CITY AND YELLOW TAXI CAB:
Mr. Utz has purchased the City and Yellow Cab Company's, he states, another. party
who lives out of the c ,ty is trying to obtain a taxi ]:i sense;, at t hiss time there
are eight taxis in Pasco. Mr. Leonard of Kennewick was also present and says he
has com.pli.ed with the Ordinance-, motion made by Vallis seconded by Overlie that
this be turned to the Police Committee to bring in recommendation at the next
regular meeting, motion carried.

A. building ,permit requested by Charles Grigg to extend his present building at

HILL VVILLI.A1%2S ,& MR. HATTON:- of the Chamber of Commerce were present.,said they
would like to `meet, with committees gat different times for detailed info ^mation,
also to lend assistance where it would b;e;needed, working on a firmer basis with
the council wasthe .intent. Members of the council, were invited to come to the
Chamber of Commerce luncheons'.
ELKS CLUB:
Dr. 0t Brien and HaroldManton were present, in the -int-erect of obtaining the '
B.Q.,Q. building at the it Fase through the city,for a temple to,b:e used by the i
Elks Lodge, it was stated that -a membership of, 60:0 t.o 700 was anticipated. They
wish to erect a permanent building in due time, Back_ states he and Mayor Nelson
contacted C,A.A.,. officials and the Captain at Sand Point in, ,regard to' leasing
units at the base, they seemed very anxious to have cities and'counties. realize
some benefit from these f'aciliti,es. A broken down report covering necessary
informatio=n to enable' the city to make a des ccion on action -to be t aken will be
fui:n •s.hed; cost, upkeep and insurance to be studied, Payor. Nelson and Beckto call

_Harry Sandstedt presented :a map. showing property owned by Mr. Baxter and the
county adjacent the gun club, he states the club would purcha,s:e the 8a�ter

acquired by the Oity, thus giving the Gun club ample room -for shooting A couple

A letter was read from L.R. Durkee to Honorable Warren G. lvlagnuson, ,with reference
to the sale of the Euphrata U.S.O. Building and comparing it with the request of
the City of Pasco for purchase of the U.S.C. Building here.
SLEEPING TRAILER.IN FIRE LONE 1:
Aletter was read fro B.L. Moline to PIr. Tyler granting him permission to have a trailer
on his lot 16, Block 3, Northern Pacific Railway Co's Plat of Pasco, motion made
by Wallis seconded by Overlie that this be turned to the Fire Committee, motion
carried.

ORDINANCE NO. 584
AN ORDINANCE OF THE CITY OF PASCO, WASHINGTON, G-cAITT1NG TO FRED E. MILLER, AND/OR
PASCO `I'Ri`, iNSIT LINES, 'FNC . , A LICENSE AND FRANCHISE FOR A PERIOD OF 10 YEARS TO
OPERATE ON THE PUBLIC STREETS OF THE CITY OF PASCO, BUSES AND 1"'ONVEYANCES FOR THE
CARRIAGE OF INDIVIDUAL PERSONS FOR I-.IIRE, SUBJECT TO THIS TERMS AND CONDITIONS OF
THIS ORDINANCE. Motion made by Beck that Ordinance No. 584 be given the third
reading as amended, motion with drawn. Length of time was discussed, a five year
time limit had previously been considered. Mr. Miller was present and requested
a'ten year period, motion made by Lake seconded by Glasow that the period of time
be ten (10) years, motion carried. Motion made by Beck that Ordinance No. 584 be
given the third reading as amended, motion seconded by Lake, carried so ordered.
Ordinance 1Vo. 584 was read, motion made by Glasow secin ded by Lake that Ordinance
Nol 584 has been given the third reading, motion carried, the question was debated
City Attorney states ti'iat the Ordinance has to be published once in the paper
beforea doption. motion made by Lake that Ordinance No. 584 be amended as follows,
in a second line of title Pasco Transit Co., Inc. shall read Pasco Transit Line,
Inc., leaving out the word company. In section 1, line 3, F'red.E. Miller (to be �
followed by and/or Pasco Transit Line Inc. motion seconded -by Grigg,motion
carried... Motion made by Beck that City Clerk beauthorized to publish Ordinance
No. 584 as amended and bill Mr. Miller for the cost of publication, motion
seconded by Overlie and carried so ordered.
FIRE COMMITTEE reports the Fire Department wants more/F000rmsleeping quarters an d
recreation, they want the Mayors room, now being used for committees, council and
special meetings, these meetings would be held in the large council room, cost
of making the cahgne was estimated at •.450.00, motion made by heck that this be
turned to the building committee for study of cost and advisability and make
report, motion seconded by Glasow, carried so ordered.
COLEMAN'S TRAILERS:
POLICE COMMITTEE.-re,;ommend that Coleman be a llowed to store three trailers on
five lots, will not be allowed to rent trailers, motion made by Overlie to accept
the committees recommendation, motion seconded by Grigg, carried so ordered.
STREET COMMITTEE reports that Brickey wishes to purchase a dump truck, motion made
by Glasow to call for bids on one sump truck for-�;he Street Department, bids
callabel March 4th, 1947, motion seconded by Overlie, carried by roll call vote
of seven (7).
SAND BLOWING in West portion of town planting rye suggested by Beck, around
Griggs project and P4emori.al Park site, pe6ple in that location will buy the seed
if the city will plant it, could be water by the Fire Lepartment, motion made by
Glaswo that this be turned to the Street committee with power to act, motion seconded
by Lake, carried so ordered.
MEPJ!ORIAL PARK PROPERTY:
The Legion owns 18 lots in Block 14, Helms Second Addition, Lots 9 to 24 inclusive
also 31 and 32, they are .willing to sell the City for 43,600.00. Two lots in
Block 16, same addition could be traded fortwo lots of equal value. Legion would
hold lots for appropriations in 1948 budget. City Attorney suggested that the
council take option on Legion property, motion made by Lake to tdce option for
one year on 18 lots in Block 14 now owned by the Legion for the amount of 4;10.00,
authority to be vested in the Park Committee, seconded by Grigg, carried so ordered.
REPORTS FROM OFFICERS:
CITY CLERK furnished each member of the council a copy of the Jm uary budget
report of all.

ORDINANCE NO. 589
AN ORDINANCE ESTABLI.SHING THE ISA -TE OF INTEREST TO BE PAID UPON THE ISSUE OF
"132,000 GENERAL OBLIGATION BONDS AUTHORIZED TO BE ISSUED BY THE CITY OF PASCO
UNDER THE PROVISIONS OF ORDINANCES NO. 579 AND NO. 582; AND FIXING THE DATE, THE
ANNUAL MATURITIES AND THE FORM OF SAID BONDS.
WHEREAS, Ordinance No. 579, passed by the city council on September 17, 1946,.
provided for the construction of a municipal water.filtrat:ion plant and facilities
and a general boligation bond issue of $132,0.00.00 for the capital purpose of �
paying so much of the cost to the City of Pasco of said project; and said proposed
project and bond issue were approved, ratified and authorized at the special municipal'
election held on November 5, 1946; and Ordinance IVo. 582 passed by said city
council on. December 17, 1946.provided for bhe advertisement, sale and issuance of
said bonds; and
WHEREAS, said Ordinances No. 579 and Na. 582 provided that the said bonds
should bear interest at a rate not exceeding 3 per cent, per annum;; and
WHEREAS, pursuant to the provisions of said Ordina-nce .No. 582 and the laws
of the State of Washington, said bonds were July -advertised for sale; and at 'such
sale the National Bank of Commerce of Seattle and A .s.ociates became the purchaser
thereof on the basis of an interest rate o.f 2 ger cent, per annum;
NOW, THEREFORE; THE CITY COUNCIL, OFT'HE CITE' OF PASCO DO ORDAIN AS FOLLOWS:
Section 1. That the bonds authorized to be issued by said Ordinance No. 579,
said special election held November 5,, 1946 and said ordinance No. 582 shall- bear
intere.st at the rate of 2 per cent per annum, and shall bear the date of March 1,
1947,
Section 2. Both the principaland i.ntere,st of said bonds are to be paid in
lawful money of the United States of America at the office oft he Treasurer of the
City of. Pasco. Said bonds shall be serial in form and, in conformity with the
provfollowsns of Chapter 151 of the 1923 Session Lawns, of 'J�ashington, shall mature.

March, 19 , the principal sum of ONE THOUSAND DOLLARS; with interest thereon
from the date hereof at the rate of 2 per cent. per annum, payable semi-annually
on the first day of Mard.h and the first day of September in each year upon the
presentation and surrender of the annexed interest coupons, as they respectively
mature. Doth principal and interest of this bond are payable in lawful money
of the United States of �'merican, at the office of the Treasurer of the City of
Pasco.
This bond is one of a series of bonds of like date, tenor and amount, except
as to maturities, aggregating 1"132,000, issued fort he capital purpose of paying
so much of the cost to the City of Pasco of the municipal water filtration plant
and facilities provided for in Ordinance No. 579 of said city and approved and
ratified by the electors of the City of Pasco at a special election held within
said city on Tuesday, November 5, 1946; and is issued under the authority of and
in strict compliance with, the Constitution and applicable laws of the State of
Washington, and pursuant to the provisions of Ordinance No. 589 , passed by the
City Council of said city on the 18th day of February, 1947.
The City of Pasco covenants and agrees with the holder of this bond, and
with each and every person who may become the holder thereof, that so long as
any of said issue of bonds are outstanding, the officials now or hereafter charged
by law with the duty at any time of levying taxes for the payment of said bonds
and interest thereon, shall, in the manner provided by law, make annual levies
upon all of the taxable property within said city sufficient in amount to meet
the annual payments of bond principal and the semi-annual payments of interest on
said bonds as the same accrue and mature, as.provided in existing law, and that
each of said annual tax levies may, and if necessary in any year, shall;: be in
excess of any statutory or constitutional limitations, in accordance with the
result of said special municipal election held in said city on iNovember 5, 1946.
Said bonds are, and are hereby declared to be, valid and binding general
obligations of the City of Pasco; and the full faith, property and credit of the
Citt of Pasco are hereby irrevocably pledged for the full payment of said bonds
and interest coupons according to the tenor thereof.
1t is hereby recited and declared that all acts, things, ordinances,
resolutions and conditions precedent, necessary or requisite to the validity of
this bond and of the issuance of bonds of which it forms a part, have happened,
existed. and have been done and performed prior to the issuance thereof.
IN TESTIMONY WHEREOF, the said City of Vasco has caused this bond to be
signed by its Mayor, countersigned by its Treasurer, sealed with its corporate

received, motion made by Beck that the water department bea uthorized to
install 7,200 feet of new pipe by day labor, motion seconded by Overlie,
carried by roll call vote of seven (7).

A bill in the amount of W'9.61 was read by the clerk, for services rendered
by John W. Cunningham & rissociates, .Surveying the gravel pit on Ainsworth in
Grays Amended Addition, what fund to make -payment from was the question. No
action was taken. The court action taken, hearing now pending was discussed
by the council.
