Hostetter. ROLL CALL: By clerk,councilmen present, John Beck, Art;-Iur E. Glasow Jr., Charles Grigg, A.T. IIostetter, T.G. Overlie and C.K. Wallis, H.G. Lake wa's absent, D.W. Zent City Attorney was present. Mayor Walter A. Nelson was absent. REGULAR ORDEa OF BUSINESS SET ASIDE by unanimous consent. 13UILDING FOR BARBED: SHOP (R.S. JOHNSTON): Mr. Johnston was present and requested permission to erect a cement block building on Sixth and Columbia,, motion made by Grigry that Mr. Haylett issue Johnston a permit to build a cement Block building; facing. Sixth on the back of three lots, 302 31, and 32, Block 23, Gerry's Addition, to be constructed according to zoning regulations, motion seconded by Glasow, carried so ordered. TRAILER CAMP: Peter E. Desette and Mr. Sherwin of 1126 East Lewis, desire to set, up a trailer camp on two 50foot lots, two pen and ink sketches were presented and discussed; their camp would accomodate 20 or 21 trailers, a space 20 x 25 is alloted for each trailer, water and sewer connections were studied, motion made by Beck that Desette and Sherwin be allowed to hook to city sewer, one hook up for each lot 15 x 16, Block 102, N.P. Plat and pay �p50.00 for each lot, this to be a special permit fee. Operation of the trailer camp to be set up according to City Ordinance, iVater charge to be based on one hook up, motion seconded by Overlie, carried so ordered. TAXI• Mr. Leonard and Mr. Utz were present for Committees report; no report was rendered other than the council favors living up to the Taxi Ordinance. City Attorney states the intent of the Ordinance is that an exclusive car licensed for the City of Pasco operate.here 24 hours per day; and would not have a Kennewick license also. T.R. BENSON RECREATION DIRECTOR: Wishes permission to have two "go slow" signs placed in Sylvester Park area, Street Committee to take care of this; he also state that lights are out in Volunteer Park, Street Department to i.;ake care of this also. Grading property in Riverside Trailer site for a ball ground, Benson to figure with Beck and Brickey, Beck to make report. REGULAR ORDER OF BUSINESS RESUMED: by unanimous consent. READING OF THE MINUTES: Minutes of the meetings March 4th and 6th were read on page 1303, in petition to donate sawer,in line nine following the word fee, "If needed,within five years" to be inserted and encluded in the agreement. City Attorney to render an opinion on minutes and budget matters. COD81UNICATION: THE ROSA PROCESSING AND DISTILLING CO.: A letter;fas read from Edward E. Gerrick relative to acquiring several buildings at the navy air base for manufacturing marashino cherried, City Clerk to acknowledge receipt of letter. JOHN ROGERS ( FI RET,`1AN : ) A copy of a letter from Atayor Nelson to the Civil Service Secretary was read appointing John Rogers as a member of the Fire Department effective date March 12th, 1947.fullfilling vacancy created by the resignation of Lawrence Weltz. SPUR TRACK --I .I . G RIGG: A certified order granting the operation of a spur track crossing at the intersection of Fifth and South Street by the Department of Transportation of 'Washington was read, motion made by Beck seconded by Grigg authorizing the Mayor and City Clerk to sign certificate and return, motion carried. TRUCK PURCHASE: A letter was read from the Central Motors quoting price on a 1947, one and one half ton dump truck, in the amount of $2,262.71 anticipated delivery date, 45 to 90 days, motion made by Glasow secended by Beck that we purchase lz ton dump truck from the Central Motors, account, no bids received, amount to be paid $21,262,71, motion carried by roll call vote of six (6). SEINER AGREEMENT BLOCK 2, PETTITS ADDITION: Agreement was read following line eleven, the words "within five years from date of acceptance" is to be inserted there was no dissent on this action. Grigg to pick up agreement and have property owners sign. 1 132 PASCO, WASHINGTON REGULIR=IIIEET_IN,G C_0I81I.TT.EE_R.UOPr1 — IT411C.H_13,_1.94-7 _ POP COIN TRAILER (BILLY TOVVNE) : A certification signed by seven (7) business men,, in half block on Fourth, between alley and Levis Street, consenting to .the location of a pop corn and candy trailer to be operated on the Street on the blest side of Fourth, motion made by ,-q Grigg that we give Billy Towne permission to rent one parking meter space for a trailer not over 51 x 121 and -.neat in appearance to be removed at night, 'motion seconded by Beck carried so ordered. BIDS ON 1000 feet WATER PIPE INSThLLATION: Bids were called for "'arch 18, 19473, no bids were received, motion made by Beck that the Water Department be authorized to lay 6" main in the alley between Olive and Mound and Lucas and Pacific account no bids being received, motion seconded by Grigg, carried by roll call vote of six (6).. STREET CONSTRUCTION 19 BLOCKS: Bids callable this date on Street construction, no bids were received, motion made by Grigg seconded by Overlie that the Street Department be authorized to construct street as advertised by day labor, motion carried by roll call vote of six (6). INSURANCE ( GRANT STRINGHA1,1 ) Mr. Collins spoke inbehalf of the Finance Committee relative to checking for adjustment,�the Citys insurance, more time was requested and granted. 0 TRAILER SALES LOT LICENSE: An application was readfbr a license to operate a trailer sales lot at 308 W. Lewis by C.E. McNeil, motion made by Beck seconded by Overlie that the license be issued, motion carried so ordered. TAXI CAB LICENSE: George '`N. Hill of Prosser, Washington is operating Geo. Evans Taxi service and requests a license, motion made by Beck seconded by Wallis that the license be issued., motion carried. ICE CREAM VENDER AND J0i"IELRY SHOP: A.C. Olson and Bill Crater '°..ave requested exemption of license account being Veterans of World War Two, ''ity Attorney to render an opinion. READING OF ORDINANCES.: ORDINANCE NO. 590: AN ORDINANCE PROVIDING FOR THE SALE AND DISPOSAL OF RECOVERED PERSONAL PROPERTY AND OTHER PEI'SONAL PROPERTY HELD BY THE POLICE, DEPART14ENT OF TH1I CITY OF PASCO, AND PROVIDING FOR THE DISPOSITION OF THE MONEYS RECEIVED THEREFROM. Motion made by Beck -seconded by Overlie that ordinance No. 590 be given the third reading, motioncarried, Ordinance No. 590 was read, motion made by Beck seconded by Overlie that Ordinance No. 590 ha3s been given the third reading, motion carried, motion made by Glasoti^r seconded by Overlie that Ordinance No. 590 be adopted, motion carried by roll call vote of six (6). REPORTS FROM COP,'IMITTL ES: STREET COMMITTEE REPORTS: Motion made by Beck to call for bids on 700 yards of plant mix, callable April 15, motion Reconded by Grigg, motion carried by roll call vote of. six (6). ' MOVING CURBS BACK: Y Motion made by Beck seconded by Grigg to call for bids on setting back curbs five feet on both sidesof the Street from 4th and Yakima to Fifth, then on Sylvester to 1`1urray on Fifth from Clark to Henry, from Columbia on 10th to Murray and on Murray to Sylvester, motion carried by rollcall vote of six (6). STREET CLEANING BROOM: PURCHASING A STREET CLEANING BROOM: C.V. Downey has a Surplus Property Street Cleaner for sale, motion made by Beck seconded by Overlie that bids be called on a power street sweeper callable April 1, 1947, motion carried by roll call vote of six (6). POLICE COME}1ITTEE: reports friction between the Police and Fire Departments in regard to salary. The Police Patrolmans salary has been set up on a promotional system beginning at $N205.00 per month and receiving X235.00 per month at the beginning of the third year. In the Fire Department the firemenaare paid '$235.99 per month from the beginning, motion made by Overlie that rate of base pay as recommended by the Civil Service Commission for the Police Department be the same in the Fire Department to take effect April 1st, 1947' seconded by Tullis, carried by roll call vote of six (6). (5') 1313 PASCO, VVr.SHINGTON REGULAR MEETING COMMITTEE ROOM MARCH 18, 1947 i APPOINTING PATROLMEN: motion made by Heck requesting the Mayor to make temporary appointments enough to bring the Police Department to full force in case the Civil Service Commission does not have enough men on the availability list, motion seconded by Glasow, carried so ordered. STREET LIGHT:' Grigg to review the agreement, chart and file)on installation of Street lights. MISCELLANEOUS: State Department, Plowing Snow & Sanding ice. Statement was read shaving a deduction of 438.81 for service on highways 3 and 11, having been deducted from the gas tax money. ASSOCIATION OF 1,1ASHINGTON CITIES CONVENTION: To be held in Port Angeles, i4ay 15th & 16th, Overlie and Glasow plan on attending. MINORS PLAYING PIN BALL MAC LINES: A letter to the Chief of Police from Mayor Nelson was read, requesting that warning be given operators that are lax in the enforcement of the law. THE CITY CLERK furnished each member a copy of the Rebruary Budget 1947, covering all departments.
