Hostetter, Mayor Walter A. Nelson arrived at 2.10 P.M. and presided over the meeting. POLL CALL: By clerk, councilmen present, John Beck, Arthur E. Glasow Jr., Charles Grigg, A.T. Hostetter, H.G. Lake and C.R. Wallis, T.G. Overlie arrived at 2:15 P.VJ., City Attorney D.Vi. Zent was also present. REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent. PETITION TO DONATE SEvVER, BLOCK 2, PETTITS ADDITION: A petition was read, signed by s.even property owners, requesting that the City of Pasco take over and maintain the sewer line in Block 2, F'ettits Addition from Lewis therein to Columbia; they wish to release all right and claim to said sewer line upon the city taking possession of same, a previous agreement was read, this is a privately owned and installed 8;" sewer line, trouble has been experienced in the past back of Worrrnachs property, old agreement as drawn was not favored by property owners, motion made by Beck to accept Sewer in Pettits Addition, Block 2, subject to -condition that. if the city ,has rto put in, a new sewer the property owners pay for normal connection fee;::Resolution;to�be drawn by the City Attorney, motion seconded by Lake, carried so ardered.: if needed within five (5) years °OP CORN WAGON (BILLY TOINNE) Billy Towne reported that all business managers in half block between alley and Lewis on West side of 4th Street had not favored the parking of a pop corn trailer at the curb, he was advised to obtain consent in writing; renting parking meter space would be `>75.00 per year. SEWER CONVECTION AT 1901 EAST LEWIS: Mr. Hasting had sewer connection made with out permit, plumber, Mr. Bailie connected to line running into main sewer which is not permitted by the Sewer Ordinance, (Nater manager to instruct the plumber to secure permits and make connections in accordance with the Urd.inance and that Tir. Hastings connection be corrected lwas the decission of the council. REGULAR ORDER OF BUSINESS REST MED by unanimous consent. READING OF THE MINUTES: Minutes of the previous meeting; February 18 and February 20th were read and approved. COMMUNICATIONS: B.H. SHELDON SALES TAX: A letter was read from B.H. Sheldon requesting to be reimbursed for sales tax on sewer construction in the amount of $830.89, City Attorney to be furnished a copy of this letter, will render an opinion. SELECTI`IE SERVICE SYST:cM DIRECT1OR: A letter was read from the (Washington State Headquarters stating they could not pay the city rental on recreation building for the time they used the building, account no contract having been negotiated. ALLE`f BETWEEN lst & 6th BACK OF "A" STREET: A letterwas read from the Northern Pacific Railway Co. suggesting; that the city submit a deed of dedication for street purposes for approval by the management. The company can not convey a clear title, however it can be stated in a clause "t,rithin its legal rights so to do", they would like to know if area dedicated is to be paid for,and also, if at any time the railway company would be charged for CD alley improvements. This was turned to the City Attorney and a copy of this letter to Overlie. STATE HEALTH DEPARTMENT -RODENT CONTROL: A letter was read from Edwin L. Rupert stating a rodent control crew are scheduled to be in Vasco during the week of March 31st. RECREATION BUILDING: A letter was x°ead from L.R. Dt,rkee acknowledging receipt,, of Resolution, of purchase. COLUMBIA BASIN: A letter was read from ;Warren G. Magnuson acknowledging receipt of letter regarding adequate appropriations,for Columbia Basin, also a letter from Homef, R. Jones acknowledging receipt of his copy of the same letter. GRAVES, KIZER AND GRAVES: forwarded a copy of a letter to Willard Maxwell regarding bond delivery. 0 -3 c f 1309 PASCO, WASHINGTON ORDINANCE NO. 588 -VETOED AND PASSED: AN ORDINANCE RELATING TO THE PURCILASE AND ;ALE OF MEAT WITHIN THE CITY OF PASCO AND PROVIDING FOR A PENALTY. A letter was read from Honorable'Mayor Walter A. Nelson vetoing Ordinance No. 588 and stating reasons as follows:'.. As stated by myself when this Ordinance was introduced by the so-called meat industry this was an Ordinance to control my business. I believe it serves a purpose for councilmen also. 2. Since this Ordinance will not affect my business and seeing little other need for such legislation this could be another nuisance ordinance. 3. Should such an Ord- inance become necessary it should be worked ,jointly with Pasco and Kennewick and through the health District as it seems uncalled for to hire more personnell for such purposes. Such inspector should be a salaried inspector in order that you may have adequate control over him. 4. Kennewick has shown little desire for such an ordinance to,this time and as stated above I feel the two towns should work this problem out together =hen such legislation is necessary, 5. It seems we have a concil trying to blow hot and cold both at the same time - trying -to appease one industry and encourage it on while trying to put another out,*, W.A. Nelson Mayor of Pasco, Wn. Ordinance No. 588 was reread and discussed, Mayor 1lelson states this Ordinance is not broad enough to control all businesses handling and reselling meat and other food and asks why only one commodity be inspected, he favors a complete inspection Ordinance, he was informed that this was the first step. Negotiating with Kennewick was not favored by the majority. In conclusion a'motion was made by Hostettersseconded by Lake that Ordinance,Wo. 588 be passed over the objection and veto of the Mayor, that the ?Mayors objections be spread on the records of the minutes of this meeting, motion carried by roll call vote of six (6), Wallis voting "no". STATE DEPARTMENT OF HEALTH: A letter was read from Emil C. Jensen stating Mr. R.L. Stockman was in accord with Mr. H.V. Harris's appointment as Water I'Aanager but requests that before making another replacement of the Water I:4anager, that their office be consulted for approval before appointment. NOTICE OF SPECIAL LEVY GENERAL OBLIGATION BONDS: A notice to the County Commissioners, Auditor, Treasurer and Ass6ssor of Franklin County was read on tax levy voted November 5, 1946 to retire General Obligation Bonds in the amount of ;132,000.00. REPORTS FROM COMMITTEES: STREET GRAVEL: Chairman of the Street Committee reports Brickey needs 700 yards 3/4" gravel, pit run, stock pile; surfacing; streets by contract was discussed and thought to be cheaper for a sizable job, motion made by Beck that we advertise for bids on 700 yards of pit run gravel 3/4" minus stock pile bids callable March 18th motion seconded by Grigg, question discussed, motion carded by roll call vote of six (6), Glasow was out of the room. REMOVING AND TRIWMING TREES: Mrs. nalbrook wants the city to trim trees„in parking strips, others have also made this request. Harry Custer wishes to trim trees at 511 'Nest 'Yakima also take out one dead tree, permission was granted by the Council, Overlie to so inform Mr. Custer, City Street Department does the tree trimming in late fall. BLACK TOP: for streets was discussed, deciding on street to be surfaced and Galli for bids, no action taken at this time, 14catee & Heath will be in this sG 4 areaA oing some work for the county. MOVIE PROJECTOR: The Recreation Committee recommend purchasing an R.C.A. projector in the amount of ;p499.50, this was approved by the council, although it was not budgeted for as an out -lay, City Clerk feels this should be budgeted for in the 1948 Budget; there being a drastic need for this program at the Recreation Center the council ffels that it should be obtained at this time, the City Attorneys opinion was asked, he states this purchase can be made from the equipment and supply allocation but that the Director must stay within his 1947 budget, salaries to be kept separate and apart as they are set out, motion made by Overlie that the Recreation Committee be authorized to purchase R.C.A. Projector in the amount of 4$499.50 out of the equipment fund of X1,000.00, motion seconded by Beck, carried by roll call vote of seven (Ci). A discussion followed regarding 04 Director, Assistant. and Recreation Committee, this committee"acting as an advisory Board and Assisting7eDirector in every way possible, mbtbon made by Grigg that the Recreation Committee instruct 1'ir. Benson that he has full authority as to his duties as Recreation Director of the City of Pasco and is to use Recreation Committee as an Advisory Board, the question was debated further giving the Director full power to hire and fire was discussed, the motion was withdrawn by Grigg, Recreation Committee and City Council to hold a joint meeting. STREET LIGHTING: Grigg to review chart set up by Pacific Power & Light Co. and check installations. 1310 PASCO, I�VASHINGTON ADJOURNED MEETING CONTINUED COMMITTEE ROOM POLICE COMMITTEE: Police Committee to meet on unfinished businessNjail conditions are improving. SEVER COMMITTEE: Sewer line on Mound would not be deep enough to serve basements Harris to check profiles, motion made by neck that we have Mound Street surveyed for sewer if we have no survey records, motion seconded by Overlie, carried by roll call vote of seven (7) . MAYORS ROOM: Changing Mayors room to fire quarters, report pending. REPORTS FROM OFFICERS: CITY TREASURERS reports for January and February 1947 were read. %ATER MANAGERS report for February 1947 was read. FIRE DEPARTMENTS monthly report for January and February 1947 was read. The January 1947 report on POLICE activities was read. THE RECREATION -COMMITTEE minutes for February 3, and Iv�arch 3, 1947 were read. PLANNING COMMISSIONS minutes for February 3, 1947 was read. BUILDING INSPECTORS report for January 1947 was read. READING OF RESOLUTIONS AND ORDINANCLS: RESOLUTION NO. 276:x-,:: l;i(nereas an emergency exists in the matter of making sewer connections, in,that owing to maket conditions it is impossible to get the necessary pipe and fittings with which to make sewer connections as the same are required; and Whereas it is the desire of the Mayor and City Council not to work a hardship on the owners of buildings and to grant such'relief as is necessary therefore: Be it resolved by the Mayor and City Council of the City of Pasco: That where a reasonable showing is made that a party or parties are unable to procure the necessary supplies and equipment for the making of sewer connection iiithin the City of Pasco, within the time prescribed in the pity ordinances therefor, that the City ;Nater department and other officers entrusted with the enforcement of the ordinances requiring sewer connections, be and they are hereby authorized and instructed to extend the time for making such sewer connections until'a reasonable time has elapsed after supplies and equipment become available.
