947, salary paid to May 31,
1947.; to employ Miss Maurine Miller as assistant Director effective as soon as
she can leave Edgemont South Dakota; that recreation center be closed Sundays;
that church groups be allowed use of the center that day without charge; a
complete program to be present.ed,at next regul&r meeting; motion made by Overlie
seconded by Grigg that Mr. Bensons -letter be accepted in it, entirety and that
the City Clerk so notify all parties concerned, Miss Miller of her employment,
M'iss Larson of her discharge, eff'ectife May 8th copies to Benson, motion carried
by roll call vote of six, Wallis voting no..
PETITIONS & REMONSTRANCES:
VACATING ALLEYS HELMADDITION:
A letter was read, signed by Thos. Livingston, H.L. Umholdt and C.H. Pohl
to serve as a petition for'the closing or vacating of the North and South alley
in Block 81 Helms Addition. Retaining an easement.for Pacific Power & Light
poles was mentioned, this is being turned to the Streets & alley Committee for
report.
REPORTS FROM COMMITTEES:
FIRE COMMITTEE; reports the expense of changing Mayors room to fire dorm, cost
;44.28.
WATER COMMITTEE: Mr. Scartland on South 4th between A and B objected to cost of
water line extension. Water Manager explained that estimate deposited by
Scartland was 09.00 and a few cents higher than actual installation there for
he has a credit balance in'the Treasurers office. This procedure is in accordance
Vuith the `ity ordinance, Water Committee to make investigation and report.
SEWER CO13qITTEE: ' recommend that Mr. Schoenbeck pay a 050.00 connection fee,

on made by Beck seconded by Grigg to accept the recommendation, motion carried.
GEORGE HILL: Sewer committee chargel more time asked, this was granted.

Between Tacoma and 1st on Bonneville/is being used as a dump ground, Plasow to
report this to Police Dept.
A.M. HAYLETT BUILDING INSPECTOR: discussed shacks being erected all over town
no definate recommendation was made. Various locations for apartment houses was
discussed.
RESOLUTIONS:
Resolution No. 277y/�
Employing VJ.L. Maloney,as architect for Swimming Fool was read, motion made by
Hostetter seconded by overlie to adopt Resolution No. 277, motion carried by roll
call vote of seven (7).
MISCELLANEOUS:
POPPY DAY: Veterans of Foreigh l -Jars granted permission to sell poppies on the
streets May 23, 1947.
BAY SERVICE STATION AT BEACH AND .BAST LEWIS: Motion made by Grigg that J.T. Kelley
and John Beck be authorized to construct a service station at Beach and Last
Lewis, motion seconded by Hostetter, carried by roll call vote of six (6), Beck
not voting; this is in Commercial District 1io. 3.
LIABILITY OF CITY PRISONERS:
An opinion fron Joshua H. Vogel was read' regarding liability to cities of jail
prisoners,, in which he state more inforzation will be borwarded from the
Attorney enerals office.
ADJOURNMENT:
Motion made by Beck seconded by Overlie that the meeting adjourn to next regular
meeting Tuesday May 20, 1947, eight o'clock P.14., motion carried.
