Several visitors represented the meat industry and stated they were present in be-
half of the proposed ordinance. The committee acting on this ordinance report they
had two meetings and decided to have ordinance read and act_ed upon.

AND PROVIDING FOR A PENALTY. Motion made by Beck seconded by Overlie that Ordinance
No. 588 be given the first reading, motion carried, Ordinance No. 5.88 was read in
full, motion made.by Lake seconded by Overlie that Ordinance No. 588 has been given
the first reading, motion carried, motion made by Lake seconded by Glasow that
Ordinance No. 588 be given the second reading by title only, motion carried,

S.L. COLEMAN (COLORED) TRAILERS':
Mrs Coleman states he has threetrailers he would like to place on five lots; feels
that he should not have to take out a trailer camp license. This was turned to
the Police.a nd License committee to investigate and make recommendation:
HOUSING AUTHORITY ANNITAL REPORT FOR 1946: was presented by ''Vendell Brown, he
furni-shed a copy for each member of the council and the I;4ayor.

sport sedan $1432.22, less $862.22 for 1942 -Plymouth Sedan, net cost %570.00 from
the Fa-sco "uto Company; Motor cycle bid from Columbia Machine & Oycle Company
tabled, motion made by IrVd-Ilis to accept the Police committees recommendation, motion
seconded by Overlie, carried by roll call vote of seven (7).; Motion made by Lake
that we readvertise for a motor cycle, bids callable February 18, 1947, motion
seconded by Beck, carried by roll call vote of seven (7). Clerk to notify Columbia

A letter w as read.f rom Emil C. Jensen, Chief Division of Public &Health Engineering
regarding the displacement of D.VN. McGhee as ";Vater Manager and quoted State Board
of Health requiring that said person shall be approved by the State Director of
Health. State laws were quoted regarding purification of water to be delivered to
the public. City ('lerk instructed to answer letter statin; the present operator
H.V. Harris has had .seventeen (17) years of service as assistant 111fat:er Manager and
is fully acquainted with. the system, motion so made by Beck s'.econded by Grigg,
carried so ordered..
WASHINGTOTI STATE DEVELOPMENT BOARD':
A letter was -read from N.E. Parker., Executive Secretary regarding Ordinance setting
up fund,for Water Filtration Plant, also copy of letter to the State Development
Board by the city clerk-, submitting forms BB -108 (Rev.) showing that matching money
had -been transferred to a Special h'und and requesting allocation by the Board of
$58,37.2.26.
GENERAL OBLIGATION BONDS:
A letter was read from J.K. Chaedle acknowledging receipt of bids and _that they are
being analyzed by the apokane & Eastern Branch of the Seattle First National Bank.
PAINTING CITY WATER TANKS:
A letter was read from E.F. Sherrill, Caldwell, Idaho, desiring to be employed to
paint the water tanks and giving.recommendations, moti:oh made by Lake to advise by
return mail, that he stop off here, make 'inspection and give estimate on cost, motion
seconded by Overlie and carried.
SEWER EXTENSION:
A petition requesting the extension of the seiner along Mound from 13th to 16th,
signed by seven (7) persons was read and turned to the water committee.
FEDERAL HOUSING AUTHORITY (REGREATION BUI.LDIIdG)
RESOLUTION NO. 278 -RECREATION BUILDING:
To authorize the purchase of the Recreation Building for $1,200..00; following a
discussion, motion made by Beck that Resolution No. 278 be adopted, motion seconded
by Wallis, carried by roll call vote of seven (7).
PA SCO AIR BASE:
Mayor Nelson spoke of Fred Bishop and Camp Sanford from Yakima stopping here a few
minutes and with the Mayor looked over the Pasco �'ir Base, the 13th Naval Air
District is very anxious to have the city take over part or all of the Pasco Station,
any one part could be acquired if the city desired to go into this gradually, motion
made by Lake that Mayor elsonand John Beck be authorized to negotiate with the 13th
Laval Air District for some portion of the Pasco. Base, preferabley the field, motion
seconded by Grigg, carried so ordered.
PLANNING COMMISSION VACANCIES:
Mayor Nelson at this time appointed I..I. Grigg for a five ,year term to succeed
Alice Hogan and Ray Clark to succeed L.L. Stringham, appointments were nbt approved.
At this time 10:15 P.M. Mayor Nelson received a telephone call and asked to be
excused. A.T. Hostetter Mayor Pro -Tem took charge of the taeeting
PLANNING COMMISSION AND PROPOSED ORDINANCE:
In discussing the Planning Commission and proposed Ordinance No. 571; a motion was
made by Beck that the zoning Ordinance No. 571 submitted by the Planning Commission
be placed in the hands of the Building Committee for study and recommendation.,
motion seconded by Grigg, carried so ordered.

' POLICE CHIEF MCKI'BBON: reports the need of an•Or.dinance authorizing the disposal
of old luggage, clothes and other articles which are terribly in the way and take
up space that i.s badly needed, motion made by Lake teconded by Glasow that this
