CALL TO ORDER:

i Meeting called to order at 8:10 o'clock P.M., Honorable Mayor Walter A. Nelson

9By clerk, councilmen present were John Beck, Arthur E. Glasow, Jr., Charles -
Grigg, A.T. Hostetter, H.G,. Hake and T.G: Overlie, C.R.. Wallis -arrived at 8:20
City Attorney D.W. Zent was also present.
REGULAR ORDER OF BUSINESS S:ET ASIDE: by unanimous consent.
A.E. SCHOENBECK ( SEWER CONNECTIONS ):
Mr. Schoenbecks property lies in two additions, he presented a pencil sketch
of the plat. The City Treasurer maintains that the sewer connection charge
should be $75.00, however, he states his dwelling occupies only one 50'foot
lot and Peels that a $50.00 fee should apply. MayV suggests that this be
turned to the sewer committee to check and report,✓✓motion made by Lake that this !
be turned to the sewer committee, motion withdrawn.
GEORGE HILL (SE'd1ER CONNECTION FEE) :
Mr. Hill states he is having the same trouble, has five twenty-five foot lots
with dwelling on two (2) bots. This was turned to the sever committee for
check and report.
WARDEN FANN:_ owns Lots 11 and -12, Block 6, Pettits Addition and is requesting
that the zoning of block6be changed to Commercial -District to accomodate a
store building, motion made by Beck that the Building Inspector be instructed
to issue a building permit to.Fred yarding to construct a building in accordance
with the building code when plans are presented, motion seconded by Hostetter,
carried by roll call vote of seven (7),•copy of action taken to be mailed to
Mr. Fann
JOHN.LITTLE : (SEINER CONNECTION): Claims a lien has-been filed against his
property for service not available to his location on East Lewis and North
Elm, he is in no hurry for this connection. This was turned to the sewer
committee for check and report.
MR. MULLINS (APARTMENT HOUSE PLANS)
A sketch was presented to the council and Building Inspector for a fourteen (14)
apartment building, two and one half (22) stories high to be erected in Block 2,
Kurths Addition.
SWIMMING POOL PLANS:
Mr.'Maloney presented plans and specifications on a swimming pool, definate data
to be presented to the C.P.A. office. The State Board of Ilealth will no doubt
approve plans was stated by Maloney, motion made by Beck that the Mayor appoint
a committee to contact C.P.A. office in Spokane, motion seconded by Lake and
carried, motion made by Beck seconded by Gla -sow that the city call for bids
on the construction of a swimming pool subject to approval of the C.P.A. office.,
callable May 6, 1947, motion carried by roll call vote of seven (7). C.P.A.
forms to be.filled out and presented soon as possible; committee to act., Beck,
Hostetter, Grigg, Glasow and Lake..
RC ._,Rector; was present in the interest of planning Memorial Park. He will
meet with civic groups before further action is taken relative to his employment.

READING OF THE MINUTES:

Minutes of the previous meeting were read and approved. Personal names to be
omitted from committee reports was requested by the council.
RUSTA RESTOR:

Mr. Maloney was consulted regarding a Rusta Restor appliance for municipalities,
he favored paint,.
COMMUNICATIONS:
DEAD TREE: Mrs. Henry Beck states by letter that there is a dead locus tree
in there parking strip at 809 Sylvester, they would like this removed, letter
to be filed and Brickey in, formed.
CANDY SALE: (CAMP FIRE GIRLS)
Mrs. Tom Bishop requests permission for the camp Fire Girls to sell candy from
house to house April 26th, this was granted.

RECREATION FACILITIES:
A letter was read from L.R. Durkee regarding the purchase of this building,
attached was a lease which was not read. This was turned to the Recreation
Committee, Mayor nelson suggested that negotiations be held up a little longer
pending more information from 1'Vashington ,D.C. regarding disposal of like facilities.
NAVY SEWER:
A letter w as read from Director Tracy submitting a re -drafted permit incorporating
the original and latest requirements. This facility was also requested in the
Naval Air Base now being negotiated; holding up until next meeting was suggested

I;. ED BROUGHTOId APPOINTED POLICE CAPTAIN:
Motion made by Beck seconded by Lake to accept appointment of R. Ed. Broughton
as Gaptamn of the Police Department, salary y5265.00 per month, effective date
April 12, 1947, motion carried by roll call vote of seven (7). At this time
Glasow was excused from the meeting for a short time.
JOHN JACKSON GORE -FIREMAN: appointed as of April 7, 1947.
JACKSON CHESTER VIGUE:-PATROLMAN: appointed as of April 2, 1947.
DONALD WHATLFEY-PATROLI.,IAN: appointed as of April 2, 1947.
LEONARD 0. GEORGE-PATROLMLkN: appointed as of April 5, 1947.
The above appointments were accepted unanimously.
PHOTOTOPOGR.APHY MAP:
A letter -was read from the United Aerial Survey quoting prices on an aerial
topographic map, motion made by Hostetter seconded by Lake that the city purchase
one of these maps, motion carried by roll call vote of six (6).
CHAMBER OF COMMERCE LETTER -PLANNING COMMISSION:
A letter pertaining to the Planning Commission was not read as each member had
been furnished a copy. A letter from the Association of. Washington Cities on
the same subject was read and discussed, also an oprrnion from the City Attorney
stating; an ordinance or Resolution creating a Pl::nning Commission may be re-
pealed or revoked by the council.
BUILDING INSPECTOR:
The City Attorneys opinion was read regarding a change of Building Inspector.
REPORTS FROM COMMITTEES:
Motion made by Hostetter that Bud Rector be hired to make survey of land-
scaping Memorial Park, cost not to exceed $499.75, motion seconded by Grigg
carried by roll call vote of six (6). Glasow out of room.
CITY ENGINEER: employing a City Engineer was discussed and favored. Salary not
set up in present budget. No action taken.
FINANCE CO1'+MITTEE: recommend continuing; on with the present insurance set up
in accordance a°filth the City r,ttorneys opinion. Starting a fund to take care of
claims could be taken care of in the next budget, motion made by Beck seconded
by Overlie to accept the committees recommendation, motion carried so ordered.
BUILDING COMMITTEE: recommend that Ordinance No. 571 proposed changes in building
ordinances be given the 1st reading, motion made by Glasow seconded by Hostetter
that Ordinance No. 571 be given the first reading;, motion carried; motiop made
by Lake seconded by Overlie that Ordinance No. 571 has been given the first
reading, motion carried, council to be furnished a copy of this ordinance for
study.
CEMETERY COMMITTEE REPORTS: 3/4" pipe for further development is not obtainable.
Fred Scott has some aluminum 2" pipe for a movable irrigation system, would give
the city two weeks trial with no obligations. Committee Recommend giving; this
a try, motion made by Lake seconded by Glasow to accept the committees recommendation
to try the overhead sprinkling system , definite discussion to be submitted
May 6, 1947, motion carried by roll call vote of seven (7).
RECREATION COMMITTEE:
There is no enabling act setting up the Recreation Department and committee; the
council feels that the Recreation Committee needs reorganizing, therefore, the
Park Committee Recommend that the present Recreation Committee be abolished,
new committee to consist of members from civic and youth organizations and are
to assist the director and assistant director in planning; complete programs,
securing volunteer assistance and promoting recreation activities, members
recommended to serve on the executive committee are B.B. Horrigan, R.S. Brown,
Dwight Thomas, and Mrs. Karl Casey. The director will be responsible to the
Council, assistant director responsible to the director; director and assistant
to work with the executive committee; director to hire all other help, motion
made by Glasow seconded by Labe to accept the committees recommendation, motion
carried by roll call vote of six (6), Wallis voting no.

ASSISTANT DIRECTOR.*

The Committee through investigations find that the Assistant Director, Miss Lorayne
Larson has not been able to get along with the di,re:ctor, that this has occur.ed
with former directors, the committee recommend that the Assistant Director be
requested to resign, motion made by Lake seconded by Glas.owip carried by roll call
vote of six (6), Wallis voting ".no.". A Resolution will be drawn to cover the i
proposed change.
CITY CLERK : furnished each member a copy of the 141arch Budget covering all departments.

Motion made by Overlie seconded by Wallis that the meeting adjourn to next
regular meeting, Tuesday May, 6, 1947, eight o'clock P.M., Motion carried.
