ROLL CALL: By Clerk, councilmen present were John Beck, Art E. Glasow Jr., Charles Grigg, A.T. Hostetter, H.G. Lake, T.G. Overlie and C.R. 'Wallis, City Attorney D.VV. Zent was absent REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. MR. H.R. STREET REQUESTS LARGER WATER PIPE: Mr. Street living on East Lewis just out side of the city limits wishes a larger pipe installation for water service, this was turned to the Water Committee for report. CLARENCE MILLER: wishes to build a concrete building between 9th and Murray, Yakima and Sylvester to be, used as a machine shop, sketch and petition filed with City Clerk, turned to the Building Committee. CHIEF OF POLICE WANTS MOBILE UNIT: Ne;.,v panel car not equipped with moto-rola, the'chief wishes to call for bids on this equipmnet, motion made by Beck seconded by Hostetter to_call f or bids to be opened the 20th 6f May, data for bids to be furnished by Mcl�ibbin, motion carried by roll call vote of seven (7). SERVER CONNECTIOIIS-EAST LEWIS. MR. J. LITTLE: The Sewer Committee recommends that Ivir. Little not pay for sewer connection until sewer has been extended across the street in the alley,at the citys expense, this to include Mr. Barkleys property also; motion made by Beck seconded by Hostetter to accept the recommendation of the committee, motion carried by roll call vote of seven (7), not mandatory that connection be made; sewer committee to make recommendation as to advisibility of sewer extension. RECREATION CENTER: NELLA JOHNSON PRESENTED REQUEST OF CIVIC GROUP: Nella Johnson acting as spokesman presented requests of Civic Groups, this was } read asking the council to reconsider action taken at the previous meeting, relative to changes being made in the Recreation Department and recreation committee; also that a committee be appointed to work out a program consistant to others over the State; that no further action be taken pending recommendation of this committee, to be presented no later than June 17, 1947. Director Benson and Assistant, Mils Larson were heard from, also others present that wished to speak, discussions followed; action takeri by the Council April 15th was read from the minutes, motion made by Overlie that the council uphold recommendation made at the last meeting as reread, motion seconded by Lake carried by roll call vote of six (6), Wallis voting "no". A LETTER FROM DIRECTOR BENSON was read, no action taken at this time. BUSINESS LICENSE APPLICATION -HERBERT L. TALEN: Herbert L. Talen desires to operate a radio repair shop in his dwelling at 124 N. 12th, Committee to report. SEWER CONNECTION G : `1'ABERT ) Mr. Tabert of 705 S. Front questions sewer connection charge of $125.00, Sewer Comm--i_ttee to investigate and report. FILTRATION PLANT BIDS: Five bids were received, opened and read as follows: James Construction Co., Seattle, Washington $199,889.77 W.C. Smith Construction Co, Portland, Oregon 230,160,.50 X Fred S. Early, San Francisco, Calif. 240,634.50 Utility Construction Co., Tacoma, Washington 262,783.00 Gaasland Company, Portland, Oregon 318,416.00 Ga-aslands representative questioned legality of bid bonds where specifications called for certified check. Ziedlhack tools bids to the water office for extension and study. 0 1324 PAS.CO� WASHINGTON SWIMMING POOL BIDS: J Seven bids were received opened and read as follows: James Construction Co., Seattle, Washington Clifton & Applegate Construction Co., Spoluane, Wash. Northwest Filter Co., Seattle, Washington Alternate No. 2 Alternate No.. 3 A.J. McCutcheon -Cyclone Fence Division, Portland, Ore.(fence) 84,372.00 93,414.00 103,.753.00 148,170.00 61,800.00 12,104.00 1,700.00 W.L. Malony was unable to be present at this time but will be here tomorrow, motion made by Overlie that Swimming Pool bids be considered, May 7. eight o'clock. P.M., motion seconded by Lake, carried so ordered. BIDS ON RUSTA RESTOR: One bid was opened and read as follows: H.D.Fowler Co.,- Seattle 14, Washington 1"945.00 Motion made by Hostetter seconded by Lake that the bid of H.D. Fowler be accepted, motion carried by roll call vote of seven ('7), cleaning and painting inside of tank down to low water line was received by -Water Manager. BIDS ON PAINTING EXTERIOR OF 200,000 GALLON TANK: Three bids were received and read as follows: Jack Williams, 2110 Western Ave., Seattle 1, "Wash. 1,741.30 Morse & Sommers, 815, Pike St., Seattle 1, Viash. 1$85,00 E.F. Sherrill, P.O. Box 290, Caldwell, Idaho 1$85.00 Motion made by Overlie that we reject all bids for painting exterior of 200 000 gallon tank, 'motion seconded by Glasow, carried by roll call vote of seven t7), motion made by Hostetter seconded by Lake to return certified checks or bonds, motion carried.. FILTRATION PLANT BIDS: I After consulting with the Engineer, Mr. Zeidlhack and following his advice, motion] was made by xostetter that all bids for construction of filtration plant be rejected account bids being higher than engineersGestimate and funds not available also that all certified checks and ,bld:'bbnds be beturned, motion seconded by i Overlie, carried by roll call vote of seven. (7). Engineer states it would prob- ably be a good idea to re -advertise this fall. Receiving $50 000.00 from the McNary Dam Fund was considered likely, ADJOURNM I� IT : Motion made by Beck seconded by overlie that the meeting recess to=Wednesday, May 7, 1947, eight o'clock P.M., motion carried. .
