Meeting called to order'at 8:05 P.M., Honorable Mayor Walter A. Nelson presiding,

I ROLL CALL:
By clerk, councilmen present, Arthur E**Glasow Jr., -Charles Grigg,,-A.T. Hostetter,
H'G. Lake, T.G. Overlie and C.R. Wallis; John Beck arrived at 9:30, City Attorney
D.W. Zent was present.
REGULAR ORDER OF BUSINESS SET ASIDE: by'unanimous consent.
FILTRATION PLANT
F.S. Zeidlhack of the John W. Cunningham & Associates presented specifications and
plans of equipment for the plant, also, list of bidders and recommendations. Bids
as tabulated were read by Mr. Zeidlhack.
FIVE BIDS ON GATE VALVES: were read and studied, Rensselaer Valve Company's bid
was low, Hugh G. Purcell next to the lowest, Mr. ,Ze-i,dlhack feels that the
i Rensselaers bid is the best and recommends that their bid be accepted, the delivery
time quoted is shorter than construction time on first unit, all bids have
escalator clause which amount to about 10%. motion made by .Lake t'o accept the
bid of .Rensselaer Valve Company on valves as recommended by F.,S•. Zeidlhack, motion
seconded by Glasow, carried by roll call vote of six (6).
CAST IRON PIPE: one complete bid was received from the Hugh G. Purcell Company,
15 months delivery date, this can be installed•after construction of the plant,
motion made by Glasow that we accept the bid of Hugh G. Purcell Company on cast
iron pipe as recommended by F.S. Zeidlhack, motion seconded by Wallis, carried by
roll call vote of six (6).

PRESEDIMENTAT_ION TANK COLLECTOR: Two bids 'w ere read, H.D. Fowler and Link Belt
Company, motion made by Drigg that the H.D. Fowlers bird on tank collector
mechanism as recommended by F.S. Zeidlhack be accepted, motion seconded by
Glasow, carried by roll call vote of six (6).
FILTER EQUIPMENT: six (6) bids were read for filter equipment, motion made by
Grigg seconded by Overlie that E.W. Bal<arach's bid as recommended by F.S. Zeidlhack
on two (2) chemical feeders, one (1) flash mixer, two (2) paddle mixers, four
filter tables and gauges,and four rate -of -flow controls be accepted, motion carried
by roll call vote of six (6).
HANDLING_CORRESPONDENCE in connection with bids and equipment, motion made by
Overlie. that John W. Cunningham & Associat,es be authorized to award bids on
Filtration Plant Equipment, motion seconded by Lake, carried by roll call vote of
seven (7)
FIRST UNIT can be constructed now, motion made by Beck that John W. Cunningham &
Associates be authorized to call for bids on construction of Filtration Plant
Building, bids callable May 6th, motion seconded by Overlie, carried by roll call
vote of seven (7).
NAVAL AIR ::'SASE:
Wendell 15rown, Chairman of the Chamber of "Commerce, states that many inquiries
had been received relative to renting buildingsat the base. A letter to the
council was read suggesting by Resolution that the city take over certain buildings,
water and sewer system; Mayor Nelson spoke of meeting with the County Commissioners
they are going to give this program some thought, motion made by- Glasow that the
Dlayor negotiate for all the base and personal property excluding waves and
enlisted mens barracKs, motion seconded by Overlie, carried by roll call vote of
seven (7).
B.O.Q. BUI:DDING FOR ELKS T.EM.PLE: II,
Dr. O'Brien states that Kennewick is anxious to find quarters for the Elks in
case they do not gelthe B.O.Q.
BILL FOR $125.00: Dr. O'Brien also mentioned a voucher presented by him in the
amount o'f 1125.00 for services to Lawrence Egan in the city jail for two
fractured arms and a broken nose, WendellBrowns agency is turning this to their
adjuster, report will.;be made soon.
HEARING ON BUS ROUTE ORDINANCE -5'84 adopted
The hearing was set for this date,. there was no one present desiring to make a
II protest, motion made by Beck secbnded by Glasow that Ordinance No. 584 be adopted,
motion carried by roll call vote of seven (7). He states he will be able to
start the bus line in operation, Fiionday March 10, 1947, City Attorney states the
publication should have applied to second class cities, Mr. Miller- to pay for
publication. He will run second hand busses until the new buses arrive.
TAXI CABS! Parties of both cab companys were present to hear the Police
'i Committees report, they report that owing; to the fact that the Kennewick Ordinance i
q only allows a limited number of cabs there and their cabs jeopardise the Pasco
Cab business, they recommend. -to reject Leonards License, motion made by Wallis to
�i accept the Committees Recommendation; a discussion followed,meet ng with the
Kennewick Council in a joint meeting was considered, Mr. Utz spoke of installing
a phone service for the Navy Home, Wallis withdrew his motion, operating a cab in
Pasco exclusive was disc-Lssed, more time was requ;'ested br the Committee to make a
final report, this was granted.

BIG BEND LUMBER & FUEL:

Kennith Grav requested permission to/ a emborary office and storage building on
South Fourth, 12 x 24, frame and on skids, property space 320 x 375, would not be
a fire hazard) motion made by Beck seconded by overlie to allow the Big Bend
Lumber Co. to erect a temporary building 12 x 24, motion carried, City "lerk to
notify Building Inspector.
CASEY SHEPPARD: Desires to hook on to the navy sewer line out s1d.e the `'ity Limits
also water main. This will be considered after the Base has been acquired.
POP CORN TRAILER:
Billy `Towne wants to operate a p6p corn service trailer on the Streets, wishes to
rent a Parking meter space on fourth avenue between Lewis and Clark on Fourth
near Pence building, Billy to contact business men in that location for their
reaction or permission.
JOHN L. MILLER: Block 201, Helms Second Addition desires to have North and "outh
alley closed in Block 20, Helms, Second Addition, fast and Y'Vest alley to be kept
open, he was advised to have a petition signed by property owners, City l�ttorney
will draw up the petition form, it was agreed by the council that Miller go'ahead
with work in his own Block, utility strip might be needed by the Pacific rower
and Light Co.
PETITION FOR 'WATER IVIAIN:
A petition was presented by E.C. Alstrom, Henry A. Crust and John Garrison for
water main extension to -'lock 9, helms second Addition from Lucas to Pacific in
alley between Olive and Mound to accomodate four houses, a six inch line would cost
approximately $4761.22 for labor and material, Ordinance reads that property owner
should bear all costs, motion made by Grigg that bids on a 6" line installation of
1000 feet be called for March 18, 1947, motion seconded by Lake, carried by roll
call vote of seven (7).
COLEMDILNS TRAILERS:
Mr. �'oleman was advised that he could store three trailers on five lots until
they were sold, providing; they were not used or occupied and are properly spaced.

INStrliANCE :
Grant Stringham suggests a full coverage comprehensive policy, securing a broader
coverage at the present cost, this was turned to the Finance Committee, Mayor,
City Treasurer and C.R. "Jallis with power to act as they see fit, motion so made
by Lake seconded by Overlie, carried by roll call vote of seven (7).
GUILT CLUB PROPERTY„ EARL NEINMAN:spoke in regard to obtaining more property and
enlarging the gun club, the city could condemn and acquire, motion made by Beck
that the city acquire all county property between Chase Street and Riverview Park,
Railway property and "A" Street on the -L�orth and the River on the 6outh, that the
City Attorney be authorized totproceed with condemnation, motion carried by roll
call vote of seven (7) . Earl Newman to furnish map showing property and owners.
COUNTY PROPERTY NEAR FILT'RATION PLANT SITE:
More property available to the City, however, the city has ample property for
the plant and grounds, City Olerk to so notify county.

READING OF THE MINUTES:
Motion made by jiostetter seconded by Beck to set aside reading of the minutes
motion carried so ordered.
BILLS:
The County '2reasurer presented a voucher to cover tax on Filtration Plant site
property in the amount of 1,?42.97, levy made before the city purchased this property,
but not due in time to be placed on Nixons statement, motion made by Beck to
petition the Couinty Commissioners to cancel the tax, motion seconded by nostetter,
carried so ordered, City Attorney to draw and present petition, City clerk to
remind City Attorney.
Current bills against th'e city were read as follo,,r✓s: motion made by Hostetter
seconded by Glasow that all bills properly signed and approved be paid_ motion
carried by roll call vote of seven (7).
Dr. O'Briens voucher in the amount of •125.00 to be held up.

STEEL FILL FOR FIRE DEPARTMENT: Motion made by Beck that we purchase four
drawer steel file for the Fire Department in the amount of 180.00, motion
seconded by Hostetter, carried by rollc.all vote of seven (7), City Clerk feels
that this should be budgeted for as an out lay.
DUM11 TRUCK ( CALL FOR BIDS) :
Bids called for at this time, no bids were received, City Attorney advises the
City can go out and make purchase. Street Committee to select a truck and
recommend purchase.

CORRESPONDENCE:
WATER TA. NKS :
A letter was read from E.F. Sherrill, Caldwell, Idaho, quoting prices on cleaning
and painting water tank in Sylvesters Second.Addition; motion made by Hostetter
seconded by Grigg; to call for bids on painting and reconditioning small water
tank inside and out, callable April lst, motion carried by roll call vote of
seven (7). Bids to be advertised in Daily Journal -of Commerce and twice in the
Pasco Herald., Water Manager to furnish information.
GRAVEL PIT ON AIMS IORTH:
A letter was read from H.L; Blanton requesting that the City refrain from any
further action pertaining to the suit against the operation of the `;ravel pit
in Grays Amended Addition. He claims the operators were not given official
notice, that the pending suit should be dismissed and the operators shown some
consideration, that some reasonable solution could be worked out.
A letter was read from E.D. Martin operator of the gravel pit equi-ment requesting
that the action be posponed as he thinks a reasonable settlement can be worked
out. The City Attorney spoke regarding notice given and actiontaken; operator
should pay 5y, per yard for gravel sold from City Streets and alleys; appointing a
committee to look up the minutes of all previous action t aken, Hostetter suggests
that the operator file a performance bond of y$15000.00 or $20,000,00, City Attorney
also states that a proposition has never been presented since this matter w as
turned to him for action, motion made by Beck seconded by Overlie, this being in
the hands of the City Attorney that Mr. Martin and h'r. Blanton be advised to contact
City "ttorney in regard to this case, motion carried.
SOUND MACHINE (GARRETT):
Eugene Garrett has a record playing sound machine located in a building just
West of the underpall, 127 Lewis, one half of this building will be used for
Church purposes and is making inquiry regarding a permit, this was turned to the
Police and License Corarittee.
LICENSE-"YAKIMA RECORDII?G AND GUIT.-iR C`L,NTER" :
An application for a business license was read from L.A. Francis, desiring to
operate a music school in the Gray Luilding, a 45.00 fee was set with out dissent.
HEALTH DEPILRTAIIENT "CITY JAIL":
A letter was read from the health Department Sanitarian, Asir. Flannery., stating
the city jail was in a very bad condition and -recommended an entire cleaning and
change of bedding and mattresses, a copy of this letter -to be furnished Glasow.
ADJOURNMENT:
At twelve o'clock P.M. the business had not been finished, motion made by Beck
seconded by Overlie that the meeting adjourn to Thursday, March 6th, 2o'clock
P.N., motion carried.
